A. About Asian Disaster Preparedness Center

The Asian Disaster Preparedness Center (ADPC) is an autonomous international organization established for scientific, educational, developmental, and humanitarian purposes with a vision of safer communities and sustainable development through disaster risk reduction and climate resilience in Asia and the Pacific. Established in 1986 as a technical capacity-building center, ADPC has grown and diversified its expertise across social and physical sciences envisioning safer communities and sustainable development through disaster risk reduction. Being an autonomous international organization governed by Board of Trustees. It supports sustainable solutions for disaster risk reduction across a broad range of specialist areas, with a wide range of professional expertise from atmospheric scientists to social scientists with experiences from all levels of engagement typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) effectively. ADPC’s Strategy 2030 guides the organization in providing comprehensive risk reduction support to countries and communities in Asia and the Pacific with various programs being implemented under 15 strategic themes by three departments, namely the Preparedness and Climate Actions, Risk Analytics and Climate Services, and Risk Governance and Financing. In addition to these, ADPC also works on three cross-cutting themes: Gender and Diversity, Innovation, and Regional and Transboundary Cooperation through permanent working committees. These activities are supported by proactive individual departments of Finance, Human Resources and Administration. ADPC recognizes the importance of examining the linkages between disaster risk management, poverty reduction, gender equality, sustainability, rights-based approaches, climate change, and regional cooperation. B. Department Introduction

The Risk Analytics and Climate Services Department is a multi-disciplinary team of experts committed to providing innovative, science-based solutions for actions to adapt to climate change and mitigate the impacts of disasters. The innovations include uses of geospatial technology, satellite data, numerical models, cloud computing, and artificial intelligence for assessing vulnerability and risk, generating climate data, developing early warning systems, forecasting possible climate impact, and informing anticipatory actions. These lead to risk-informed developments in the sectors such as agriculture, transportation, water resources, and health. The department also applies advanced geoinformatics and climate analytics to address water and food security by assessing water availability and water use efficiency, monitoring groundwater, assessing drought risks, and optimizing agricultural productivity, hence ensuring sustainable water and food systems in vulnerable regions. The department promotes Nature-Based Solutions by leveraging ecosystem services such as wetland restoration, agroforestry, and green-gray infrastructure to reduce disaster risks and build climate resilience. Lastly, the department produces risk analytics and integrates them into urban plans and engineering designs of critical infrastructures, hence improving their resilience to disasters and climate change. With a commitment to science-based approach, the department envisions empowering stakeholders to reduce risks, adapt to climate change, and build more resilient communities and ecosystems.

C. Statement of Intent

The Technical Analyst will be primarily responsible for the design and development of web-based applications for ADPC projects, programs and initiatives, working closely with and taking inputs from the scientists and project managers of ADPC. The other responsibility is to support geospatial tool development, especially in the area of image processing and data science. The main objective of the position will be to help ADPC ensure accessibility to geospatial analytics, information and tools. Finally, the Technical Analyst will play an institutional role to support ADPC in resource mobilization by providing her subject matter expertise. It is not the intent of this Position Description to cover every aspect of the position requirements, rather to highlight the most important areas of personal and joint responsibilities.

D. Required Qualifications

Required Qualifications and Specifications Education: Master’s degree in geography, remote sensing, data science, computer science, or other fields closely related to this position. Experience: At least 6 years of professional experience developing data pipeline, tools, or solutions that used geospatial data, satellite remote sensing, or AI; Minimum 2 years of this experience with international organizations; Experience with application front-end development considered favorably. Subject Matter Expertise: Geospatial applications for the monitoring, forecasting, and management of disasters, climate extremes, and environmental changes. Stakeholder Knowledge: Proven record of productive engagement with clients who provided inputs in the design of geospatial applications will be an added value.

Preferred Qualifications Self-motivated, proactive, and takes initiative. Self-directed, dynamic, pays attention to details, independent with excellent organizational skills. Demonstrated ability to plan and organize work and time independently. Management experience in a communications or knowledge management role Ability to coordinate, motivate, and lead diverse teams to accomplish complex goals. Excellent interpersonal skills, team-oriented work style, and experience in working in a multi-cultural environment. Strong desire to learn, undertake new challenges, must be a creative problem-solver, must have self-confidence, willingness to work hard. Ability to provide training for staff, course participants and consultants. Willingness and availability to travel periodically.

E. Duties and Responsibilities

Technical Lead the front- and back-end development of geospatial web applications. Take responsibility in code versioning along with code maintenance, especially in GitHub. Troubleshoot bugs and errors during product development and maintenance life cycles. Develop data ingestion and processing pipelines for various remote sensing products. Design UI/UX for spatial web applications. Provide technical supports to the Department on training courses, workshops, and other capacity-building activities in the planning, delivery, and follow-up, as needed. Document good (and bad) practices on the web-based application development. Coordinate with external stakeholders on application development. Provide inputs into other strategic and planning processes of the department and its projects as requested. Travel as needed to countries where the Department implements projects to conduct related activities. Contribute to the development of knowledge sharing events, and ensure appropriate tailoring of communications and knowledge management products. Provide technical resource inputs to other departments as requested. Support the Risk Analytics and Climate Services Department in project development and in increasing and improving uses of geospatial science and AI in ADPC.

Partnership Support Support the establishing and maintaining of relationship with partners and clients, including representatives of government agencies, academic and research institutions, multi- and bi-lateral development partners, non-governmental organizations and other civil society groups, and private sector entities at national and regional levels. Represent the ADPC in external meetings, workshops, conferences, and other events as requested.

Finance, Administration, and Procurement Management Work closely with the Finance and HR & Administration units according to ADPC policies for regional activities. Provide inputs to programs’ work plans and budgets. Ensure timely submission of liquidation and trip reports. Provide input to the departmental and institutional documents such as contract agreements, statement of work for consultants, MOU, and agreements, in accordance with the approved procedures and policies of ADPC.

Monitoring and Evaluation Support the M&E activities as requested by the supervisor.

Corporate Responsibilities Participate in corporate functions and external events, as required. Provide inputs to programmatic and institutional reporting such as the Annual Work Plans, Annual Reports, Strategic Action Plans, M&E Plan, etc. Provide inputs in program and project development for ADPC other departments Ensure that all duties and responsibilities are carried out with a commitment to gender equality, diversity, social inclusion. Create a working environment at ADPC and ensure the protection and safety of all beneficiaries in accordance with ADPC’s PSEA and child protection policies Contribute to environmentally sustainable practices, minimize waste, and ensure do no harm to people or the environment is observed. Ensure fraud is prevented, detected and dealt with promptly in their area of work. Be responsible for safeguarding resources entrusted to ADPC and for upholding and protecting its reputation. Integrate gender-responsive and socially inclusive approaches in program design, implementation, and monitoring. H. Contractual status

ADPC operates in a project-based environment where funding, program priorities, organizational structure, and operational requirements may evolve over time. Accordingly, duties, reporting relationships, work assignments, and organizational arrangements may be modified as necessary to support the effective delivery of ADPC’s mandate. The Organization reserves the right to abolish positions, reorganize functions, or terminate appointments in accordance with the ADPC policy. The employment is for a fixed term contract and does not create any expectation or entitlement to renewal, extension, or conversion to an indefinite appointment. Upon availability of the funding and the requirement of the position the duration of the contract may be extended. The Organization may abolish the position at any time, by providing written notice as per the ADPC policy.
