Since 24 September 2017, Plan International has been responding to the Rohingya refugee influx in Cox’s Bazar with special focus on protecting girls and boys from violence, abuse, neglect, and exploitation; improving hygiene and sanitation; and restoring access to safe, quality, and inclusive education for refugee children and adolescents. The Technical Officer will lead the field-level implementation of climate resilience, locally led adaptation, ecosystem restoration, youth green-skills development, and climate-smart livelihood interventions under the “Building Climate-Resilient, Environment-Sustainable Coastal Communities (ResCoast)” project in in Barguna under Plan International Bangladesh. Funded by Standard Chartered Bank (SCB) under its Mandatory Agriculture CSR Activities, the core objective of this project is to enhance the climate resilience and economic well-being of at-risk coastal communities by promoting locally led climate adaptation, sustainable green livelihoods, and improving community infrastructure. This project aims to enhance the climate resilience and economic well-being of 1,815 direct vulnerable coastal households (with a strong focus on youth aged 18–24 and young women) across 6 resilient villages in Barguna Sadar Upazila. The position will play a frontline implementation role by directly coordinating and facilitating project activities at community level, working closely with households, youth groups, producer groups, educational institutions, local government institutions, and community structures. The Technical Officer will ensure quality implementation of field activities through regular community engagement, technical accompaniment, hands-on facilitation, monitoring, documentation, and coordination with field facilitators. The incumbent will support implementation of climate-smart agriculture practices, youth enterprise development, community resilience initiatives, Met Clubs, resilient learning spaces, ecosystem restoration activities, and market linkage interventions. The role will also ensure integration of safeguarding, gender equality and inclusion, accountability, and MEAL processes at field level. What we’re looking for
Climate-Adaptive Technical Specialist: A Bachelor’s degree or Diploma in Agriculture, Fisheries, Livestock, Disaster Management, Environmental Science, or Development Studies—serving as the technical foundation to drive climate-smart agriculture, community resilience, and ecosystem restoration (exceptional, relevant professional experience may be considered in lieu of a diploma). Field-Rooted Climate & Livelihoods Practitioner: Minimum 3 years of professional experience in the field-level execution of development, climate resilience, and livelihood projects, with a strong willingness and ability to travel extensively to remote, climate-vulnerable communities. Inclusive Community Mobilizer & Facilitator: A dynamic, hands-on professional with proven experience working directly with rural communities, youth, women's groups, and local institutions using participatory implementation and robust community mobilization approaches. Local Capacity Builder & Facilitator: An engaging communicator with strong facilitation skills in Bangla, uniquely capable of leading community trainings, awareness sessions, and group-based educational interventions. Field Operations & Digital Navigator: A detail-oriented executor skilled in field-level data collection, implementation tracking, and monitoring, paired with basic report writing skills and proficiency in standard Microsoft Office applications.
