Job Description

Amref is implementing the Improving Primary Health Care through Evidence-Based Planning: To provide technical assistance to Ministries of Health Public Hygiene through the Delivery Unit (DU) to strengthen health system planning and resource allocation for population needs in Senegal paying special attention to Primary Health Care (PHC). The program seeks to support national health financing reforms, align policy implementation, and integrate public sector priorities into program delivery.

The Project Officer/Coordinator will provide support to leadership and policy support in health financing reforms, focusing on resource tracking, domestic resource mobilization, strengthen the use of evidence in developing realistic budgets and sustainable financing for primary health care (PHC). This role will strengthen government and partner capacity in budget analysis, financial tracking, and expenditure monitoring, ensuring effective allocation and utilization of resources to improve health outcomes. The successful candidate will contribute to strengthening of primary health care (PHC) as a priority program to help government make progress towards the realization of Universal Health Coverage (UHC).

Responsibilities

A. Technical Support and Policy Alignment

  • Assist in reviewing health financing policies and frameworks to identify gaps and opportunities for systemic reform.

  • Support the alignment of financing strategies with national health priorities and fiscal realities.

  • Contribute to the development of knowledge products such as policy briefs and technical notes for internal and external stakeholders.

B. Stakeholder Engagement and Coordination

  • Facilitate consultative meetings with government officials, partners, and civil society to build consensus on essential systems financing reforms.

  • Support inter-ministerial coordination between health and finance sectors to optimize resource allocation.

  • Maintain stakeholder maps and engagement logs to support strategic advocacy efforts.

  • Support coherence of the members of the project consortium AfHEA and BroadReach.

C. Health Resource Tracking and Data Management

  • Assist in the development and refinement of integrated health resource tracking tools.

  • Support the maintenance of dashboards and periodic reports linking expenditure to PHC performance.

  • Contribute data analysis and visualization to information about evidence-based decision-making.

D. Capacity Building and Technical Assistance

  • Provide logistical and technical support for training sessions, workshops, and mentorship programs.

  • Assist in the development of tools and guidelines that incorporate gender-disaggregated financial and service-use data.

  • Support peer-to-peer learning networks and civil society capacity-building initiatives.

E. Advocacy and Knowledge Dissemination

  • Contribute to the production of advocacy materials that highlight financing gaps and investment opportunities.

  • Support representation in policy forums and technical working groups.

  • Assist in curating case studies, working papers, and infographics for diverse audiences.

Qualifications

Requirements Education and Experience

  • Bachelor’s degree in public health, economics, health systems strengthening, health financing, or a related field. Minimum of three to five years’ experience supporting large-scale development programs in Senegal or other low-income or lower-middle-income countries especially Francophone

Technical Expertise

  • Extensive field experience working with national governments (Ministries of Health, Ministries of Finance, insurance agencies) on health financing issues in Senegal or LICs or LMICs.

  • Proven expertise in country planning and budgeting processes, System of Health Accounts, or other resource-tracking systems.

  • Experience operating at the interface of health financing and public financial management.

Communication and Interpersonal Skills

  • Excellent written and oral communication skills in English; Fluency in French is a strong advantage.

  • Strong facilitation and stakeholder engagement skills.

  • Ability to work effectively in multi-cultural and multi-disciplinary teams.
