The Cap Invest Project Kinshasa is part of the new cooperation portfolio between the DRC and the Kingdom of Belgium. This program aims to promote the potential of Congolese youth by offering a perspective in terms of training, socio-economic integration, the enhancement of human capital, the improvement of social conditions, the promotion of technical and vocational training, the promotion of decent work, the fight against poverty and social marginalization. As part of the implementation of Cap Invest project activities, particularly in the development and private sector engagement component, Enabel is looking for a Private Sector Development, Engagement and Prospection Expert who will also ensure the management and coordination of partners and service providers involved in the implementation of activities.
DESCRIPTION OF FUNCTION
Responsibilities
Under the hierarchical responsibility of the Cap Invest Project Manager, the expert will have the following main tasks: Contribute to inclusive and sustainable growth and the creation of decent jobs. Contribute to the improvement of the local business environment by identifying barriers and opportunities for youth employment and designing action plans. Develop and maintain a network of engaged employers, and the organizations that represent them, in strategic economic sectors and in development or societal objectives. Design and manage public-private partnerships (Mobilization of CSR) and joint projects promoting the hiring of young people. Conduct proactive negotiations to obtain quality contracts (internships, apprenticeships, decent jobs) for beneficiaries. Formalize an integrated service offer (recruitment / selection / placement / training) in coordination with partner institutions. Prospecting companies in the formal sector, and ratifying with them integration agreements, aiming, at the end of the internship period, a sustainable and quality employment. Facilitate ongoing interactions with employers to ensure a thorough and up-to-date understanding of their requirements.
Candidate profile
Identify jobs precisely aligned with the qualifications of the beneficiaries through rigorous and targeted prospecting. Use mediation strategies to align the needs of employers with the skills and abilities of beneficiaries. Analyze and adapt job offers to maximize the opportunities for insertion of beneficiaries, taking into account their precarious situation. Contribute to the active promotion of these positions among learning beneficiaries, accompanied by full support in the application process. Contribute to the negotiation of the employability of beneficiaries to set hiring thresholds in line with the needs but also with the proposed profiles. Ensure the operational coordination of partners and service providers involved in activities (ministries, ONEM, FEC, ARESP, CoR, private service providers). Promote the actions of Enabel and its partners to local companies. Contribute to the planning, execution and coordination of activities for the achievement of results. Monitor, evaluate and capitalize on collaboration with the private sector.
CANDIDATE PROFILE
Nationality: Democratic Republic of the Congo. Level of training required: BAC+5 in Social/Economic Sciences, Marketing, Finance, Private Sector Development, Banking, Investment, International Trade, Management or other orientation relevant to the function. Specialization in managing public-private or tripartite partnerships is strongly desired. Specific skills or knowledge required:
Experience
Relevant professional experience of at least 5 years in private sector engagement, economic development, development finance or investment. Proven experience in the development of public-private partnerships, multi-stakeholder facilitation, business support and mobilization of private investments. Excellent communication, networking and economic diplomacy skills. Spirit of initiative and autonomy. Strong interpersonal and negotiation skills. Oriented solution and results.
