Job overview

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the largest humanitarian network in the world, bringing together 191 National Red Cross and Red Crescent Societies members. The IFRC relies on triple action (response, resilience and respect) to implement its 2030 Strategy. It responds to disasters and crises, ensuring rapid, coordinated and locally driven humanitarian action. The IFRC supports its members in strengthening the resilience of their communities to climate and environmental issues, health and well-being, as well as migration and population displacement. The IFRC promotes respect for its fundamental principles of humanity, impartiality, neutrality, independence, volunteerism, unity and universality, particularly in its work on values, power and inclusion. The IFRC focuses on its core mandate – its raison d'être – which consists of strategic and operational coordination, humanitarian diplomacy, development of National Societies and accountability. The IFRC is headed by its Secretary-General and has headquarters in Geneva and five regional offices in Africa (Nairobi); America (Panama); Asia-Pacific (Kuala Lumpur); Europe (Budapest); and the Middle East and North Africa (Beirut), as well as representative offices, service centres and delegations around the world.

Other information

The IFRC has a zero tolerance policy for conduct that is inconsistent with the goals and objectives of the International Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and any other form of harassment, abuse of authority, discrimination and lack of integrity (including but not limited to financial malfeasance). The IFRC also adheres to strict child protection principles. The Ebola outbreak, declared in mid-May 2026, is due to the Bundibugyo strain. Thousands of suspected cases and thousands of deaths have been recorded in eight provinces. It began with outbreaks of unexplained deaths in early May and is spreading amid fragile health systems, population movements, insecurity and mistrust within communities. These factors, combined, increase the risk of sustained transmission and cross-border spread to neighbouring countries such as Uganda and Kenya. The absence of a licensed vaccine or specific treatment for this strain makes the epidemic particularly complex and underscores the urgency of rapid containment.

Education / Qualifications

The IFRC is intensifying its national response, led by learned societies and focused on community engagement, surveillance and infection control, through an emergency appeal. Red Cross volunteers are mobilized in affected areas to carry out door-to-door awareness campaigns, combat misinformation, encourage early access to care and support dignified and safe funerals, essential to interrupt transmission. At the same time, IFRC closely coordinates its actions with governments and partners, strengthens cross-border preparedness, mobilizes increased resources and response capabilities, and supports logistics, infection prevention and control, as well as community surveillance to contain the outbreak and limit its regional spread. Job purpose The Risk Communication and Community Engagement Coordinator (CREC) will support the Health and Operations teams of the DRC Regional Coordinator and IFRC to improve the impact, scope and effectiveness of emergency responses through the integration and coordination of CREC activities and approaches as part of the response to the BVD epidemic. This includes developing the CREC strategy and plan for the IFRC, in consultation with other key sectors and partners, taking into account lessons learned and best practices in community engagement during this and previous outbreaks. The coordinator will be responsible for supporting the CREC teams of the IFRC and the DRC Regional Coordinator in designing and adapting CREC activities using data and socio-behavioral approaches, community engagement, strengthening feedback systems, mobilizing and coordinating CREC activities with key external partners, as well as evidence-based advocacy and community-based support. The role of the coordinator will be to lead the team providing technical support to the National Society and IFRC to strengthen contextualized, community-based and evidence-based community risk communication, monitoring and assessment (CSERC) programs as part of BVD response activities and other health activities. He/She will work with CESRC partners to coordinate activities and ensure that communities have the health information they need to protect themselves and are included in the design and implementation of CESRC’s activities across all sectors. The CESRC coordinator will pay particular attention to strengthening community feedback systems, ensuring that community feedback and complaints are collected, analyzed and taken into account by different sectors. As a key member of the health team, this role will involve working closely with counterparts in the Planning, Monitoring, Evaluation and Reporting (PSER) and Information Management (IM) departments to ensure that all community information and feedback is effectively visualized, integrated into the operation and used to inform strategic decision-making.

Responsibilities

Functions and responsibilities of the position Ensure that the BVD operation is implemented in accordance with the Movement’s minimum actions, commitments, policies and guidelines on risk communication and community engagement, while supporting the continuity of essential health services and resilient community health systems. Lead the development, adaptation and implementation of the RCCE strategy and plan for BVD in DRC, mobilizing Health Focal Points, Operations, including other RCCE partners in DRC and regional and global RCCE specialists, to ensure

  • •Never pay any amount of money — for a file, a training, a uniform, or an interview. A real employer never asks the candidate to pay.
  • •Never send a photo of your ID card, passport, or banking details before you have physically verified the employer exists.
  • •Always meet in a public place, during the day — never an isolated address, a private home, or a location you cannot verify in advance.
  • •Tell a relative or friend exactly where you are going, with whom, and at what time — and share your live location if possible.
  • •Search the company name online before going: a real business has a trace (website, reviews, other employees, an official address).
  • •A salary that is far above the market rate for the position and the city is a red flag — be extra cautious.
