Job overview

This area, located in the region of Fitovinany, is characterized by its isolation, which limits access to basic infrastructure and complicates travel, especially during the rainy season. In addition, the meteorological context is marked by a recurrent cyclonic risk, which may temporarily impact the realization of activities. Working in this context requires a strong capacity for adaptation, good stress management, as well as a real motivation to intervene in an isolated environment but with rewarding human and professional challenges. Particular attention will be paid to applications from the district or surrounding municipalities, in particular those with a good knowledge of the local context or directly from the project’s area of intervention. Main purpose: Carry out assessments and ensure the implementation, routine management and control of the technical part of projects in the field of electricity (and HVAC if applicable), in accordance with MSF protocols, standards and procedures to ensure the optimal operation of the project and infrastructure as well as the efficient use of systems and equipment. Added to this is the technical follow-up, as well as support for the proper use and maintenance of biomedical equipment with the support of referents for the good quality of patient care.

Responsibilities

• In agreement with its managers, provide support and accompany staff to ensure the compliance of electrical installations (and HVAC if applicable) and preventive and curative maintenance, according to MSF standards, protocols and procedures.
• Conduct project assessments and feasibility studies to provide supervisors with alternatives to the difficulties encountered in their area of specialization, namely installation, construction and commissioning of electrical installations (and HVAC if applicable). In direct liaison with staff, identify project needs and manage responses to requests by setting priorities.

Education / Qualifications

• Provide support to coordination teams in the field of energy (and HVAC if applicable) and attend the training of technicians on projects to make them autonomous for preventive maintenance, simple corrective and small works. Ensure that technicians are able to implement safety measures for themselves and users for routine electricity needs (and HVAC if applicable).
• Provide support and support to staff to define and implement preventive and curative maintenance procedures.
• Educate all staff on energy consumption and propose strategies for improving site energy management.
• Provide training for technicians on the use and maintenance of existing or new facilities.
• Support the mission if necessary to implement the proposed and validated solutions, and provide managers with duly documented technical advice.
• If necessary, define procedures and/or protocols for the proper functioning of electrical installations (and HVAC if applicable).
• Participate in the evaluation of local suppliers by ensuring the quality of services and products.
• Check and advise on international orders of consumables and replacement equipment.
• Ensure the management of stocks and equipment in his field at the mission level.
• Ensure and update design, operation and maintenance documentation
• Take care of the administrative formalities, classification and registration of facilities (reports, equipment management tool, single-use diagrams and principles, consumption statements, HVAC needs assessments if applicable).
• Ensure the implementation and correct use of equipment and tools related to his field.

Main duties

• Identify, define and implement solutions and strategies that reduce the environmental footprint of electrical installations (and HVAC if applicable). These strategies encompass not only technical solutions but also how electrical installations are used, maintained and managed. The main objective of reducing the environmental footprint is energy efficiency, reduction of carbon dioxide emissions, good waste management and the use of sustainable solutions adapted to the context.
• Make sure that the inventory of your equipment or items is updated every month (Track My Stuff).
• A preventive maintenance plan for biomedical equipment is drawn up and shared with the medical team. Maintenance is done on time by following the protocols.
• Corrective maintenance of biomedical equipment is carried out on time, either locally (within the limits of specialist training and equipment to verify repair), or by a service provider.
• The spare parts of biomedical equipment for preventive and corrective maintenance are available in consultation with the referents of the cell for a good orientation. Responsibilities specific to the MSF Section / Context:
• Normalize the electrical circuit of the mission ¨
• Ensuring electrification work for the new NUT construction of Ikongo
• Ensure the solarization of structures throughout the mission
• Train and support the various logisticians of the mission
• Anticipate the needs of biomedical equipment that will be based on the medical needs of the project and are discussed in advance with the biomedical manager of the cell.
