Experience
MSF experience required: No prior MSF experience required Apply Before: November 15, 2026 – 12:00 Type of contract: Fixed term Contract duration: 9 months (extendable) Working model: On-site Language skills: French Time Allocation: Full-time Médecins Sans Frontières (MSF), an international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened: mainly in cases of armed conflict, but also epidemics, pandemics, natural disasters or exclusion from care.
Other information
En Democratic Republic of the Congo (DRC), Médecins Sans Frontières (MSF) works in collaboration with the Ministry of Health to provide medical care to victims of conflict and violence, displaced people as well as those affected by epidemics or pandemics such as HIV/AIDS, tuberculosis, malaria, malnutrition, among others. These situations are often associated with weak state institutions, limited capacity of the public health system and insufficient understanding of real needs and gaps on the ground.
Main duties
MSF’s contribution is based on its regular projects as well as its emergency response teams, ready to respond throughout the country in the event of an epidemic, natural disaster or conflict. In 2023, as violence intensified in eastern DRC, resulting in the displacement of a record number of civilians, MSF stepped up its activities to meet increased humanitarian needs. Since last year, all MSF missions in North Kivu have faced significant challenges related to shortages of medicines for tuberculosis, HIV and malaria, as well as shortages of medical inputs (GeneXpert cartridges, HIV and malaria tests, etc.) and a limited capacity to respond to the increase in cases of sexual violence, malnutrition and epidemics. The high number of population displacements also complicates access to health care. The Global Fund’s funding cuts and the ongoing conflict in eastern DRC are contributing to these disruptions. As a Medical Analysis and Advocacy Manager – Eastern DRC, you are responsible for the medical analysis and development of advocacy activities related to access to health care and services in eastern DRC. Under the hierarchical supervision of the Medical Representative of BALI (MSF Administrative and Intersectional Liaison Office) and in functional and technical liaison with Health Policy Advisors following the DRC, you contribute to the identification, documentation and analysis of the main obstacles to access to care as well as the development of MSF’s positioning and advocacy messages.
Education / Qualifications
You work closely with the project teams and Medical Coordinators of the different MSF sections present in North Kivu to collect and consolidate information from the field. You also collaborate with the HIV/TB Advocacy Manager based in Kinshasa in order to relay the issues identified in the East to national authorities, donors and other relevant health actors. As a member of the coordination team, you ensure the link between operational realities observed in projects and advocacy initiatives at the provincial, national and international levels.
Responsibilities
Analysis of barriers to access to care Collect, centralize and analyze information on barriers to accessing health services, including in the areas of HIV, tuberculosis, malaria, immunization, nutrition and sexual violence management. Produce analyses to better understand the challenges faced by populations and guide MSF’s positioning. Monitoring of funding and mapping of actors Monitor funding for health programmes and developments in the humanitarian and health landscape. Analyze the impact of funding on the availability of health services and maintain an up-to-date mapping of actors in areas covered by MSF. Consolidation and analysis of project data Consolidate the data and information provided by MSF projects on stock-outs, difficulties in accessing treatment and diagnosis, epidemiological trends, malnutrition or sexual violence. Transform this information into analyses to identify the main gaps and risks for populations. Monitoring the availability of medical inputs In collaboration with the pharmacy and supply teams, monitor the availability of medicines, diagnostic tests and other essential health inputs. Participate in relevant coordination mechanisms and contribute to the early identification of risks of disruption or supply difficulties that may affect medical activities. Development and implementation of advocacy Contribute to the development and implementation of MSF’s advocacy strategies by documenting needs, response gaps and consequences for populations. Participate in the drafting of key messages, briefing notes, analyses and other documents for authorities, donors and partners. Intersectional coordination and collaboration Work closely with the medical, operational and advocacy teams of the various MSF sections working in North Kivu. Participate in internal discussions aimed at developing joint analyses, aligning MSF’s positions and strengthening the coherence of advocacy actions at provincial, national and international levels.
PREREQUISITE
Education & Experience University degree in public health, health policy, health sciences, humanitarian affairs or a related field. A specialization in advocacy, political science or communication is an asset. Minimum 2 years of international experience in different humanitarian or public health contexts is required. Experience in the public health sector as well as a good understanding of health financing mechanisms and how health systems work is an important asset. Experience with MSF or another medical INGO is essential. Experience in advocacy with health authorities, donors or other health actors is an asset. A strong interest in the region as well as humanitarian issues is expected.

- •Never pay any amount of money — for a file, a training, a uniform, or an interview. A real employer never asks the candidate to pay.
- •Never send a photo of your ID card, passport, or banking details before you have physically verified the employer exists.
- •Always meet in a public place, during the day — never an isolated address, a private home, or a location you cannot verify in advance.
- •Tell a relative or friend exactly where you are going, with whom, and at what time — and share your live location if possible.
- •Search the company name online before going: a real business has a trace (website, reviews, other employees, an official address).
- •A salary that is far above the market rate for the position and the city is a red flag — be extra cautious.
