    1. Presentation of TOND LAAFI

Other information

TOND LAAFI was created by ATIA in December 2018 and has been operational since March 2019. It is a health and social protection system at the service of workers in the informal sector and populations in very precarious situations, as well as their families, in Burkina Faso.

Education / Qualifications

The device combines: a community health mutual; a medico-social support service (information and awareness sessions, home visits, telephone calls, hospital and post-hospital visits, doctor’s office, management of the network of healthcare providers); and an anchoring with national public policies. Key areas of intervention: health coverage (partial care costs); social protection; research and advocacy; strategic partnerships with operational, technical and financial partners. Areas of intervention: Kadiogo (Ouagadougou), Nando (Koudougou) and Oubri (Ziniaré). Our vision: to make TOND LAAFI a replicable and sustainable model of health and social protection in Burkina Faso, serving populations in need. Key achievements as at 31 December 2025

Job overview

2.1 Context: from access to care to quality of reception TOND LAAFI facilitates access to health care for populations through social protection mechanisms and partnerships with health facilities. In the framework of its mission, TOND LAAFI collaborates with several public health trainings agreed to in order to allow its members and their beneficiaries to benefit from the services provided as part of their mutual coverage. However, effective access to care does not depend solely on their availability or cost. It is also based on the quality of reception, listening, respect for the dignity of patients, the quality of guidance and the relationship between health professionals and users. Aware of these challenges, TOND LAAFI wishes to strengthen the practices of humanization of the care pathway within public health trainings. 2.2 An existing system: Permanent Permanence TOND LAAFI has already set up a Permanent Permanence, provided by a facilitator who regularly intervenes in the health facilities concerned. This system aims in particular to facilitate the reception and guidance of beneficiaries, to accompany them when they encounter difficulties and to support health workers in the understanding and use of mutual tools and procedures. The proposed intervention is therefore not intended to create a new mechanism, but to strengthen the link between the training of health professionals, the functioning of Permanent Permanence and the involvement of TOND LAAFI’s medical consultants. Indeed, the sustainable improvement of the experience of beneficiaries requires a shared understanding of the difficulties encountered and a strengthened collaboration between health workers, facilitators and medical consultants. The latter have a role to play in clarifying care arrangements, facilitating exchanges with health facilities and resolving difficulties within their competences. 2.3 Three phases for the same approach TOND LAAFI wants to recruit a specialized firm to provide three days of practical training on the humanization of the care pathway, followed by support in the field to support the application of the acquired knowledge and evaluate the changes observed. The mission is structured around three phases: initial diagnosis, three-day training and post-training follow-up. 2.4 Stakeholders: health workers, facilitators and medical consultants

Responsibilities

The training will bring together the health workers of the targeted health formations, the facilitator of Permanent Permanence and the doctors-consultants concerned. It will combine common sequences on the humanization of care and exercises specific to the responsibilities of each category of actors.

    1. Objectives of the mission 3.1 General objective Strengthen the attitudes, behaviours and relational practices of health workers in public health trainings contracted with TOND LAAFI, while improving collaboration between these professionals, the facilitator of Permanent Permanence and the mutual’s medical consultants, in order to offer beneficiaries a more humane, respectful and adapted to their needs. 3.2 Specific objectives The firm selected should:
    1. Expected results At the end of the mission, the following results will have to be achieved:
    1. Methodological requirement What this implies for the offer: for each phase, the technical offer must show how the firm will go from diagnosis to observed change. The firm will have to propose a detailed schedule distinguishing the days devoted to preparation, training, follow-up visits and final evaluation, as well as a realistic follow-up schedule specifying the number of visits, their frequency, the tools used and the modalities for returning observations. Expected pedagogical approach

Candidate profile

Practical, participatory training adapted to the different profiles of participants (health workers, facilitators, medical consultants).

Experience

Situations, exchange of experiences, practical exercises and search for solutions adapted to the realities of the participants, rather than theoretical presentations. Role plays, simulations of reception situations, case studies and collective analysis of situations encountered in health facilities. Work on concrete cases: poorly oriented beneficiary, difficulty in using a mutual aid tool, misunderstanding concerning a care modality or reception situation that has generated a claim. Exercises to distinguish situations that can be solved directly by the health worker from those requiring the intervention of a consulting physician or a TOND LAAFI manager.

    1. Indicative content, duration and participants The training will take place over three consecutive days, followed by a period of support and follow-up in the field. The content below is indicative and follows the three phases of the mission. 6.1 Phase 1: scoping and initial diagnosis The firm will have to work closely with TOND LAAFI’s management, including the Director, the medical consultants, the Permanent Permanence facilitator and those in charge of targeted health training. It shall in particular: Organize a scoping meeting with TOND LAAFI.

Main duties

Learn about the functioning of the Permanent Permanence, its missions and the difficulties encountered in its exercise. Make a diagnosis of reception practices and the relationship between health professionals and beneficiaries in selected structures. Collect the perceptions of beneficiaries, health workers, facilitators and medical consultants. Identify recurring difficulties related to welcoming behaviours, patient orientation, communication and mastery of TOND LAAFI tools. Analyze the current terms and conditions of collaboration between health workers, facilitators and medical consultants. Define a baseline situation and indicators to assess changes after training. The diagnosis should make it possible to adapt the contents of the training to the realities of targeted health facilities and the difficulties actually encountered. 6.2 Phase 2: Design and animation of the three-day training The firm will propose a practical, participatory educational program adapted to the different profiles of participants. It will combine common sequences on the humanization of care and exercises specific to the responsibilities of each category of actors. The facilitator and the consulting physicians will have to be involved in the development of these action plans to ensure their consistency with TOND LAAFI’s operating mechanisms. 6.3 Phase 3: post-training follow-up and support The firm will follow up after the training in order to promote the effective application of acquired knowledge and to assess changes in practices. This monitoring will be based on the Permanent Permanence already implemented by TOND LAAFI, without replacing its usual operation. It will include: Follow-up visits to targeted health facilities. Observance of reception and orientation practices, with respect for patients and the required authorizations. Exchanges with health workers on the difficulties encountered in applying the acquis. Constructive feedback sessions with the teams. Discussions with the host on the recurring difficulties observed during her interventions. Discussions with medical consultants on coordination problems and difficulties requiring their intervention. Monitoring of the commitments made by each health training. Identification and documentation of the corrective measures implemented. Comparison of the observations with the baseline situation. The firm will have to propose a realistic follow-up schedule, specifying the number of visits, their frequency, the tools used and the modalities for returning observations. The follow-up should make it possible to distinguish the difficulties related to reception behaviour from those related to the organization of services, control of procedures or coordination between actors. It should not have an vocation of individual sanction, but aim at the continuous improvement of practices and the resolution of difficulties. 6.4 Specific involvement of TOND LAAFI’s medical consultants The consulting doctors will be involved in the process from the initial diagnosis, during the three days of training and during the post-training follow-up. Their involvement should focus on three complementary dimensions. Medical consultants should not be considered only as participants in the training, but as actors of the humanization process, especially for the dimensions of the care pathway that require coordination between the mutual and health professionals. 6.5 Duration, organization and participants The training will take place over three consecutive days, followed by a period of support and follow-up in the field. The total duration of the mission can be set at 1 month, including framing, diagnosis, training preparation, three days of training and post-training follow-up. The firm will have to propose a detailed schedule distinguishing the days devoted to preparation, training, follow-up visits and final evaluation. Participants: health workers of targeted health trainings, the facilitator of Permanent Permanence and the doctors-consultants concerned. The number of health trainings and participants will be specified by TOND LAAFI before the contract.

    1. Deliverables expected The firm will provide the following deliverables: Framing report: understanding of the mission, methodology, schedule and work tools. Initial diagnostic report: difficulties identified, reference situation and recommendations. Programme and training materials: detailed contents of the three days, practical exercises and case studies. Training report: participants, activities carried out, results of the assessment and commitments made. Action plans by health training: expected changes, responsibilities, modalities of collaboration and monitoring indicators. Post-training follow-up report: visits carried out, observations, persistent difficulties and corrective measures.
