ITEM 1: Public Procurement Specialist About the project The Multisectoral Nutrition and Health Project (PMNS) République Democratic Congo is an initiative of the Congolese government, implemented by the Health System Development Program Management Unit (UG-PDSS) and funded by the World Bank. The main objective of the Project is to address the key determinants of stunting in children under two years of age in the DRC in targeted provinces through multisectoral, complementary, targeted and evidence-based actions. Family Planning is one of the priority interventions targeted among nutrition-sensitive services, to help improve the health status of women of reproductive age and adolescent girls in the targeted provinces. The project is managed by the Ministry of Health through the National Nutrition Program (PRONANUT) with the participation of the National Reproductive Health Program (PNSR), the National Adolescent Health Program (PNSA), Provincial Health Divisions (DPS) and Health Care Establishments (HSE). Pathfinder has been selected for the implementation of Family Planning interventions in Kwilu and Kasai provinces, under Additional Funding 2 of the SNMP. Job summary: The Public Procurement Specialist organizes and manages all procurement processes in all aspects of procurement of goods and services for the project office, in accordance with the regulations and procedures of the lessor and Pathfinder. He supervises and manages all contracting operations with the various suppliers, service providers and community structures in strict compliance with local regulations and in accordance with the rules and procedures of the lessor and Pathfinder. Partnerships with key stakeholders: Collaborates with local procurement and tender committees, in accordance with Pathfinder’s current procurement policies and with donors. Facilitates the work of the purchasing committee by providing a secretariat role (without voting rights).

Location

Monitoring and delivery: Ensures the smooth running of all activities by ensuring coordination with drivers, translators, interpreters, venue providers, caterers, suppliers and logisticians dedicated to the activities. Ensures the timely monitoring and delivery of supplies and equipment to planned sites or relevant managers; proactively communicates with them to clarify technical specifications. Ensures proper management of vehicle fleets. Payment Processing: Prepares and tracks payment requests for goods and services, on time and in accordance with Pathfinder’s policies and guidelines. Purchase orders: Proceeds to the purchase of goods and services, analyzes purchase requests, and writes or updates the specifications for calls for tender. Establishes and manages framework contracts (open purchase orders). Tendering: Writes and evaluates proposals received in the context of tenders. Solicits and negotiates competitive rates with suppliers, and makes recommendations regarding the issuance of purchase orders or the granting of exceptions to the tendering procedure. Inventory and warehouse management: Maintains a database of suppliers, analyzes the use of equipment and services, and solves complex problems related to documentation of external suppliers in order to allow the processing of purchase orders, waivers and payments. Ensures rigorous warehouse management at all levels of the program. Management and supervision: Supervises, distributes and controls the work of procurement staff. Procurement Reports: Prepares and submits reports on procurement activities in the agreed format and time frame. Assessments and training: Plans and supports logistics related to assessment activities, training, capacity assessments, learning workshops and any other project activity. Project team management and participation: Leads, manages or participates in cross-functional project teams. Minimum education, training and experience required: BAC University Diploma+5 in Administration, Management or Economics or Commerce At least 5 years of experience in the field of procurement and logistics after university graduation Training in procurement and logistics management Possession of a certificate in procurement techniques and/or logistics issued by an international institution is an asset;

Experience

Relevant work experience in the DRC or other post-conflict countries Experience/knowledge of the working system of international NGOs; Experience in conducting supervision and control Be rigorous, picky and able to work in an unstable environment and demonstrate practicality depending on the circumstances; Being able to work under pressure; Ability to write synthetic reports; Ability to plan and organize work on time, and manage multiple files at once while paying attention to detail; Excellent written and oral communication skills in French, knowledge of the English language is an asset;
