Background
Education / Qualifications
The International Development Company, a research and development firm headquartered in Canada, is looking for several experts to conduct national road safety awareness and information campaigns in Senegal.
Overall objective of the mission
The aim will be to organise an extensive awareness-raising and information campaign for stakeholders and communities on the set of good practices in road safety matters, by registering all interventions within the framework of the Systeme Sur approach, and to collect their concerns in the form of Regional Development Committees during the development of local road safety plans, and also through community awareness sessions.
Expected results
Evaluation of the results of phase 1 of road safety awareness and communication campaigns to draw the positives, but also to correct shortcomings and limits in order to propose innovative and evaluable actions;
Conduct of a baseline survey on the Knowledge, Attitudes and Practices (KAP) of road users in the targeted intervention areas, within the first 60 days of the mission, to serve as a reference for the final impact assessment;
Development of a communication strategy and an effective system (media and digital), including: (i) the reference behavior change model; (ii) the media mix justified by the target audience; (iii) a pre-test plan for messages; and (iv) an integrated 12-month campaign-strengthening schedule;
Development of a monitoring and evaluation (M&E) framework for campaigns comprising: output indicators (affected persons, media impressions, distributed media), intermediate performance indicators (CAP scores, statistics of infringements identified during controls), and, as far as possible, impact indicators (disaster trends on targeted corridors);
Acquisition of equipment and materials for communication (1 camera, 2 computers, 3 smartphones, 3 tablets, 3 microphones);
Organization of 6 Departmental Development Committees (DDCs), followed by technical workshops (50 participants/workshop) for the development of local road safety plans in pilot departments, with the participation of different stakeholders;
Prioritization of awareness areas for optimum impact, based on an analysis of available disaster data (critical points, corridors at risk);
Proposal of road safety themes to be highlighted by justifying their relevance in relation to the target and the realities on the ground, in connection with the five pillars of the Safe System;
The definition of language elements by zone, differentiated according to the target audience (drivers, pedestrians, schoolchildren, professional transporters);
Designing and popularizing a traditional and digital media planning, including a specific strategy for digital channels and social networks targeting young people and connected users;
Raising awareness among communities about the socio-economic consequences of road accidents and what to do in case of accidents (first aid reflexes, emergency numbers);
Strengthening the leadership, notoriety and positioning of ANASER as an institution responsible for implementing government road safety policy;
Establishing the first steps of a partnership between ANASER and local authorities;
The implementation of a synchronized schedule of joint roadside control operations and communication campaigns, in consultation with the Police and Gendarmerie, with documentation of joint operations and their results;
Training and capacity-building sessions for stakeholders on road safety;
The completion of a final CAP survey at the end of the mission, comparable to the baseline survey, to measure changes in self-reported knowledge, attitudes and behaviours attributable to campaigns.
