Head of Information Systems and Digital Transformation Department

As part of the modernization of its administration, the improvement of its performance and the development of new digital services, the Senegalese Football Federation continues to transform its information systems and processes. She is recruiting an Head of the Information Systems and Digital Transformation Department, responsible for defining and implementing the Federation’s IT and digital strategy, while supporting the various departments and directorates in their digital transformation.

Main duties

Definition and management of the IS and digital strategy

Develop the FSF’s information systems and digital transformation strategy. Define a multi-year roadmap for technologies, digitalization and innovation. Translating the Federation’s strategic directions into concrete digital projects and solutions. Identify the needs of departments and departments and propose adapted solutions. Ensure consistency and evolution of the overall architecture of the information system. Establish a governance to prioritize digital projects and investments. Monitor technological developments and their potential applications in the sports sector.

Management of information systems

Oversee the management and evolution of IT infrastructures, networks, servers, equipment and digital services. Ensure the availability, performance and continuity of information systems. Define and enforce IT standards and procedures. Oversee the management of user accounts, access, authorizations and rights. Ensure the maintenance and evolution of technological infrastructures. Implement performance indicators for information systems.

Cybersecurity and data protection

Define and implement the FSF’s cybersecurity policy. Identify and anticipate risks related to information systems. Implement measures to prevent, detect and manage security incidents. Ensure the backup, availability and protection of data. Supervise IT continuity and recovery systems. Educate employees about good digital security practices. Ensure compliance with applicable data protection rules and regulations.

Digital transformation of processes

Identify administrative and business processes that can be digitized, automated or optimized. Manage the dematerialization of internal processes. Support management and departments in the adoption of new digital tools. Develop a digital culture within the FSF administration. Identify the opportunities offered by artificial intelligence, automation, data and new technologies. Measure the impact and performance of digital transformation initiatives.

Managing digital projects and digital development

Oversee the Federation’s portfolio of digital projects. Define the objectives, scopes, budgets, resources, deadlines and indicators of each project. Oversee the design, development, integration and deployment of digital solutions. Ensure the interoperability of different platforms and applications. Oversee the development and evolution of FSF’s websites, applications, platforms and digital tools. Ensure the user experience and the adequacy of solutions with the needs of users. Monitor projects until they are deployed and evaluated.

Data and decision support

Develop a structured approach to managing and valuing Federation data. Contribute to the implementation of data governance. Promote centralization, reliability and security of data. Develop reporting tools and dashboards to improve decision making. Identify opportunities related to data and predictive analytics in football development.

Management and coordination

Supervise and coordinate the two departments of the department. Define team objectives, action plans and performance indicators. Ensure the assessment and development of employees’ skills. Foster collaboration between IS teams, business departments and the various departments of the FSF. Coordinate with service providers, integrators, suppliers and technology partners. Promote a culture of innovation, performance and continuous improvement.

Resource and partner management

Develop and monitor the budget of the department. Assess the needs for equipment, software, infrastructure and services. Participate in the selection and evaluation processes of IT suppliers and service providers. Negotiate or contribute to the negotiation of technology contracts. Ensure the quality of the services provided and compliance with contractual commitments. Optimize investments and costs related to information systems.

Candidate profile

Education

Diploma of Bac level+5 in IT, information systems, IT engineering, digital transformation, cybersecurity or equivalent field. Additional training in management, project management or digital strategy is an asset.

Professional experience

Minimum 7 years of professional experience in the field of information systems, digital or technologies. Significant experience in the management of teams and management of IT or digital projects. Proven experience in driving digital transformation projects. Experience in an institutional, sports, multi-site or large organization is an asset.
