Job description
Mission and objectives
The World Health Organization (WHO) was founded in 1948. WHO is the specialized agency of the United Nations that connects nations, partners and people to promote health, ensure global security and help vulnerable people. WHO aims to ensure that everyone, everywhere, achieves the highest attainable standard of health.
Other information
WHO is leading global efforts to expand universal health coverage. She leads and coordinates the global response to health emergencies and promotes a healthier life, from care during pregnancy to old age. The Triple Billion Goals set out an ambitious plan for the world to benefit from good health through science-based policies and programs. WHO is headquartered in Geneva and has six regional offices, 150 national offices and other offices around the world.
Responsibilities
This mission will be under the responsibility of the WHO Regional Office for Africa. WHO AFRO manages two key technical units within the Programme Management Division: Health Systems and Services (HSS) and Health Promotion, Disease Prevention and Control (HPC). These units work collaboratively to advance the regional health agenda and help Member States achieve universal health coverage (UHC) and improve public health outcomes.
The DPC Group’s strategic agenda is to reduce the burden of disease in the WHO Africa region by guiding the disease control agenda, leveraging data and analysis to inform strategic investments, and implementing tailored interventions. This approach is based on the principles of comprehensive, integrated, people-centred strategies involving society as a whole to fight diseases.
The whole-of-society approach is the consistent implementation of a triple response. First, the technical response focuses on deploying disease-specific normative guidelines, promoting effective combinations of interventions and ensuring access to essential medical products. Second, the health system response strengthens service delivery at the district level through disease mapping, risk stratification, tailored interventions and sector planning. Third, the multisectoral response addresses the socio-economic and environmental determinants of health by engaging non-health sectors, communities and stakeholders. This approach is further strengthened by public-private partnerships and the active engagement of communities in high-risk areas to manage disease determinants, stimulate demand for services and promote accountability through local health management.
The integrated, people-centred approach to disease control emphasizes the development of integrated guidelines for each health service delivery platform, moving away from fragmented and disease-specific models. It also promotes effective and coordinated investments in health systems by deploying appropriate technologies and analyses to stratify disease risks among different population groups. This enables the design and implementation of comprehensive intervention packages tailored to each population group and service delivery platform, while ensuring equitable access, coverage and impact without leaving anyone behind.
Job overview
WHO-AFRO’s Disease Prevention and Control (DCP) Working Group is working to reduce disease burden across the African region by strengthening disease prevention, control and elimination efforts. Guided by WHO’s mission to promote health and serve vulnerable populations, DPC helps countries implement integrated, people-centred, evidence-based interventions. Its approach combines technical advice, health system strengthening and multi-sectoral action to address both the causes of disease and the conditions that make people vulnerable, to ensure equitable access and impact.
The main objectives of the cluster are to provide leadership and coordination in disease control, develop and deploy technical guidance, tools and innovations, generate and use strategic information for decision-making, and build national capacity to implement effective prevention and control programs. Within this framework, ESPEN plays a key role in assisting countries to prevent, control and eliminate neglected tropical diseases through evidence-based planning, technical assistance, partnership coordination and enhanced programme implementation, thus directly contributing to DPC’s mission of promoting health and reducing disease burden across the region.
Within the DPC Group, the Expanded Special Project for the Elimination of Neglected Tropical Diseases (ESPEN) is a flagship initiative to help countries in the African region eliminate neglected tropical diseases (NTDs) through data-driven strategies, technical assistance and coordinated partnerships. His work directly contributes to the CPD’s strategic objectives, which are: (i) providing leadership in disease control coordination, partnership development and resource mobilization; (ii) contribute to the development and deployment of WHO products, services and technical tools, including the adoption of new technologies and innovations; (iii) support the production and use of strategic information for decision-making and investment optimization; and (iv) facilitate technical support and institutional capacity building, including assistance to national disease control programmes and regulatory authorities.
Description of the task
Within the framework of the powers delegated to him and under the supervision of the ESPEN team leader or his authorised representative(s), the Head of Partnerships and Communication ESPEN UNV will be responsible for:
identify topics of interest to develop and improve media/communication activities and develop a communication plan in synergy with global and regional communication strategies;
Produce high-quality public information materials, such as PR releases
