🎓 Formation / Diplômes

Mali is a landlocked West African country whose economy is largely based on the agricultural sector, which employs around two-thirds of the working population and contributes to more than a third of GDP. The country has one of the lowest human development indexes in the world, with high poverty rates, low levels of education and literacy, and large gender disparities. Unemployment and underemployment remain a major concern in Mali, particularly in rural areas, and particularly for vulnerable groups such as young people and women. In recent years, political instability, the presence of extremist armed groups particularly in the north and center of the country, as well as the impacts of Covid-19 and the war in Ukraine have exacerbated the country’s already fragile socio-economic situation. Nevertheless, Mali has significant development potential and numerous economic opportunities that remain untapped, particularly in the agricultural sector. In this context, the International Labor Organization (ILO) will implement the three-year project financed by the Italian Agency for Development Cooperation (AICS) entitled “An ka Baara – Decent work and increased income in the sectors of the mango and modern horticulture” which will last 36 months and which aims to contribute to the strategic priorities of development and structural transformation of the Malian economy to create more decent jobs and income for young people and women from the regions of Sikasso, Koulikoro and administrative district of Bamako. The project will work in two agricultural sub-sectors characterized by existing market opportunities and potential for added value creation, notably the mango sector and that of modern horticulture.

🛠️ Compétences requises

The project will apply the ILO’s Market Systems Development (MSD) approach to value chain development, a methodology that is being applied in a growing number of private sector development projects with the objective of creating systemic, lasting and large-scale changes. The approach is flexible and involves the use of adaptive management. The project will also focus on strengthening technological innovation for agricultural production, conservation and processing, as well as market access and improving the technical and entrepreneurial skills of youth and women. Supervision The National Market Systems Development Expert will work under the overall responsibility and direct supervision of the Technical Project Manager (CTP). On the technical side, he/she will work in close collaboration with the other members of the epic technical project team and in particular with the International Expert in value chain development/market systems development. He/she will also benefit from the technical support and advice of the Country Office and the Decent Work Team (BP/ETD) of the ILO in Dakar as well as the team specializing in the development of value chains / development of market systems within the Small and Medium Enterprises Unit (at ILO headquarters in Geneva).

🎯 Responsabilités

Under the supervision and direction of the CTP and in collaboration with the International Expert in value chain development / market systems development, the National Expert in market systems development must: Provide technical support for the planning, implementation, and monitoring of sectoral project interventions in the two sectors (mango and horticulture) in accordance with the DSM approach and the project strategy, and in accordance with the policies and guidelines ILO programming guidelines. Go on a mission if necessary and if it is possible to do so safely. Collaborate with the technical project team and with the DSM team at ILO headquarters to apply the DSM approach and achieve the objectives of the inception phase, including carrying out a systems analysis mango market. These analyzes will be used to better understand the obstacles to the creation of new and more productive jobs for target groups and identify pilot interventions. Collaborate with the project technical team on the development of the project monitoring and evaluation system, which will comply with the Donor Committee for Enterprise Development (DCED) Standard and which will facilitate adaptive project management. Participate in Standard training for monitoring and evaluation of results if necessary and requested by the supervisor. Support the collection of data relating to project indicators for monitoring and evaluation of results. Establish and coordinate relationships with private and public sector actors and ILO social partners active in the mango and modern horticulture sectors who are/will be engaged with the project. Facilitate the organization of workshops, trainings and events and provide technical advice for the adaptation of ILO training materials to the local context and project objectives. Speak on behalf of the project when participating alone in these events. Provide technical advice for the preparation of periodic and ad hoc reports and case studies on project progress and results. Ensure good visibility of project and AICS activities by including gender issues, support the design and organization of communication activities relating to the project and ILO intervention in the area of ​​development of market systems, development of value chains, and decent work. Participate in training on the market systems development approach and any other training if deemed necessary by the supervisor. Perform any other tasks required by the supervisor.

🧠 Profil recherché

Formation

  • First-level university degree (bachelor’s degree or equivalent) in the field of economic, social, agricultural sciences or a related field.

💼 Expérience

  • At least two years of experience in the field of agricultural development, value chain, economic development or decent work.
  • Experience in integrating gender and environmental sustainability considerations into actions is an asset. LANGUAGES
  • Excellent command of French. Fluency in English is considered a plus. SKILLS Knowledge in the field of agriculture in Mali, and preferably the mango sector and horticulture.
