🎓 Formation / Diplômes

Mali is a landlocked West African country whose economy is largely based on the agricultural sector, which employs around two-thirds of the working population and contributes to more than a third of GDP. The country has one of the lowest human development indexes in the world, with high poverty rates, low levels of education and literacy, and large gender disparities. Unemployment and underemployment remain a major concern in Mali, particularly in rural areas, and particularly for vulnerable groups such as young people and women. In recent years, political instability, the presence of extremist armed groups particularly in the north and center of the country, as well as the impacts of Covid-19 and the war in Ukraine have exacerbated the country’s already fragile socio-economic situation. Nevertheless, Mali has significant development potential and numerous economic opportunities that remain untapped, particularly in the agricultural sector. In this context, the International Labor Organization (ILO) will implement the three-year project financed by the Italian Agency for Development Cooperation (AICS) entitled “An ka Baara – Decent work and increased income in the sectors of the mango and modern horticulture” which will last 36 months and which aims to contribute to the strategic priorities of development and structural transformation of the Malian economy to create more decent jobs and income for young people and women from the regions of Sikasso, Koulikoro and administrative district of Bamako. The project will work in two agricultural sub-sectors characterized by existing market opportunities and potential for added value creation, notably the mango sector and that of modern horticulture. Supervision Under the general responsibility of the ILO Country Office in Abidjan (CO-Abidjan), the Administrative and Financial Assistant (AAF) will work under the direct supervision of the Technical Project Manager (CTP). ) and in collaboration with the Programming and Finance services of CO-Abidjan. He/she will be responsible for supporting the project in the administrative and financial aspects of the project.

🎯 Responsabilités

Under the direct supervision of the Technical Project Manager (CTP), the position holder will provide administrative and financial support, including contract and budget monitoring and administrative tasks, particularly through the Integrated Management System. 🏢 Présentation du poste

Support the CTP in the preparation of detailed quotes and in the production of financial reports, the presentation of data on the state of the project’s financial resources, and project budget forecasts. Coordinate and execute all administrative tasks relating to supplier management, including IRIS supplier management, preparation of necessary documentation for approval, management of payment requests and monitoring of the processing of these requests; management of supplier contracts, consultants, implementation contracts, etc. Coordinate administrative and financial operations relating to local procurement (equipment, vehicle, office supplies, etc.) including the maintenance and conservation of equipment, furniture, vehicles, as well as maintenance and security office premises. Coordinate and execute all operational administrative tasks, such as, among others, coordinating the administrative components of workshops and training, sending official invitation letters.

📋 Missions principales

Support the project team in organizing field missions, calculate and settle travel reimbursement requests for technical staff and project consultants. Ensure the management and archiving of administrative and financial documents; Carry out any other administrative and/or financial tasks assigned by the CTP.

🧠 Profil recherché

Training

  • The position holder must have completed secondary education followed by a diploma in accounting, finance, management, administration or any other relevant field.
  • A degree in project management would be an asset.

💼 Expérience

  • At least five years of experience in the administrative/financial field.
  • Experience using an integrated management software package (ERP), particularly modules relating to program management and monitoring will be an asset. LANGUAGES
  • Excellent command of French. Good command of English is considered a plus.

🛠️ Compétences requises

Knowledge of financial and administrative management processes, experience of financial rules and procedures. Knowledge of financial and administrative operations in a UN and/or AICS organization would be an advantage. Knowledge of international accounting standards such as International Public Sector Accounting Standards or other international or national accounting standards will be an asset.
