- Office/Unit/Project Description The Project to support the fight against corruption and illicit enrichment (LUCCEI – Phase 2) is part of the implementation of axis 1 of the Strategic Framework for economic recovery and sustainable development of Mali (CREDD 2019-23) relating to the “Consolidation of democracy and improvement of governance”. This program also contributes to the achievement of several priorities of the transition charter, the strategic framework for the refoundation of the State 2022-2031, the action plan for the refoundation of the State 2022-2026 and the plan of priority actions of the 2022-2024 transition government which include among their priorities: the promotion of good governance. It will also contribute directly to the implementation of the 4 strategic axes of the new national anti-corruption strategy currently being adopted. It also contributes directly to the production of products 1.1 and 1.2 of the UNDP Country Program This project aims to help provide populations with access to state institutions that are more accountable, transparent and respectful of the rule of law and to strengthen their confidence in the state by intervening on two main causes of the persistence of corruption. in Mali, namely: “The inadequacies of the institutional framework for the prevention and repression of corruption” (political and institutional factor) and “the trivialization and social acceptance of corruption (sociological factor)”. This objective will be achieved through the activities planned within the framework of the following 3 results: “1. State institutions intervene more effectively and coherently to prevent and fight corruption”; “2. Civil society, the private sector and the media are more equipped and are actively involved in the prevention and fight against corruption”; “3. The Malian populations are more informed on the subject of corruption and are mobilizing to prevent and fight against this scourge.” The gender dimension in the fight against corruption is addressed in a transversal manner and is an integral part of each result.
- Scope of Work Under the direct authority of the LUCCEI Anti-Corruption Project Manager, the incumbent will: Ensure the management of the implementation of the anti-corruption activities of the LUCCEI project in conjunction with CSOs, the media and the sector (Coalition of Civil Society Organizations for the Fight Against Corruption and Poverty /COSCLCCP, Tuwindi Foundation; National Employers Council of Mali /CNPM, media, etc.). Liaise with national authorities, NGOs, civil society organizations, United Nations agencies and other partners on issues related to corruption; Support the establishment of the anti-corruption observatory provided for by the national anti-corruption strategy. Support the professionalization of civil society organizations involved in the prevention and fight against corruption. Support for raising awareness among private sector actors and strengthening synergies with civil society to fight corruption. Support CSOs in setting up a corruption monitoring network, including for the reception, processing and monitoring of denunciations and corruption files. Support the capacity building of the Media (written, audiovisual and online press) and bloggers and in the production and dissemination of content and in the prevention and fight against corruption. Support the development and implementation of a communications strategy linked to the national anti-corruption strategy. Provide strategic advice to national actors and CSOs responsible for preventing and combating corruption and others. Contribute to the preparation of periodic reports, the annual work plan and all documents relating to the implementation of the project; Support the Project Manager in the development and revision of the annual project work plan; Strengthen and monitor partnerships with other national and international civil society organizations/structures working in the field of support for the fight against corruption; In conjunction with the Anti-corruption project manager, represent the UNDP in meetings and discussions on issues relating to corruption, governance, financial and economic crimes; Organize, facilitate, lead, assist and monitor trainings and workshops, meeting with anti-corruption institutions as indicated. Conduct M&E assessments based on activity monitoring work plans and monitor qualitative and quantitative deliveries of services and goods under project and related activities Conduct other work-related outings as requested by the Project Manager, including administrative and logistical work. Liaise with NGOs, CSOs, national authorities, United Nations organizations (UNODC, UNWOMEN etc.) and other partners on issues related to corruption; Advertisement Perform any other related tasks as requested by the supervisor

Advanced university degree (Master’s degree or equivalent) in the field of law, international relations, political science or a related discipline is required A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree. Min. years of relevant Work experience A minimum of 5 years (with the Master’s degree) or 7 years (with the Bachelor’s degree) of relevant professional experience in the sector of the fight against corruption, good governance and illicit enrichment.
