Project Background: DART collaborates with Uganda’s Ministry of Health (MOH) to enhance and expand scalable, interoperable digital health systems tailored to local needs. The initiative advances facility digitization and electronic medical record (EMR) preparedness; stabilizes the National Data Warehouse (NDWH); designs data centers with robust cybersecurity measures; manages Health Information Exchange (HIE) operations and critical integrations; implements workforce certification programs; modernizes health surveys; promotes responsible AI adoption; and strengthens service-delivery data reporting performance. Aligned with MOH’s existing infrastructure, the project leverages government-owned systems, repositories, standards, and governance frameworks while progressively transferring ownership and capabilities to Ugandan institutions. Scheduled for 2026–2030, the initiative will commence with a six-month foundational phase to establish a solid operational base. All roles are contingent upon contract award, final organizational structure, and Palladium’s recruitment protocols. Reporting relationships may be modified during the mobilization phase. “MOH” refers to the designated Directorate/Department of Health Informatics (DHI) and other relevant government entities, as applicable. Position Summary: The ETL Engineer designs, builds, and maintains robust, traceable, and monitored data pipelines that efficiently transfer validated data from source systems into the NDWH and approved analytics environments. Under the guidance of the Data Engineering Lead and in coordination with MOH technical teams, this role contributes to data standardization efforts, implements rigorous quality assurance measures, resolves operational issues, and provides production support. Location: The position is based in a dynamic, fast-paced work environment, providing opportunities for both professional growth and collaboration with a diverse team. This role is open to candidates willing to relocate to specified city offices or with the flexibility to work remotely from approved locations as needed. This position and project will operate from Kampala, Uganda, with occasional travel within the country and the region as needed. Candidates must possess valid work authorization for Uganda, as visa sponsorship is not available. Overseeing operational activities, this role involves managing reporting procedures and providing direct supervision to ensure adherence to established protocols. The position requires meticulous attention to detail in compiling accurate data, conducting performance evaluations, and maintaining compliance with organizational standards. Additionally, the role entails guiding team members, fostering a productive work environment, and addressing any discrepancies or performance-related concerns in a timely manner. The position will be accountable to the Data Engineering Lead within the DART team. Primary Responsibilities include overseeing a range of critical functions to ensure seamless operations and organizational success. Key duties involve managing project timelines, coordinating cross-functional teams, and implementing strategic initiatives to drive efficiency and productivity. Additionally, responsibilities encompass analyzing performance metrics, identifying areas for improvement, and developing data-driven solutions to enhance overall workflow. The role also requires maintaining compliance with industry regulations, fostering stakeholder relationships, and ensuring alignment with company objectives. Strong leadership, analytical thinking, and exceptional communication skills are essential to effectively execute these responsibilities and contribute to the organization’s growth and success. Develop, validate, test, implement, and sustain robust ETL/ELT pipelines specifically designed for approved source systems and National Data Warehouse (NDWH) data products. Implement transformation processes, validation frameworks, scheduling mechanisms, exception management protocols, reconciliation procedures, and automated alerting systems. Provide support for transitioning from outdated, manual, file-based, or direct-database processes to standardized, secure, and auditable exchange methodologies. Maintain comprehensive documentation for data pipelines, including source-to-target mappings, data dictionaries, logs, run books, and code stored in version control systems. Investigate instances of pipeline failures, data discrepancies, delayed loads, and quality exceptions, and coordinate corrective measures with the relevant source-system owners. Facilitate data mart refreshes and curate accurate extracts to support dashboard development, reporting processes, and data verification activities. Engage actively in peer review processes, rigorous testing phases, release management protocols, and the seamless operational handover to counterparts at the Ministry of Health (MOH) and the Department of Health Informatics (DHI). Qualifications and Experience: Candidates must hold a Bachelor’s degree in a relevant field, such as Computer Science, Engineering, or a related discipline. A minimum of five years of professional experience in a similar role is essential, with a proven track record in project management and technical leadership. Strong analytical, problem-solving, and communication skills are required, along with proficiency in industry-standard software and tools. Prior experience in a fast-paced, collaborative environment is highly desirable, as is the ability to mentor junior team members and drive innovative solutions. A bachelor’s degree in computer science, data engineering, information systems, statistics, or a closely related discipline is required. We require a minimum of three years of hands-on experience in building and maintaining ETL/ELT pipelines, crafting efficient SQL scripts, and executing data transformations. Proficiency in relational database management, along with expertise in Python or an alternative scripting language, is essential. Additionally, familiarity with version control systems and tools for scheduling and orchestration is required. Proficiency in DHIS2, health data systems, interoperability standards, or data quality processes is highly desirable.
