The initiative focuses on advancing facility digitization and EMR preparedness, ensuring the stability of the National Data Warehouse, designing secure data centers and cybersecurity frameworks, and managing Health Information Exchange operations alongside critical integrations. It also prioritizes workforce certification, survey modernization, responsible AI implementation, and improving service-delivery data reporting capabilities. By leveraging MOH-owned systems, repositories, standards, and governance mechanisms, the project aims to gradually transfer technical and operational expertise to Ugandan institutions. Scheduled for 2026 through 2030, the effort will commence with a six-month foundational phase. All positions are contingent upon contract award, final organizational structure, and compliance with Palladium’s recruitment protocols. Reporting relationships may be modified upon deployment. “MOH” encompasses the designated Directorate/Department of Health Informatics (DHI) and relevant government entities as applicable. Position Summary: The Country Lead is responsible for delivering strategic, technical, operational, and financial leadership for the Uganda DART project. Serving as the primary in-country representative to the Ministry of Health (MOH), U.S. Government, National Medical Stores (NMS), Uganda Bureau of Statistics (UFOs), implementing partners, and other key stakeholders, the Country Lead ensures project activities align with MOH priorities, meet verified performance targets, and uphold government ownership of systems, assets, data, and repositories. Additionally, the role focuses on fostering sustainable national capacity within the digital health ecosystem. Location: The position and associated project will be headquartered in Kampala, Uganda, with potential national and regional travel as needed. You will be responsible for overseeing reporting processes and providing supervision to team members, ensuring accuracy, timeliness, and compliance with established protocols. This includes monitoring performance metrics, validating data integrity, and addressing any discrepancies or issues that arise. Additionally, you will guide and mentor staff to enhance their skills, foster accountability, and maintain high standards across all reporting functions. The Team Lead will report directly to the Project Director within the Palladium Portfolio, providing clear and consistent updates on project progress, team performance, and any escalated issues to ensure alignment with strategic objectives and operational excellence. This position will manage a team of five to six employees and provide supervisory oversight for the entire staff. Oversee and execute the main duties associated with the role, ensuring alignment with organizational objectives and standards. Direct and coordinate key activities to support operational efficiency and effectiveness, while maintaining adherence to established policies and procedures. Perform essential tasks critical to the function’s success, including strategic planning, resource allocation, and performance monitoring to drive measurable outcomes. Address and resolve challenges proactively to uphold productivity and team performance, fostering an environment of accountability and continuous improvement. As the senior point of contact, you will lead engagement with the Ministry of Health (MOH), Defense Health Institute (DHI), U.S. Government Global Health Security and Diplomacy (USG/GHS), National Medical Stores (NMS), Uganda Bureau of Statistics (UFOs), local collaborators, and other key stakeholders. We will lead the strategic direction for initiatives including facility digitization, NDWH, HIE, cybersecurity, survey modernization, AI implementation, and service-delivery reporting efforts.

• Oversee the execution of deliverables in alignment with the performance-based work plan, milestone schedule, approved budget, risk register, and verification timeline. Chair internal project performance reviews while ensuring timely escalation and resolution of decisions, dependencies, and delivery risks.

Guarantee that project interventions adhere to Ministry of Health governance frameworks, national digital health architecture protocols, data protection regulations, and sanctioned implementation priorities. The incumbent will be responsible for monitoring staff performance, managing subcontractors and subawards, coordinating procurement activities, ensuring safeguarding measures, maintaining compliance, and overseeing financial accountability. Ensure the delivery of accurate, comprehensive technical reports, quarterly progress updates, evidence packs, work plans, and stakeholder communications in a timely manner to the USG and Palladium teams. Represent DART in high-level coordination forums, technical working groups, joint evaluations, and stakeholder meetings with donors. We are seeking to advance a government-led transition framework wherein the Ministry of Health progressively takes on full operational responsibility, including staffing oversight, contract management, budgetary control, data repository stewardship, and performance monitoring. Seeking candidates with a Bachelor’s degree or higher in a relevant field, coupled with at least three years of hands-on experience in a similar role. Strong proficiency in industry-standard software and tools is essential, along with excellent analytical and problem-solving abilities. The ideal applicant will demonstrate exceptional communication skills, both written and verbal, and the capacity to thrive in a fast-paced, collaborative environment. Prior experience in project management or leadership is highly advantageous, as is familiarity with compliance and regulatory standards pertinent to the position. A Master’s degree in public health, health informatics, management, international development, information systems, or a closely related discipline is required. With a minimum of a decade of hands-on leadership experience, you will have overseen intricate initiatives in public health, digital health solutions, health systems strengthening, or programs funded by donors, demonstrating a steady progression in responsibility throughout your career.
