Project Background The Uganda Refugee Resilience Initiative (RRI) program aims to strengthen climate resilience among women, men, and youth within refugee and host communities while fostering inclusive, cohesive, and environmentally sustainable development in affected regions, in accordance with local priorities. This initiative is supported by funding from the Royal Danish Embassy in Kampala. This position is designed to deliver strategic leadership and operational excellence, ensuring alignment with organizational goals while driving team performance and innovation. The core responsibilities include overseeing key initiatives, optimizing workflows, and fostering a collaborative environment to achieve measurable outcomes. The Climate and Environment Team Leader will oversee the technical quality assurance and due diligence of Environment activities under the Uganda Refugee Resilience Initiative (RRI) in Yum be, Mono, and Oblong districts. Responsibilities include verifying the appropriateness and quality of implemented work while providing guidance to community trainings, with a focus on supporting Community Management Committees. Your primary responsibilities will include executing key duties and obligations as part of your role. We are seeking a highly organized and detail-oriented candidate to fill an administrative support position. Technical Responsibilities include designing, developing, and maintaining robust software solutions to meet business needs, ensuring high performance, scalability, and reliability across systems. You will collaborate with cross-functional teams to integrate technical solutions with existing infrastructure while adhering to best coding practices and security protocols. Additionally, you will troubleshoot complex issues, optimize system performance, and implement continuous improvements to enhance operational efficiency. Proficiency in relevant programming languages, frameworks, and tools is required, along with a strong understanding of software development methodologies, database management, and cloud computing environments. Strong problem-solving skills and the ability to translate technical requirements into actionable solutions are essential to this role. Responsibilities include performing technical evaluations of environmental conditions as needed, as well as tracking and assessing the quality and volume of materials utilized in project execution. Collaborate closely with designated District Focal Persons, as endorsed by the District Technical Planning Committees (DTPC), to synchronize and oversee project-related initiatives. Direct technical oversight will be provided for all forestry and land restoration initiatives, ensuring adherence to best practices and project specifications. Spearhead the assessment, strategic planning, development, and execution of environmental risk management initiatives, nature-based solutions, green livelihood programs, soil and water conservation efforts, and other innovative technologies and practices designed to enhance environmental and natural resource management. Evaluate operational tasks to confirm optimal resource utilization and strategic alignment. Provide assistance to the Green Livelihoods program component to ensure its successful implementation and alignment with strategic objectives. Maintain consistent communication among communities at project implementation sites, local partner organizations, district stakeholders, and DRC. Engage collaboratively with the District technical team to deliver training sessions on Local Environment Structures, Project Management Committees (PMCs), and Project User Committees (Puts). Coordinate and engage in designated environment days, the 16 Days of Activism, and related campaigns as part of the role’s responsibilities. Spearhead sensitization initiatives, facilitate consultations, and conduct dialogue sessions with communities to clearly communicate the project’s objectives, target areas, planned activities, and essential stakeholder engagement strategies. We provide collaborative support and partnership development to enhance organizational capabilities.   • Provide technical assistance to the Resilience Program Manager in the professional growth and skill enhancement of Environment Officers and Assistants. Working collaboratively with the Resilience Program Manager, assist in establishing objectives and conducting performance evaluations for Environment Officers and Assistants. Monitor the effectiveness and impact of programs by systematically gathering, analyzing, and interpreting data to assess performance, outcomes, and overall progress. Evaluate project objectives, methodologies, and results to identify strengths, weaknesses, and areas for improvement, ensuring alignment with organizational goals and donor requirements. Develop and implement robust monitoring frameworks, including key performance indicators (KPIs) and data collection tools, to track progress and measure success. Generate comprehensive reports and presentations to communicate findings, insights, and recommendations to stakeholders at all levels, fostering transparency and accountability. Collaborate with cross-functional teams to integrate evaluation findings into strategic planning and decision-making processes. Ensure compliance with established standards, protocols, and ethical guidelines throughout all monitoring and evaluation activities. Identify, document, and share key project successes, challenges, and follow through on the implementation of the project’s action items to ensure accountability and continuous improvement. Attend quarterly monitoring project reviews and evaluations conducted by the Office of the Prime Minister (OPM) and district authorities. Collaborate closely with the MEAL team to ensure compliance with DRC MEAL requirements. About you To thrive in this position, candidates should possess at least five years of full-time, hands-on experience in Environment or Climate interventions. In addition, we require the following qualifications. A Bachelor’s degree in Agricultural Sciences, Environmental Sciences and Management, Forestry, or a closely related discipline is required. Experienced in three distinct projects, having served as an Environment Team Leader or holding an equivalent position.

Demonstrated expertise in resilience design principles, environmental science, climate change strategies, secure energy access, and biodiversity conservation practices. Experience in managing projects funded by donors and collaborating with international non-governmental organizations is required. Demonstrated professional experience working in Northern Uganda is required.
