This Opportunity: In September 2024, Palladium secured the National and Community Technical Assistance Component contract for the Tackling Deadly Diseases in Africa Program Phase 2 (TDDAP2), a UK Foreign, Commonwealth and Development Office (FCDO)-funded initiative. TDDAP2 aims to strengthen health security across the African continent, leveraging existing progress made by African nations. The program will play a pivotal role in mitigating illness and mortality from infectious disease threats among African populations and beyond, with a dedicated emphasis on supporting women and girls. The National and Community Technical Assistance (TA) Component of TDDAP2, led by Palladium, delivers targeted support to the Democratic Republic of the Congo (DRC), Ghana, Kenya, Malawi, and Uganda. Its primary objective is to strengthen national and community systems, enabling prompt prevention, detection, and response to public health threats and outbreaks. Through capacity-building initiatives, the program facilitates the implementation of National Action Plans for Health Security priorities, adopting a multisectoral One Health approach informed by climate considerations. Integral to this effort is the incorporation of gender equity and social inclusion principles at both national and community levels. The National and Community TA Component is scheduled to conclude its operations in 2027. From April 2026, TDDAP2 will intensify its efforts to combat Antimicrobial Resistance (AMR) in Ghana, Kenya, Malawi, and Uganda. Building upon advancements achieved through the Fleming Fund, the initiative prioritizes bolstering AMR governance and national ownership, enhancing surveillance and reporting mechanisms, and reinforcing laboratory infrastructure and capabilities through a One Health framework. This initiative will be executed in collaboration with national governments and alongside other implementing partners. Palladium is currently seeking a National AMR Technical Coordinator for Uganda to facilitate the seamless execution of AMR activities within TDDAP2. In this role, the AMR Technical Coordinator will collaborate closely with the national team, consortium partners, and government stakeholders to ensure meticulous coordination of activities, rigorous technical standards, and sustainable outcomes beyond the program’s duration. This position is a full-time, fixed-term role spanning 10 months. We are seeking a skilled professional to fill a position based in Kampala, Uganda. Eligible applicants must possess the legal authorization to reside and be employed in the country where they apply, and sponsorship for a visa will not be provided. Reporting Lines: The successful candidate will report directly to the Chief Financial Officer, ensuring alignment with senior leadership directives while maintaining clear communication channels. This role serves as a pivotal connection between departmental operations and executive decision-making, providing critical insights and updates to facilitate strategic planning. The position demands a high degree of professionalism, discretion, and the ability to synthesize complex financial data into actionable intelligence for leadership review. The National AMR Technical Coordinator will serve as a direct report to the Team Leader or Country Lead, ensuring alignment with strategic objectives and seamless communication within the team. This role requires close collaboration with leadership to implement and oversee technical initiatives related to antimicrobial resistance (AMR), while maintaining clear accountability for deliverables and programmatic outcomes. The National AMR Technical Coordinator will provide technical supervision of AMR inputs contributed by partners and external technical consultants. The National AMR Technical Coordinator will collaborate closely with government partners, relevant stakeholders, and AMR governance structures to ensure coordinated efforts in addressing antimicrobial resistance. Primary duties entail designing, developing, and maintaining database systems and applications to ensure seamless data storage, retrieval, and management. Responsibilities include collaborating with cross-functional teams to gather requirements, troubleshoot technical issues, and implement efficient data solutions. The role demands expertise in SQL database management, proficiency in programming languages such as Python or Java, and familiarity with data modeling and ETL processes. Additionally, the position requires strong problem-solving skills, meticulous attention to detail, and the ability to deliver scalable, high-performance database architectures that align with organizational objectives. The position requires adept management of collaborative efforts to ensure seamless integration of activities across teams and stakeholders. Proactively identify any potential risks that could impact deadline adherence and collaborate with the Team Leader and/or Country Lead to develop and implement effective mitigation strategies. Provide expert technical guidance and assistance to ensure optimal system performance, addressing issues promptly and effectively while maintaining high standards of reliability and security. Oversee technical operations, troubleshoot complex problems, and implement solutions to enhance efficiency and minimize downtime. Collaborate with cross-functional teams to align technical strategies with business objectives and ensure seamless integration of systems and processes.

• Establish and document comprehensive Terms of Reference to guide Technical Assistance providers effectively. Deliver technical supervision over AMR-related inputs submitted by collaborating partners and external consultants operating within the country. Proactively assess technical inputs for potential issues and collaborate with the Team Lead, Country Lead, partners, and consultants to address and resolve any identified concerns. Review technical deliverables and pertinent products to ensure alignment with established standards and specifications. Where appropriate, offer guidance and technical assistance to consultants to facilitate consistent, top-tier implementation. Cultivate and sustain robust connections with key stakeholders to ensure alignment with organizational objectives. Cultivate and nurture robust, constructive partnerships with key national stakeholders and governance organizations focused on antimicrobial resistance (AMR). Monitor evolving antimicrobial resistance (AMR) trends across the nation, delivering strategic guidance to ensure initiatives adapt to new and emerging threats. Perform additional tasks as assigned, ensuring alignment with organizational objectives and operational needs. Engage in supplementary responsibilities as required to support team goals and enhance overall productivity. Undertake ancillary duties as necessary to maintain workflow efficiency and meet departmental targets. Assist in the formulation and continuous improvement of project work plans. Supported by the Team Leader, collaborate with country teams, partners, and external consultants to facilitate the preparation of reporting materials, including monthly updates and quarterly or annual reports, for submission to the FCDO. Emphasis should be placed on highlighting significant accomplishments and deriving actionable insights from project experiences. Act as a distinguished representative and ambassador for TDDAP2 and Palladium, both internally and externally, at key meetings, events, and workshops, while proactively identifying and pursuing opportunities for collaboration. Essential Criteria: A Doctor of Medicine, Doctor of Veterinary Medicine, or a graduate degree in Public Health, Health Sciences, Biological Sciences, Laboratory Sciences, Microbiology, Pharmacy, or a related field with a focus on One Health and Antimicrobial Resistance (AMR) is required. A master’s degree—or equivalent postgraduate expertise gained through direct involvement in public health, epidemiology, biosciences, antimicrobial resistance (AMR), or a health-related discipline—is required. With a minimum of ten years of professional experience in Public Health, preferably within government agencies or statutory organizations, the ideal candidate will demonstrate a strong background in this field. With a minimum of five years of professional experience in Global Health Security and Antimicrobial Resistance (AMR), candidates should bring a proven track record of expertise in these critical areas. Demonstrated proficiency in project management, including the development, implementation, and ongoing monitoring of program work plans. Delivers technical assistance programming with a proven track record of achieving high-quality standards. Exceptional interpersonal abilities and a talent for cultivating genuine, productive relationships across diverse stakeholder networks are essential. Exceptional written and verbal communication skills are required, along with a proven track record of crafting detailed technical reports and delivering presentations at regional or global forums.
