Mastercard Foundation, a global organization dedicated to fostering learning and prosperity for all, is seeking a dynamic Programs Lead to drive impactful initiatives under its Young Africa Works strategy and Canadian Eye V program. Established in 2006 through Mastercard’s public company transition, the Foundation operates independently with its own Board of Directors and CEO, working alongside partners to empower 30 million young people—particularly young women—across Africa with access to quality education, financial services, and dignified employment. With in-country offices in Rwanda, Kenya, Ghana, Senegal, Ethiopia, Nigeria, and Uganda, the Foundation collaborates with governments, private sector leaders, educators, and funders to strengthen education and vocational training, equip youth with workforce-ready skills, expand financial access for entrepreneurs, and connect jobseekers with meaningful opportunities.

Reporting to the Country Programs Head, the Programs Lead will play a pivotal role in designing, implementing, and overseeing a strategic portfolio of education and skills development programs aligned with the Foundation’s Young Africa Works priorities. This position requires engaging with senior stakeholders across partner organizations and ecosystem networks to refine and execute country-level strategies, ensuring programs address the unique needs of young women and other vulnerable groups.

The ideal candidate will lead co-creation efforts with young people and mandated stakeholders, design interventions that bridge skills training to dignified employment, and capture key learnings to drive continuous improvement. Collaborating closely with the Country Program team, the Programs Lead will identify synergistic opportunities, provide sector-specific expertise in workforce development, and represent the Foundation in governance and adaptive management processes. Additionally, this role will involve coaching junior staff, fostering cross-functional collaboration, and maintaining strategic relationships with global and in-country stakeholders.

Candidates should hold a Bachelor’s degree in education, economics, youth development, or a related field, complemented by a relevant professional qualification and membership in a recognized professional body. A minimum of ten years of progressive experience in program leadership—including three years in a supervisory capacity—is required, with a strong focus on secondary education, VET, and youth workforce development in Rwanda. Demonstrated expertise in non-profit or public sector program design, partner engagement, and workforce financing approaches is highly valued, particularly within key growth sectors such as agri-food systems, hospitality, manufacturing, construction, or creative industries. The successful applicant will possess advanced analytical skills, project management proficiency, and the ability to navigate complex multi-stakeholder environments, including senior government and private sector.
