Key Responsibilities:
Implement and monitor occupational health and safety systems across all utility operations, including water treatment plants, wastewater treatment plants, fecal sludge treatment facilities, and field desludging activities. Conduct routine hazard identification and risk assessments in accordance with OSHA 2007, WIBA, and related subsidiary legislation. Ensure compliance with EMCA (1999), NEMA regulations, WASREB guidelines, and County sanitation bylaws. Develop and review OHS policies, SOPs, emergency response plans, permits-to-work, and confined-space entry procedures. Conduct staff and contractor training on workplace safety, chemical handling, biological hazard prevention, and safe FST operations. Lead investigation and reporting of incidents, near misses, and occupational illnesses while maintaining statutory records. Coordinate workplace registration, audits, and inspections with the Directorate of Occupational Safety and Health Services (DOSHS). Oversee PPE standards, hygiene facilities, and safe use of machinery and equipment. Advocate of the High Court of Kenya with a valid practicing certificate. At least 5 years relevant experience in legal practice, regulatory compliance, public sector, utilities, environmental management, or infrastructure projects. Demonstrated experience in contracts drafting, regulatory compliance, and litigation management. Familiarity with the water sector regulatory environment is an added advantage.
