Professional certification from a recognized body (NEBOSH, IOSH, or NITA/DOSHS-accredited OHS training). Practical knowledge of OSHA 2007, EMCA regulations, and water/sanitation sector safety standards.

Key Responsibilities:
Implement and monitor occupational health and safety systems across all utility operations, including water treatment plants, wastewater treatment plants, fecal sludge treatment facilities, and field desludging activities. Conduct routine hazard identification and risk assessments in accordance with OSHA 2007, WIBA, and related subsidiary legislation. Ensure compliance with EMCA (1999), NEMA regulations, WASREB guidelines, and County sanitation bylaws. Develop and review OHS policies, SOPs, emergency response plans, permits-to-work, and confined-space entry procedures. Conduct staff and contractor training on workplace safety, chemical handling, biological hazard prevention, and safe FST operations. Lead investigation and reporting of incidents, near misses, and occupational illnesses while maintaining statutory records. Coordinate workplace registration, audits, and inspections with the Directorate of Occupational Safety and Health Services (DOSHS). Oversee PPE standards, hygiene facilities, and safe use of machinery and equipment. Support safe handling, transport, and reuse of treated sludge products in compliance with NEMA and County requirements.

Minimum Qualifications and Requirements: Bachelors Degree in Mechanical Engineering, Production Technology, Environmental Science, or related field with a minimum working experience of 3 years OR Diploma in Mechanical Engineering, Production Technology, Environmental Science, or related field with a minimum working experience of 5 years. Practical experience in briquette or biomass production. Basic electro-mechanical Plant and process troubleshooting ability. Strong understanding of safety and hygiene requirements.

Requirements:

Advocate of the High Court of Kenya with a valid practicing certificate. At least 5 years relevant experience in legal practice, regulatory compliance, public sector, utilities, environmental management, or infrastructure projects. Demonstrated experience in contracts drafting, regulatory compliance, and litigation management. Familiarity with the water sector regulatory environment is an added advantage. Proficiency in computer applications.

Draft, review, and interpret contracts, MoUs, consultant agreements, supplier contracts, and service agreements, including those related to desludging, wastewater treatment, infrastructure works, and reuse product distribution. Oversee compliance with WASREB regulatory guidelines, license conditions, quality-of-service requirements, and reporting obligations. Coordinate litigation, arbitration, and dispute resolution in liaison with external counsel; prepare legal briefs, affidavits, statements, and responses. Support procurement and contract management processes to ensure alignment with PPADA, regulations, and internal procedures. Develop and implement compliance frameworks, monitoring tools, and internal policies to ensure adherence to legal, regulatory, and corporate governance requirements. Conduct compliance audits, follow-ups, and risk assessments across all utility operations, including fecal sludge treatment and reuse activities. Maintain statutory registers, licenses, permits, contracts, and legal documentation. Identify markets, manage customers, coordinate sales, and support product branding and promotion. Maintain preventive maintenance schedules and manage asset registers.
