Human Resources Specialist, Ouagadougou Organization: International Development Law Organization (IDLO) Country: Burkina Faso City: Ouagadougou Office: IDLO in Ouagadougou Overview & Responsibilities ORGANIZATIONAL CONTEXT Under the supervision of
the Country Manager, Burkina Faso, with a dotted functional line to
the Head, HR Operations at IDLO Headquarters in Rome, Italy, the HR
Specialist supports day-to-day HR operations for the Country
Office, ensuring timely, accurate and consistent delivery of HR
services. The incumbent provides practical HR administration, recruitment,
onboarding, payroll review, employee records, and employee support
services in line with IDLO policies, procedures, and applicable
local requirements, escalating complex matters to the supervisor
and Headquarters HR as needed. THE POSITION Specifically, the HR Specialist will be responsible of the
following: 1. HR Operations Support: Support the consistent application of IDLO employee
regulations, rules, policies, and procedures. Provide routine guidance to employees and managers on HR
processes, benefits, leave, contracts, and required
documentation. Coordinate with Programmes and HR Operations colleagues to
ensure timely follow-up on HR actions and employee requests. 2. Effective Human Resource Administration Management and
Support: Administer HR records, personnel files, and employee data in
accordance with IDLO requirements and applicable confidentiality
standards. Prepare HR documentation, contract actions, employment
certificates, and routine correspondence for review and
approval. Compile periodic HR data and reports for the Country Office and
Headquarters HR. Support payroll review by checking monthly payroll inputs,
contract changes, leave and attendance data, allowances, and
deductions before submission to Headquarters HR. 3. Recruitment and Staffing: Support end-to-end recruitment processes for locally based
positions and consultants, including drafting and posting vacancy
announcements, coordinating approvals, screening applications
against established criteria, arranging interviews and tests, and
maintaining complete recruitment files. Coordinate candidate communication, reference checks and
required recruitment documentation, ensuring timely follow-up with
hiring managers and Headquarters HR. Prepare draft reports, employment offers, and contracts for
review by HR HQ and approval in accordance with IDLO recruitment
procedures. 4. Learning and Development: In coordination with the OD and Learning Unit at HQ, support
induction arrangements and ensure onboarding documentation is
completed and filed. Support the administration of learning and development
activities, including training nominations, records, and
follow-up. Provide administrative support for the performance management
cycle. 5. Employee Relations: Support a respectful and collaborative work environment by
facilitating timely HR communication and follow-up. Provide routine guidance to employees and managers on HR
procedures and escalate sensitive employee relations matters to the
supervisor and Headquarters HR. Maintain accurate records of employee relations matters in
accordance with confidentiality requirements. Job Requirements Education: First-level university degree in Human Resources, Business
Administration, Public Administration, or a related field is
required. Additional training or certification in HR administration
Expérience
or payroll is desirable. Experience : A minimum of 5 years of relevant professional experience in HR
administration; recruitment support, payroll review, or related HR
operations is required. Experience in an international,
non-governmental, multilateral, or development organization is
highly desirable. Languages: Excellent spoken and written knowledge of French and English is
required. Specific Knowledge/Skills/Competencies Strong familiarity and competence in working with human resource
policies and procedures. Ability to present and promote the Organization’s position
on HR matters in a clear, concise and accurate manner. Keen sense of ethics, integrity, confidentiality, credibility,
and commitment to IDLO’s mandate. Proven ability in establishing and maintaining effective working
relationships with people of different cultural backgrounds. Strong organizational and time management skills. Strong oral presentation, communication and networking
ability. Demonstrated ability to effectively use ATS, Microsoft Office
programs and other tools for analytical activities. Capacity to work on multiple different projects, and under
pressure, while ensuring accuracy and attention to detail. Willingness to travel to high-risk regions, if necessary. Terms & Conditions For this nationally recruited employee position, IDLO shall
offer the selected candidate an Affiliate contract of 12 months,
with the possibility of an extension subject to performance and
availability of funding. IDLO shall offer a yearly basic salary of
XOF 14,958,209.- and global health insurance. IDLO
