  • , a national initiative in Rwanda focused on enhancing early childhood development (ECD) outcomes, with emphasis on school readiness, inclusion of children with disabilities, and strengthening service delivery systems. As the program transitions into its next phase, there is an urgent need to ensure that implementation-generated evidence directly informs government decision-making, system strengthening, resource mobilization, and long-term sustainability. The program has outlined sustainability pathways to guide efforts in institutionalizing successful approaches, enhancing government ownership, improving financing mechanisms, and supporting nationwide scale-up. The Learning and Scaling Lead will collaborate closely with the Country Lead to design and execute a robust learning, scaling, and evidence synthesis agenda that translates program insights into actionable policy recommendations and operational guidance. Key responsibilities include operationalizing the Sustainability Pathways Learning Agenda by refining priority learning questions with government and program stakeholders, developing annual learning plans aligned with national ECD strategies and program milestones, and establishing systems to monitor progress against sustainability indicators. The role also involves leading evidence generation and synthesis efforts, including data collection, quantitative and qualitative analysis, identification of lessons and bottlenecks, and the production of periodic evidence syntheses and strategic insights for program leadership. Findings will be translated into clear, actionable recommendations for policy and implementation. In addition, the candidate will support government systems strengthening and institutionalization by engaging with national institutions and partners to identify pathways for integrating program components into government systems. This includes assessing readiness for integration, documenting lessons on workforce development, service delivery models, inclusion practices, supervision systems, and quality assurance mechanisms, and assisting in the development of transition and institutionalization plans.
