This role offers the chance to contribute to a cutting-edge landmark project in Rwanda, where Mace has successfully provided Project Management Consultancy services on significant aviation initiatives, enhancing passenger capacity and elevating service standards. Your duties will involve developing and executing the Project Commissioning Management Plan, encompassing all civil, structural, MEP, and specialized systems packages. You will create and maintain a comprehensive commissioning program, aligned with the master construction schedule, covering pre-commissioning, commissioning, and integrated testing phases. Additionally, you will lead the Commissioning Coordination Group (CCG) and oversee coordination between contractors, designers, and the airport operator. Responsibilities include supervising factory acceptance tests (FAT), site acceptance tests (SAT), and integrated systems tests (IST), as well as managing the Commissioning Tracker to document test certificates, witnessed tests, and acceptance criteria sign-offs. You will liaise with regulatory bodies such as the NCAA and ICAO to facilitate inspections, certifications, and operational approvals. Overseeing the snagging and defect resolution process during commissioning, tracking outstanding items to completion, and coordinating operator training and trial operations prior to practical completion will also be key tasks. Finally, you will ensure the handover of all commissioning documentation to the airport operator, including O&M manuals, test records, warranties, and spares schedules. To qualify, you must possess a minimum of 10 years of experience in testing and commissioning management on major infrastructure, aviation, or complex building projects. Demonstrated expertise in commissioning advanced MEP systems (HV/LV distribution, HVAC, fire systems, standby power) and specialized systems (BMS, SCADA, BHS) is essential. Experience with airport commissioning, particularly involving NCAA or equivalent regulatory interfaces, is highly desirable. Proficiency in structured commissioning methodologies and documentation standards is required. A degree in Engineering (Mechanical, Electrical, or Systems) is necessary, with professional membership considered advantageous.
