This nine-month consultancy position is based in Kigali, Rwanda, within UNICEF’s global mission to advance children’s rights across 190 countries and territories, supporting their development from early childhood through adolescence. The consultant will be embedded within the National Budget Department of Rwanda’s Ministry of Finance and Economic Planning (MINEFI), reporting directly to the Director General of the Budget Management and Reporting Directorate. The role also involves technical supervision from UNICEF’s Chief of Social Policy and close collaboration with the Ministry’s existing Gender-Responsive Budgeting (GRB) Analyst. Minimum Requirements: A master’s degree in Economics, Public Finance, Public Policy, Gender and Development, Development Studies, or a related discipline is essential. Candidates must possess at least five years of professional experience in public financial management, budgeting, or gender-responsive budgeting, with a preference for roles supporting government initiatives. Practical expertise in budget or Public Financial Management (PFM) systems—such as IF MIS or equivalent—is required, including hands-on experience with requirements definition, system configuration, testing, or deployment. Strong analytical skills and the ability to develop capacity, facilitate workshops, and produce clear reports are critical. Proficiency in gender and equity analysis—ideally with exposure to child-responsive budgeting—is mandatory, along with a solid understanding of Rwanda’s PFM framework, budget cycle, and gender policy landscape. Fluency in English and Kinyarwanda is required; French language skills are advantageous. Desirable Qualifications: Experience with UNICEF or UN child safeguarding and Protection from Sexual Exploitation and Abuse (SEA) policies is a plus. Familiarity with automating GRB processes or gender tagging in national IF MIS systems is highly valued, as is a demonstrated commitment to child rights and volunteerism.
