With years of experience delivering Project Management Consultancy (PMC) services on significant aviation projects, we enhance passenger capacity and elevate service standards. Your primary duties will involve developing and executing the Project Commissioning Management Plan, encompassing all civil, structural, MEP, and specialized systems packages. You will create and sustain a comprehensive commissioning schedule, aligned with the master construction timeline, covering pre-commissioning, commissioning, and integrated testing phases. Leading the Commissioning Coordination Group (CCG), you will facilitate collaboration between contractors, designers, and the airport operator regarding commissioning interfaces. You will oversee the preparation and execution of Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), and Integrated Systems Tests (IST). Additionally, you will manage the Commissioning Tracker, documenting the completion status of test certificates, witnessed tests, and acceptance sign-offs. Your responsibilities will extend to liaising with authorities such as the Rwanda Civil Aviation Authority (NCAA), International Civil Aviation Organization (ICAO), and other regulatory bodies to facilitate inspections, certifications, and operational approvals. You will also oversee the snagging and defect resolution process during commissioning, ensuring all outstanding items are addressed. Coordination of operator familiarization, training sessions, and trial operations will be required ahead of practical completion. Finally, you will manage the handover of all commissioning documentation—including O&M manuals, test records, warranties, and spares schedules—to the airport operator. To qualify, you must possess a minimum of 10 years’ experience in testing and commissioning management for major infrastructure, aviation, or complex building projects. Demonstrated expertise in commissioning intricate MEP systems—such as HV/LV distribution, HVAC, fire systems, and standby power—as well as specialized systems like BMS, SCADA, and BHS is essential. Preference will be given to candidates with airport commissioning experience, particularly involving regulatory interfaces like NCAA or equivalent. Familiarity with structured commissioning methodologies and documentation standards is required, along with an engineering degree (Mechanical, Electrical, or Systems); professional membership is advantageous.
