The Project Analyst for the IIM Project will provide analytical support and expertise to ensure the successful execution of project objectives. Background The United Nations Development Program (UNDP) Uganda, in strategic partnership with the Ministry of Water and Environment (WE), Ministry of Health (MOH), Ministry of Local Government (Mold), National Environment Management Authority (FEMA), and Masada City Council (MCC), is executing the Improved Integrated Waste Management Project (LIMP). Sponsored by the Italian Ministry of Environment and Energy Security (MADE), the initiative directly addresses Uganda’s critical waste management issues—marked by inadequate collection rates, prevalent open dumping and burning, and unsafe handling of Health Care Waste (HCW). These unsustainable practices intensify greenhouse gas emissions, degrade environmental quality, and pose severe public health threats, further compounded by accelerated urbanization and heightened climate vulnerability. The project’s overarching objective is to support Uganda in developing a sustainable Municipal Solid Waste (MSW) and HCW management framework that curtails greenhouse gas emissions while optimizing resource recovery through waste reduction, enhanced recycling and recovery initiatives, and the adoption of landfill alternatives to enhance urban livability. The initiative is grounded in Uganda’s Nationally Determined Contributions (NDCs) under the Paris Agreement, the Green Growth Development Strategy (2017/18–2030/31), and the draft National Waste Management Policy. It further resonates with the Sustainable Development Goals (SDGs), emphasizing SDG 3 (health), SDG 5 (gender equality), SDG 11 (sustainable cities), SDG 12 (responsible consumption and production), and SDG 13 (climate action). Through the enhancement of regulatory frameworks, the implementation of a pilot integrated waste management system in Masada City, and the development of a scalable national model, the project seeks to convert waste from a burden into a valuable asset. The initiative comprises three core components, designated as Outputs/Work Packages (WP): Supporting the approval, dissemination, and implementation of waste management policies in Uganda, this role focuses on enhancing the regulatory and institutional framework by developing, validating, and operationalizing essential policy instruments. Key responsibilities include creating national and local strategies, standard operating procedures (SOPs), guidelines, and bye laws, alongside delivering targeted capacity-building initiatives to ensure their successful execution. Design, construction, and operationalization of integrated waste management systems in Masada City—encompassing both solid and healthcare waste streams—is the focus of Work Package 2. The initiative aims to establish a functional and scalable circular economy model through feasibility studies, infrastructure development, capacity building, and strategic engagement with the private sector.

Responsabilités

  • Work Package 3 focuses on the expansion of the project by leveraging insights and outcomes from the Masada pilot to develop a scalable infrastructure capable of meeting the broader requirements of the city, while also assisting in securing additional funding through instruments such as GEF9. Establish and oversee a dedicated Project Management Unit (PMU) under Work Package 4 to handle all operational, planning, budgetary, procurement, and reporting functions, while providing essential support to the National Project Board. Develop and implement a robust Monitoring, Evaluation, Accountability, and Learning (MEAL) system, incorporating digital monitoring and Measurement, Reporting, and Verification (MRV) mechanisms to ensure accurate tracking of project outcomes. Additionally, execute a comprehensive communication strategy and facilitate seamless donor coordination, alongside maintaining stringent quality assurance standards throughout the project lifecycle. The Project’s complexity—its collaboration with diverse national and local stakeholders, concurrent execution of policy reforms, city-level pilot initiatives, and readiness for national expansion—necessitates robust project management expertise. To address this, UNDP is recruiting a National Project Analyst tasked with fostering seamless partner coordination, ensuring timely execution of activities across all work packages, maintaining strict compliance with UNDP and donor mandates, and rigorously tracking progress and results as defined in the project document. Purpose of the position Under the guidance of the Team Leader for the Nature, Climate, Energy, and Resilience Unit (NCR) within the UNDP Uganda Country Office, the National Project Analyst (NPM) will oversee the daily operations and execution of the Improved Integrated Waste Management Project (LIMP), working in close partnership with designated national counterparts. Overseeing the project team, consultants, and service providers, you will ensure their performance aligns with expectations and that all assigned deliverables are completed efficiently and on schedule. Responsible for overseeing and authorizing project-related transactions and operational decisions, ensuring full compliance with UNDP financial, procurement, and administrative guidelines and standards. Applying Results-Based Management (RBM) principles, you will monitor performance indicators, compile progress reports, and adaptively manage activities to ensure optimal outcomes. The National Project Manager (NPM) acts as the central operational liaison among UNDP, governmental implementing partners, and the donor. This position requires close collaboration with the Project Management Unit (PMU), the Ministry of Water and Environment (WE)—the primary government counterpart—as well as other stakeholders, including the Ministry of Health (MOH), National Environmental Management Authority (FEMA), Ministry of Local Government (Mold), and Masada City Council (MCC). The NPM will be stationed in Masada to provide direct oversight of the pilot implementation while undertaking periodic travel to Kampala or other locations for coordination purposes. In executing these responsibilities, the NPM will report to the National Project Board (NPB) and adhere to guidance from Project Assurance functions within UNDP Uganda and the UNDP Chemical and Waste Hub. Additionally, the NPM will maintain strong coordination with the PASTA program at the UNDP Rome Centre, which delivers strategic, technical, and quality assurance support to ensure compliance with donor specifications and to facilitate operational and technical direction. The NPM collaborates closely with UNDP’s program, operations, procurement, and finance units to ensure cohesive planning, adherence to corporate protocols, optimal resource utilization, and precise and punctual reporting. Regularly, the incumbent updates UNDP leadership on progress, potential risks, ongoing challenges, and recommended mitigation strategies.   • Lead the procurement, contracting, and ongoing management of specialized firms and consortia tasked with executing the Detailed Feasibility Study (DFS), Detailed Engineering Design (DID), Environmental and Social Impact Assessment (ASIA), Gender Analysis and Action Plan, as well as any additional project-specific studies or consultancies, while ensuring rigorous quality assurance, thorough option appraisal, and timely acquisition of necessary permits. The procurement cycle for the Material Recovery Facility (MRF) and the healthcare waste treatment facility, from construction through operationalization, will be fully managed by the incumbent. This includes developing and implementing a procurement strategy, drafting and reviewing all necessary documentation, overseeing solicitation and evaluation procedures, ensuring adherence to UNDP regulations, facilitating stakeholder coordination, and supervising contract execution to guarantee punctual delivery and superior quality outcomes. We will oversee the construction and commissioning phases, collaborating with the construction supervision engineer and the Health, Safety, and Environment (HSE) supervisor to maintain compliance with quality benchmarks, safety protocols, and regulatory obligations. Provide guidance to the Masada City Council in establishing the plant’s operational framework and operator agreements, while spearheading initiatives to enhance the capabilities of municipal and healthcare personnel for sustained, efficient operation and maintenance (O&M). To oversee the design, deployment, and maintenance of a digital Monitoring, Reporting, and Verification (MRV) platform, ensuring accurate tracking of waste flows, Greenhouse Gas (GHG) emissions, and project impact in compliance with climate finance standards, while also verifying project eligibility under waste management carbon methodologies. Responsible for ensuring the accurate preparation and punctual delivery of all mandatory reports—such as quarterly and annual updates (covering both technical and financial aspects)—in strict adherence to project assurance protocols and donor specifications. Ensure the meticulous preparation and delivery of essential monitoring and reporting outputs, such as risk assessment reviews, MRV documentation, commissioning reports, HSE assessments, workshop summaries, and back-to-office reports (Tors), while maintaining the highest standards of quality and accuracy.

Verify that all project accountability frameworks, including the grievance redress and incident reporting mechanisms, are fully functional, responsive, and effectively executed.
