Job Title: MEAL Manager II Reports to: Director of Programming, TaMoLe Department: Programs Salary Grade: 10 Location : Tanzania, Mozambique, or Lesotho Job Summary: You will lead the technical and managerial oversight of Monitoring, Evaluation, Accountability, and Learning (MEAL) initiatives spanning three countries within the Tamale ESRO hub. Leveraging your expertise, you will empower program teams to develop robust monitoring frameworks, uphold accountability to beneficiaries and donors, conduct rigorous evaluations, and foster continuous learning—all in compliance with donor and agency guidelines. Your contributions will ensure the collection of high-quality data to support adaptive management, knowledge sharing, and strategic positioning for CRS. Operating within a regional hub framework, responsibilities and support levels will evolve dynamically across the three countries, responding to shifting program needs, staffing shortages, emergency interventions, new project launches, and evolving strategic priorities. This position demands a blend of technical leadership, team supervision, capacity-building, and hands-on operational assistance to country programs and projects, particularly during periods requiring intensive short-term MEAL leadership. Roles and Key Responsibilities: Provide strategic management, expert guidance, and technical oversight, while offering direct implementation assistance as required for MEAL systems in both new and existing projects. Facilitate project design, initiation, execution, closure, emergency response efforts, and transitional phases to ensure adherence to CRS policies and procedures, donor requirements, and industry-leading standards. Offer surge leadership and direct technical support in MEAL during high-demand phases such as project initiation, emergency response, staffing transitions, critical deliverables, evaluations, and short-term initiatives. When necessary, serve temporarily as the acting or embedded MEAL Manager for a project or country program to uphold implementation quality and continuity. We provide specialized coaching to MEAL personnel to strengthen both their day-to-day responsibilities and overall MEAL quality. Our approach includes designing individualized development strategies and overseeing the performance planning process for MEAL staff. Additionally, we offer strategic recommendations on MEAL objectives to non-MEAL personnel. Coordinate and manage the creation of data management systems, guaranteeing their suitability, functionality, and alignment with adaptive management needs. Support the development of FCRM systems while regularly evaluating their performance and operational efficiency, maintaining accountability to beneficiaries and ensuring prompt utilization of feedback data. Design assessment frameworks that facilitate continuous learning and systematic documentation of outcomes. Formulate Terms of Reference that are rigorous and tailored to the project’s parameters and environmental factors. Identify and leverage opportunities for collaborative learning, orchestrating data-driven learning events. Assist in research initiatives and promote the sharing of innovative practices to advance both agency-specific and regional learning objectives. Enhance knowledge management systems and develop impactful, data-rich marketing and communications materials.

  • Facilitate the seamless incorporation of cutting-edge innovations and optimal methodologies, with a particular emphasis on leveraging technology to enhance Monitoring, Evaluation, Accountability, and Learning (MEAL) processes. Contribute to the proactive identification and pursuit of new funding opportunities to sustain responsible growth aligned with agency, regional, and CP strategic priorities. As the MEAL lead, you will spearhead the development of high-quality proposals that meet agency and donor standards. Additionally, you will collaborate on MEAL budgeting initiatives and staffing plans to support proposal activities. Design and implement customized capacity-building initiatives aimed at enhancing Monitoring, Evaluation, Accountability, and Learning (MEAL) competencies for both internal teams and external partner organizations. To ensure effective support, the role involves prioritizing assistance in Lesotho, Mozambique, and Tanzania in collaboration with country, hub, and regional leadership, while adapting the level of effort according to the unique needs of each country program, project portfolios, staffing capacity, funding opportunities, and emerging priorities. Qualifications Basic Qualifications A bachelor’s degree in International Development, Statistics, Economics, or a related discipline is required, with the possibility of substituting relevant professional experience for formal education in certain cases. A minimum of five years of practical experience within the relevant field is essential, with a strong preference for candidates possessing at least three years of hands-on experience in Monitoring, Evaluation, Accountability, and Learning (MEAL). Skilled in quantitative analysis, with a demonstrated aptitude for using statistical software tools including SPSS and ICT4D applications like POWER BI, Comm Care, and GIS. Proven expertise in applying essential qualitative research methodologies and analytical tools is required. Proven track record in overseeing Monitoring, Evaluation, Accountability, and Learning (MEAL) systems within projects of moderate complexity. Preferred Qualifications

Master’s Degree Experienced in leading and developing teams, with a strong ability to cultivate an educational atmosphere that supports continuous growth and development. Experienced in developing and managing program studies and evaluations, with a track record of leveraging findings to drive adaptive management strategies. Knowledge, Skills and Abilities Staff management experience fostering an environment conducive to continuous learning and professional development is required. Able to effectively pivot between high-level strategic leadership, direct staff management, and practical technical implementation roles, adapting seamlessly to the evolving demands of the organization and its programs. Skilled in facilitating project initiation, rapid response initiatives, organizational shifts, or large-scale deployments within intricate operational settings.

Formation / Diplômes

  • Proficient in utilizing Microsoft Windows and Office Suite applications, including Excel, Word, and PowerPoint, as well as web conferencing platforms and information management systems. Experienced in overseeing project grants management, with a strong background in project design, ideally encompassing grants from various public donors, such as the United States government.
  • Proven expertise in crafting meticulously detailed and compelling technical proposals.
  • Experience engaging with partner organizations Demonstrates exceptional analytical and problem-solving capabilities, enabling informed decision-making and the delivery of creative solutions.   • Proactive, resourceful, solutions-oriented and results-oriented R equired Languages – Fluent English. Travel Must demonstrate flexibility and availability to undertake regular travel across the Tamale hub countries as operational demands dictate. Travel frequency is anticipated to average around 40%, though actual travel volumes may fluctuate considerably based on factors such as host country assignment, project initiation and completion phases, urgent response requirements, staffing shortages, assessment activities, and evolving organizational priorities.
