Responsabilités

Monitoring and Evaluation (M&E) Officers are responsible for designing, implementing, and overseeing data collection, analysis, and reporting systems to track project performance and impact. Fluency in English is mandatory, and additional language skills are advantageous. The COE-Kampala Strategy & M&E Directorate is currently seeking a highly motivated professional to fill a full-time, fixed-term contract position. Job Summary The Monitoring & Evaluation (M&E) Officer will collaborate with project teams, the Ministry of Health (MOH), regional and district health authorities, health facilities, and other stakeholders to establish and execute a comprehensive performance measurement, evaluation, and learning system for the Epidemic Ready Primary Health Care (ER PHC) initiative. This role involves generating credible evidence to inform decision-making, foster continuous quality improvement (CQI), ensure accountability, and support organizational learning. We are responsible for overseeing and executing a comprehensive range of duties to ensure the successful operation of our organization. Key responsibilities include managing team performance, driving strategic initiatives, and maintaining compliance with all relevant regulations. Additionally, we collaborate with cross-functional departments to optimize workflows, identify cost-saving opportunities, and enhance overall productivity. Strong leadership, analytical skills, and the ability to adapt to evolving business needs are essential for this role. Devising and implementing robust Monitoring & Evaluation (M&E) frameworks and associated tools to systematically track progress, measure outcomes, and evaluate the effectiveness of programs and initiatives. Design and develop robust Monitoring and Evaluation (M&E) frameworks, logic models, and key performance indicators to systematically track and assess the efficacy of response initiatives. Design and implement data collection instruments—including checklists and digital solutions—to systematically monitor and record critical key performance indicators (KPIs) and outcome metrics. Ensure that monitoring and evaluation tools and indicators comply with the Ministry of Health’s stipulations as well as pertinent national and international standards for health emergency preparedness and response. Program Monitoring involves the ongoing evaluation of project activities and deliverables to ensure alignment with established plans, timelines, and quality standards. This role requires meticulous attention to detail and the ability to identify deviations or risks early to implement corrective actions promptly. Responsibilities include tracking progress against milestones, analyzing performance data, and reporting findings to relevant stakeholders to support informed decision-making and maintain operational efficiency.
