JOB PURPOSE The Senior Advisor for Child Protection in Emergencies will provide technical leadership, strategic direction, and ensure high-quality implementation of child protection programming within World Vision’s humanitarian responses. This role involves leading the creation and evaluation of interventions and technical guidance specifically for Child Protection in Emergencies (CPIE), as well as designing and developing funding proposals to secure resources for sustaining or expanding child protection initiatives in emergency contexts. Additionally, the Senior Advisor will champion the integration of child protection across all operational areas and foster effective cross-sector collaboration to advance integrated programming approaches. These responsibilities may include field deployments to support emergency responses and/or providing dedicated technical assistance as needed. This position will deliver capacity-building initiatives for field staff and key stakeholders in Child Protection in Emergencies (CPIE), through targeted training and mentoring, to enhance the knowledge and competencies of World Vision (WV) and partner organizations in addressing children’s protection needs during crises. The Senior Advisor will oversee the establishment, recruitment, and sustained engagement of the CPIE roster of surge-ready personnel. Additionally, this role will disseminate global minimum standards, inter-agency guidelines, and best practices in CPIE to relevant teams. The Advisor will also represent World Vision within global CPIE/CPA networks to maximize opportunities for learning, impact, income generation, and influence. KEY RESPONSIBILITES As a leader in technology, you will be responsible for providing technical guidance and driving strategic development initiatives, which will account for 60% of your role. This encompasses overseeing technical projects, mentoring teams, and aligning technological solutions with organizational goals to foster innovation and efficiency. Your expertise will be pivotal in shaping the technical direction of the company, ensuring that all developments are scalable, sustainable, and aligned with long-term business objectives. Develop, test, refine, and implement CHILD PROTECTION IN EMERGENCIES strategies and approaches in alignment with World Vision’s Response Strategy and the applicable Country Technical and/or Humanitarian Response Plan (including the NHRP where relevant). Collaborate with cross-sector teams to enhance and expand integrated programs aimed at improving child well-being outcomes, with particular emphasis on coordinating efforts in food security, education, and mental health and psychosocial support (MHPSS). Mainstream CPIE considerations across all of World Vision’s sector strategies and approaches. In collaboration with Program and GAM teams, assist in crafting and refining new CHILD PROTECTION IN EMERGENCIES project proposals and concept notes, tailoring established methodologies to specific contexts while facilitating donor and external stakeholder engagement to enhance funding opportunities for CPIE. Deliver expert technical guidance on CHILD PROTECTION IN EMERGENCIES case studies, learning reviews, and publications within the Response. Provide on-site deployments and technical support in field and response environments. We provide remote or virtual technical assistance to field and response teams by offering specialized programming support, filling key gaps for CPIE roles, delivering targeted capacity-building initiatives, and enhancing systems and processes to strengthen CPIE capabilities. End Results WV Strategy is shaped by current insights into the needs and priorities of the child protection in emergencies sector. Develop and submit technically sound concept notes and proposals for child protection in emergencies, ensuring alignment with sector standards and evidenced-based approaches. Engage donors and external parties effectively and sufficiently to foster strong partnerships and support. We develop comprehensive integrated programs designed to address the multifaceted needs of children and families affected by crises. Responsible for enhancing organizational effectiveness and staff capabilities by allocating 20% of efforts to capacity building initiatives. To uphold technical excellence, this role will ensure the consistent application of internal and interagency minimum standards—including humanitarian standards, child protection minimum standards, and IAS guidelines—across all relevant operations. We are seeking to create customized training resources and other relevant guidance materials tailored specifically for CHILD PROTECTION IN EMERGENCIES personnel and their collaborators, ensuring alignment with project requirements and insights gathered from assessments. Oversee the recruitment and selection of competent local and expatriate personnel to execute CHILD PROTECTION IN EMERGENCIES initiatives and integrated programs, as mandated by field offices, emergency responses, or regional directives. Direct the full-cycle recruitment activities while maintaining active engagement with the CPIE talent pool. Support leadership in response by identifying partners through sector-specific guidance, competency frameworks, and specialized tools designed to evaluate partner capacity for addressing child protection in emergencies, ensuring alignment with World Vision (WV) and interagency standards. Under the direction of the Safeguarding Advisor, assist in the development and enhancement of safeguarding systems within the Response framework, in collaboration with partner agencies. Provide training sessions on Child Protection in Emergencies (CPIE) and related topics to sector teams and partners, with a focus on integrating these principles into their work. End Results Staff must possess the necessary knowledge and expertise to develop and execute both independent and integrated CHILD PROTECTION IN EMERGENCIES programs effectively. A collaboration or strategic alliance is formed with reputable local entities possessing the necessary expertise. Skilled professionals and/or strategic partners are engaged to execute CHILD PROTECTION IN EMERGENCIES initiatives, as well as integrated programs, for both permanent roles and the CPIE roster (surge deployment). External Engagement and Networking (10%) Building and maintaining professional relationships externally is a vital component of this role, contributing 10% to overall performance. This involves cultivating connections with industry peers, partners, and stakeholders to enhance collaboration, expand opportunities, and strengthen organizational influence. The position requires active participation in industry events, conferences, and networking forums, as well as fostering strategic partnerships to drive mutual growth and innovation. Strong interpersonal skills, a proactive approach to engagement, and the ability to represent the organization with professionalism are essential for success in this area. Engage actively and, where feasible, assume leadership roles in the Alliance for CPA, the Protection Cluster, and other pertinent task forces to enhance coordination efforts. Leverage World Vision’s (WV) expertise in Child Protection in Emergencies (CPIE) to position the organization as a preferred partner in relevant initiatives. Participation in these forums will be determined based on strategic priorities and operational needs. Professionally contribute to the formulation and refinement of the Humanitarian Response Plan (HRP) and associated processes, ensuring alignment with strategic priorities and directions for Child Protection in Emergencies during the initial phases of emergencies. Additionally, take the lead in facilitating coordination tools and guidelines specific to Child Protection. In collaboration with the Program and GAM teams, cultivate and maintain robust partnerships with both current and prospective donors, while identifying new opportunities among those committed to child protection in emergencies. Additionally, leverage these relationships to propose innovative program concepts and methodologies grounded in evidence-based approaches. To foster collaboration and alignment, cultivate partnerships and maintain regular engagement with national and local government ministries, thereby enhancing the formal Child Protection (CP) system within the Response framework as needed. As a strategic endeavor, elevate World Vision’s prominence and position its expertise in Child Protection in Emergencies as a key differentiator in external engagement initiatives. End Results World Vision International engages in external networks and partnerships to showcase continuous learning, actively contribute to high-level global dialogues, and collaborate on the creation and evaluation of strategic guidance and materials related to child protection. Assessing, monitoring, and reporting responsibilities constitute 10% of this role. This involves evaluating ongoing performance metrics, tracking progress against established benchmarks, and compiling detailed reports to document findings. Accurate data analysis and timely dissemination of insights are essential to inform decision-making processes and ensure operational efficiency. To facilitate the identification of a comprehensive CHILD PROTECTION IN EMERGENCIES package for response—whether implemented as a standalone initiative or integrated into broader programs—collaborate with internal and interagency teams to incorporate child protection questions into relevant assessments. Perform ongoing surveillance and evaluation of customer product (CP) concerns, leveraging the resulting insights to shape future strategic priorities and initiatives. Support the real-time evaluation and monitoring of Child Protection in Emergencies initiatives to ensure quality assurance, facilitate lessons-learned sessions, and drive continuous improvement of World Vision’s Child Protection in Emergencies programs. The MEAL team will receive assistance in designing monitoring and evaluation tools to assess Community Programming (CP) outcomes, as well as in enhancing staff competencies for effective tool utilization. Ensure thorough evaluation of grant progress and final reports, as well as monitoring and evaluation (M&E) reports, to verify adherence to World Vision (WV) standards and donor specifications. End Results Achieving desired outcomes for the Child Protection in Emergencies project, in strict alignment with donor agreements and predefined targets and indicators, is a critical responsibility. Effective MEAL tools have been implemented to assess the outcomes and impact of CHILD PROTECTION IN EMERGENCIES programs within the response strategy and other external engagement initiatives. KNOWLEDGE, SKILL AND EXPERIENCE Required Qualifications: Applicants must possess the necessary educational credentials, specialized training, valid professional licenses, official registrations, and/or relevant certifications to qualify for the position. A master’s degree in Social Work, International Development, Child Development, International Relations, Humanitarian Protection, Human Rights, or a closely related field is required. Here’s the paragraph: To qualify for this role, you must possess appropriate certifications or equivalent credentials that demonstrate your ability to deliver training sessions, provide mentorship, and oversee key Protection and Child Protection technical frameworks, including the Case Management Training Package, Protection Mainstreaming Minimum Standards, Child Protection Minimum Standards, the Unaccompanied and Separated Children Toolkit, and Community-Based Complaints and Reporting Mechanisms. Required Professional Experience Experienced professionals should possess at least seven years in a technical capacity focused on child protection within humanitarian contexts. Mentoring and coaching team members to enhance CP technical quality, along with integrating core sectors like Education, Food Security and Livelihoods, WASH, Health & Nutrition, among others. Professional experience includes designing donor-related projects and developing proposals, with a focus on securing grants from public and private donors such as USAID/BHA, ECHO, FCDO, GAC, and ADH. With a proven track record, you will design and implement training programs tailored to diverse cultural and linguistic backgrounds, encompassing the creation of comprehensive curricula, structured session plans, and engaging training materials. Preferred candidates will have prior experience living and working in fragile or humanitarian contexts. A thorough familiarity with humanitarian architectures, the clusters approach, standards, and the humanitarian funding cycle is required. Required Language(s) Proficiency in written and spoken English is essential. Additional fluency in UN languages, including French, Arabic, Spanish, or Portuguese, is advantageous. Travel and/or work environment modifications may be necessary. Capable of traveling both domestically and internationally as needed, including assignments that may entail up to 60% travel for deployments and technical support engagements. Extended operational shifts frequently surpass 12 hours per day, particularly during the initial phases of the response. Responses frequently occur in unstable or hazard-prone environments where disruptions to standard operations and staff safety concerns are common. In certain instances, the work and living conditions may fall short of acceptable standards, particularly in areas such as available facilities, equipment, food supply, and overall hygiene. Position’s physical requirements Physically fit Preferred candidates will have demonstrated experience, knowledge, and other relevant qualifications that align with the role’s requirements. A strong background in the specified field, along with applicable certifications or specialized training, is highly desirable. Additionally, familiarity with industry best practices and the ability to apply them effectively in a professional setting are essential. Candidates should also possess strong problem-solving skills, attention to detail, and the capacity to work both independently and collaboratively within a team. A valid HEAT certificate is mandatory, or alternatively, the candidate must demonstrate availability and capability to complete a WV-hosted HEAT training within the first three months of employment. Previous experience in sectors such as Education, Early Childhood Development, Mental Health and Psychosocial Support, Food Security, or Cash-based interventions, alongside expertise in Child Protection in Emergencies, will be considered advantageous.
