Throughout its eight field offices and a workforce of around 270 staff, DRC Yemen upholds its main programmatic objectives to provide immediate and life sustaining assistance, to strengthen the protective environment, and to reduce displacement related risks and vulnerabilities by promoting self-reliance at household and community level. Sectors of implementation cover Protection, Camp Coordination and Camp Management, Economic Recovery, Humanitarian Disarmament, and WASI (Wash, Shelter and Infrastructure). DRC Yemen’s response The Danish Refugee Council has been active in Yemen since 2008. DRC Yemen upholds its main programmatic objectives to provide immediate and life sustaining assistance, to strengthen the protective environment, and to reduce displacement related risks and vulnerabilities by promoting self-reliance at household and community level. Sectors of implementation cover Protection, Camp Coordination and Camp Management, Economic Recovery, Humanitarian Disarmament, and WASI (Wash, Shelter and Infrastructure). The Cash Consortium of Yemen The Cash Consortium of Yemen (CCY) was established in 2020 as a strategic partnership between four leading organizations —DRC, NRC, ACTED, and IOM—with the goal of addressing the urgent humanitarian needs of conflict-affected populations through the provision of Multi-Purpose Cash Assistance (MPCA). In 2021, Mercy Corps and Solidarity International joined the consortium, further strengthening its capacity to scale and extend its reach. The CCY was created to enhance cash coordination across the humanitarian sector, improve cost-efficiency through shared resources and joint programming, and increase the effectiveness of MPCA by utilizing standardized tools and approaches. Its work aims to expand geographic coverage, ensuring that nearly all conflict-affected areas in Yemen are reached. The Steering Committee (SC), chaired by DRC, comprises the Country Directors of each partner organization, and DRC serves as both the grant holder and host for the Consortium Management Unit (CMU) at its Sana’a office. The CMU, a dedicated team within the CCY, is responsible for facilitating seamless coordination among the six consortium partners, overseeing program implementation, managing donor communications, strengthening capacity, ensuring compliance, and mitigating risk. While the CMU operates under DRC’s leadership as the consortium’s lead organization and is primarily linked to DRC’s headquarters, all partner organizations retain a vested interest in the CMU through its mandate from the Steering Committee. About the job Overall purpose of the role: The Deputy Chief of Party (Programmes) will provide strategic leadership and oversight of the implementation of the Cash Consortium of Yemen (CCY) programme, ensuring the effective, efficient and harmonised delivery of Multi-Purpose Cash Assistance (MPCA) and livelihoods interventions across Yemen. Reporting to the Chief of Party, the DCOP will be responsible for translating the consortium's strategic objectives into high-quality programme implementation, while maintaining the technical excellence, consistency and accountability that define the CCY approach.

Formation / Diplômes

The DCOP will oversee the consortium's programme delivery functions, providing direct supervision to the MEAL, Information Management and Economic Recovery teams to ensure integrated programme management, evidence-based decision-making and adaptive programming. Working closely with consortium partners, the DCOP will promote harmonised implementation, monitor programme performance, identify and address operational bottlenecks, and ensure that programme quality standards are consistently applied across all partners.

The DCOP will play a central role in operationalising the CCY Strategy, strengthening programme quality assurance, promoting innovation and learning, and ensuring that programme evidence informs decision-making and continuous improvement. The position will also support the development of linkages between humanitarian cash programming, livelihoods interventions and social protection systems where appropriate, contributing to more sustainable and resilient outcomes for vulnerable communities. In close collaboration with the Chief of Party, the DCOP will contribute to programme design, technical engagement with donors and partners, and the development of new funding opportunities by providing strategic programme and technical inputs. The position will ensure that programme implementation remains aligned with donor commitments, consortium standards and humanitarian principles, while providing the dedicated programme leadership required to support the consortium's continued growth without compromising the quality, harmonisation and principled delivery for which CCY is recognised. management unit and oversee the design and delivery of the consortium’s advocacy strategy.

Responsabilités

Programme Delivery and Oversight (40%) Lead the day-to-day management of all programme implementation across the consortium. Ensure delivery against approved workplans, targets, budgets and donor commitments. Provide strategic oversight to MPCA, livelihoods and economic recovery programming. Monitor programme progress and proactively address implementation bottlenecks. Ensure harmonised implementation across all consortium partners. Coordinate programme implementation across different technical functions. Promote timely and quality delivery throughout the programme cycle. Ensure compliance with consortium SOPs, technical guidance and minimum standards. Programme Quality and Technical Leadership (25%) Lead programme quality assurance across all consortium interventions. Supervise the MEAL, Information Management and Economic Recovery Specialists. Ensure monitoring findings are translated into programme improvements. Promote evidence-based and adaptive programming. Ensure programme decisions are informed by beneficiary feedback, market analysis and operational learning. Strengthen integration between cash, livelihoods and recovery programming. Maintain high technical standards across all programme activities. Drive continuous improvement and innovation across programme implementation. Programme Performance and Adaptive Management (15%) Lead routine programme performance reviews with consortium partners. Monitor implementation against key performance indicators. Identify implementation risks and oversee corrective action plans. Ensure programme learning informs implementation decisions. Promote adaptive management across the consortium. Support operationalisation of the CCY Strategy. Strengthen programme linkages with national social protection initiatives where appropriate. Partner Management and Team Leadership (10%) Line manage the MEAL, IM and Economic Recovery Specialists. Build the capacity of technical staff within the Consortium Management Unit. Facilitate regular programme review meetings with partners. Strengthen collaboration across consortium members. Foster a culture of accountability, quality and continuous learning. Programme Design and Innovation (10%) Contribute to programme design and proposal development. Support the development of new programme approaches. Identify opportunities for innovation and operational improvements. Contribute technical inputs to donor reports and programme reviews. Support evidence generation and documentation of best practices.
