Reporting Line SENIOR MANAGER CREDIT ENVIRONMENTAL AND SOCIAL RISK Location Tanzania Head Office Department DEPARTMENT OF CREDIT Number of openings 1 Job Purpose The incumbent will operationalize the Bank’s Environmental and Social Management System (SMS) by performing comprehensive Environmental and Social Risk Assessments, facilitating the integration of ESG and climate-related risks into credit evaluation processes, and overseeing environmental and social performance across the lending portfolio. This role requires strict adherence to the Bank’s internal policies, regulatory mandates from the Bank of Tanzania, international benchmarks, and stipulations from development finance partners. The Specialist will deliver specialized technical guidance on Environmental and Social Risk Management, offering critical support throughout each phase of the credit lifecycle—from conducting rigorous Environmental and Social Due Diligence (ESD) to monitoring portfolio compliance, evaluating Environmental and Social Action Plans (Saps), assisting Credit Committees in decision-making, and ensuring robust management of environmental and social risks both prior to and following loan disbursement. The Specialist delivers technical Environmental and Social Risk support across the entire credit lifecycle, performing Environmental and Social Due Diligence (ESD), overseeing portfolio compliance, evaluating Environmental and Social Action Plans (Saps), assisting Credit Committees, preparing ESG reports, facilitating climate financing, and ensuring environmental and social risks are proactively managed both pre- and post-loan approval. This position will facilitate ESG governance initiatives, advance the digital transformation of environmental and social risk management procedures, and foster strategic partnerships with internal business units, regulatory bodies, investors, and development partners. Principle Responsibilities Conduct thorough Environmental and Social Due Diligence (ESD) for lending, investment, and other credit transactions, ensuring compliance with the Bank’s Environmental and Social Management System (SMS). Perform Environmental and Social Risk Categorization in alignment with established protocols. Evaluate risks spanning environmental, social, climate, labor, occupational health and safety, biodiversity, community health and safety, land acquisition, resettlement, and human rights to safeguard transaction integrity and sustainability.

  • Evaluate potential environmental and social risks, proposing mitigation strategies and Environmental and Social Action Plans (Saps); assess Environmental Impact Assessment (EIA) reports, permits, licenses, audit findings, and related documentation; and compile Environmental and Social Risk Assessment reports for submission to Credit Committees.
  • Facilitate the implementation and ongoing enhancement of the Bank’s Environmental and Social Management System (SMS), while ensuring ESG criteria are incorporated into credit assessment and approval procedures; additionally, assist in the execution of ESG risk management protocols, including the development of checklists, templates, and guidance documentation.

Support the assessment of internal policies and procedures to enhance ESG integration; maintain and update Environmental and Social Risk screening tools as part of the credit appraisal process; and verify the completion of mandatory Environmental and Social Risk reviews prior to credit approval. Support the seamless integration of Environmental and Social Risk (ESR) criteria into Credit Pro and other Credit Management Information Systems (MIS), facilitate the digital transformation of ESR processes, and play a key role in advancing ESG tools and credit management frameworks. Monitor and oversee the execution of Environmental and Social Action Plans (Saps), ensuring adherence to covenant, Environmental and Social Conditions Precedent (CPs), and Conditions Subsequent (CSs). Conduct routine environmental and social site visits as well as monitoring missions, evaluate client monitoring reports and consultant assessments, and ensure timely implementation of corrective actions in collaboration with Relationship Managers and clients. Escalate significant environmental and social incidents to the Senior Manager and compile portfolio watch lists to monitor high Environmental and Social Risk exposures. Additionally, assist in conducting annual portfolio Environmental and Social Risk reviews. Conduct climate risk assessments for credit applications, evaluating both physical and transition climate risks that may impact borrowers; assist in integrating climate risk considerations into Environmental and Social Due Diligence reports; and contribute specialized knowledge to climate-sensitive credit transactions. Maintain comprehensive climate risk data for the credit portfolio, facilitate climate-related portfolio evaluations essential for credit risk oversight, and contribute to the monitoring of climate-related covenants and mitigation strategies. Maintain and update Environmental and Social Risk databases, monitoring systems, and ESG risk registers, ensuring the accuracy and currency of portfolio dashboards. Prepare timely and comprehensive Environmental and Social Risk reports, including those tailored for Credit Management, Credit Committees, regulators, and development finance partners as required. Provide essential support in compiling these reports to facilitate informed decision-making and regulatory compliance. Ensure the quality, thoroughness, and precision of ESG information by collaborating with Business Units, Legal, Compliance, Risk, ICT, and Operations throughout transaction evaluations. Coordinate with environmental and social consultants performing due diligence tasks, and facilitate interactions with development finance institutions and technical partners.

Conduct client meetings to articulate environmental and social requirements, facilitate Environmental and Social Risk Management awareness sessions, and assist in training programs for Relationship Managers and Credit teams. Additionally, foster understanding of Environmental and Social Risk Management requirements across Credit, Business, and Relationship Management teams. Facilitate the dissemination of insights and effective methodologies gleaned from Environmental and Social Due Diligence evaluations. Track developments in ESG regulations and global standards as they emerge. Qualifications Required A Bachelor’s degree in environmental science, Environmental Engineering, Natural Resources Management, Environmental Management, Sustainability, Climate Change, Occupational Health and Safety, Social Sciences, or a closely related field is required. Professional certifications in Environmental, Social, and Governance (ESG), Environmental and Social Risk Management, Sustainability, Climate Risk, or closely related fields—such as the IFC Sustainability Training, Global Reporting Initiative (GRI), International Society of Sustainability Professionals (ISP) certification, CFA ESG Investing Certificate, or ISO 14001—would be advantageous. With a minimum of three years of hands-on experience in Environmental and Social Risk Management, gained within a commercial bank, development finance institution, financial institution, environmental consultancy, project or regulatory agency, you will have actively contributed to activities such as credit appraisal, due diligence, portfolio monitoring, project finance, or related disciplines. Professionals with expertise in performing Environmental and Social Due Diligence (ESD) within financial institutions, development finance organizations, consulting firms, or regulatory bodies are encouraged to apply. Professional candidates must possess practical experience with IFC Performance Standards, Equator Principles, or comparable international environmental and social frameworks. Proficiency in environmental legislation, occupational health and safety standards, labor regulations, biodiversity conservation protocols, human rights frameworks, and resettlement guidelines is required. Demonstrated expertise in developing risk assessment reports for credit approval procedures, coupled with proficiency in overseeing environmental and social risk monitoring initiatives.
