Reporting Line HEAD OF CREDIT OPERATIONS AND ADMINISTRATION Location Tanzania Head Office Department DEPARTMENT OF CREDIT Number of openings 1 Job Purpose To drive strategic oversight, this position will lead the identification, evaluation, mitigation, tracking, and governance of Environmental, Social, and Climate (ESC) risks within the Bank’s credit portfolio, ensuring their seamless integration across all stages of the credit process. The role is tasked with embedding climate and ESG risk criteria into credit policies, frameworks, and operational procedures, while ensuring adherence to regulatory mandates from the Bank of Tanzania, international benchmarks (including IFC Performance Standards, Equator Principles, and other development finance institution guidelines), and the Bank’s sustainability pledges. The Senior Manager will be responsible for leading Environmental and Social Due Diligence (ESD), portfolio monitoring, covenant management, ESG reporting, climate risk integration, capacity building, and stakeholder engagement. Additionally, they will provide Environmental and Social Risk oversight across sustainable finance, climate finance, and specialized credit transactions, ensuring the Bank is protected against environmental, social, climate-related, legal, financial, and reputational risks. This position will also focus on enhancing ESG governance, advancing the digitalization of E&S risk management processes, and fostering strategic partnerships with internal business units, regulators, investors, and development partners. Principle Responsibilities This role involves spearheading the strategic management of Environmental and Social Due Diligence (ESD) across all relevant lending, investment, treasury, and structured finance transactions, ensuring thorough review and approval of environmental and social risk assessments. The position demands rigorous adherence to the Bank’s Environmental and Social Management System (SMS), regulatory obligations, internal policies, and globally recognized best practices.

  • Conduct thorough assessments to identify and analyze environmental, social, and climate-related risks linked to financed projects, covering areas such as biodiversity, labor standards, occupational health and safety, community well-being, human rights, land acquisition, resettlement, and supply chain vulnerabilities, before assigning the appropriate Environmental and Social Risk Categorization.

Provide strategic guidance on and supervise the execution of risk mitigation strategies, such as Environmental and Social Action Plans (Saps), financing stipulations, ongoing monitoring obligations, corrective action frameworks, and the incorporation of Environmental and Social Covenants, representations, and warranties in financing contracts. Lead the organization-wide oversight of environmental and social risk management and adherence to applicable regulations, encompassing site inspections, comprehensive portfolio evaluations, verification of compliance, monitoring of financial covenants, analysis of ESG reports, audit outcomes, consultant evaluations, incident documentation, and continuous assessment of portfolio performance. You will spearhead the detection, escalation, and mitigation of significant environmental and social incidents, non-compliance matters, and developing environmental, social, and climate-related risks throughout the portfolio. Establish and maintain comprehensive ESG risk management systems across the portfolio, encompassing ESG risk registers, monitoring frameworks, interactive dashboards, robust management information systems, advanced portfolio analytics, and comprehensive reporting tools—all designed to facilitate informed decision-making, enhance strategic oversight, and ensure full compliance with regulatory requirements.

  • Spearhead the incorporation of environmental, social, climate, and nature-related risks into the Bank’s credit risk evaluation, ongoing portfolio oversight, enterprise risk management frameworks, climate transition strategy, resilience initiatives, and sustainable finance programs.
  • Lead the design, improvement, and seamless integration of ESG data management systems, digital solutions, automation projects, and ESG and climate risk mandates into Credit Management Systems and related platforms, with a focus on maintaining data accuracy, reliability, and comprehensiveness.

Develop and manage Environmental and Social Risk reports, portfolio monitoring reports, ESG dashboards, management updates, regulatory submissions, and development partner reports, while delivering periodic portfolio risk analysis and recommendations to senior leadership and relevant governance committees. Develop and nurture key relationships with regulators, development finance institutions (Dais), investors, technical partners, consultants, industry associations, and other stakeholders, serving as the Bank’s representative in regulatory inspections, ESG assessments, sustainability initiatives, due diligence processes, and engagements at national, regional, and international ESG, climate finance, and sustainable banking forums. Oversee the engagement of external environmental and social consultants, ensuring the quality and integrity of independent assessments, portfolio monitoring assignments, capacity-building initiatives, technical assistance programs, and grant-funded ESG projects. Lead, guide, coach, and mentor Environmental and Social Risk professionals and cross-functional teams while fostering institutional ESG expertise through targeted training initiatives, engagement campaigns, knowledge exchange forums, strategic succession planning, and talent cultivation programs. Champion a culture rooted in responsible banking, accountability, integrity, innovation, relentless improvement, and sustainability excellence throughout the Credit function and the broader organization.

  • Spearhead strategic ESG, climate risk, sustainable finance, Environmental and Social Risk Management, institutional sustainability, partnership, and donor-funded initiatives to enhance portfolio risk management practices and advance the Bank’s strategic objectives. Develop comprehensive ESG case studies, synthesize lessons learned and best practices, and drive innovation initiatives to enhance institutional knowledge, while fulfilling any additional tasks delegated by the Head of Credit Operations and Administration to advance the Bank’s strategic objectives. Qualifications Required A Bachelor’s degree in Environmental Science, Environmental Engineering, Natural Resources Management, Sustainability, Climate Change, Environmental Management, or a related discipline is required. Seeking candidates with a minimum of six years of substantive professional experience in Environmental and Social Risk Management, ESG, Sustainable Finance, Climate Risk Management, Environmental Compliance, Development Finance, or closely related disciplines. A master’s degree in environmental management, sustainability, climate change, ESG, sustainable development, climate finance, risk management, or a closely related field would be advantageous. Professional certifications in fields such as ESG, Sustainable Finance, Climate Risk Management, Environmental and Social Risk Management, IFC Performance Standards, Equator Principles, GHG Accounting, PIAF, ISSN/IFRS Sustainability Standards, GRI, SAS, CFD, ISO 14001, BOSH, JOSH, or equivalent disciplines will be considered advantageous. Membership in accredited professional organizations focused on environmental management, sustainability, climate change, occupational health and safety, risk management, or allied fields would be highly beneficial. Professional registration with the National Environment Management Council (NEC) in capacities such as an Environmental Impact Assessment (EIA) Expert, Environmental Auditor (EA), or another pertinent environmental professional accreditation is strongly preferred. Proven expertise in performing Environmental and Social Due Diligence (ESD) aligned with IFC Performance Standards and international best practices, including stakeholder engagement, project monitoring, environmental and social compliance verification, and the execution of Environmental and Social Action Plans (Saps). Experienced professionals with a demonstrated background in conducting climate risk assessments, measuring greenhouse gas (GHG) emissions, calculating financed emissions, performing carbon accounting, tracking sustainability performance, analyzing data, and preparing sustainability reports are encouraged to apply. Proficiency in internationally recognized environmental and social standards and frameworks is essential, encompassing the IFC Performance Standards, World Bank Environmental and Social Framework (ESF), Equator Principles, pertinent Tanzanian environmental and social legislation, climate risk management frameworks, climate adaptation and resilience strategies, and sustainable finance principles. A strong familiarity is required with sustainability reporting frameworks and disclosure standards, such as GRI, ISSN, IFRS S1 and S2, TCFD, TNFD, and PIAF, along with expertise in key environmental and social risk domains—including biodiversity, occupational health and safety, labor standards, community health and safety, land acquisition, resettlement, and other critical ESG considerations. Analytical prowess, risk evaluation, project coordination, communication, presentation, report drafting, negotiation, and stakeholder interaction skills are essential, along with the capability to analyze technical documentation, multitask across various projects, operate autonomously, and proficiently employ Microsoft Office Suite alongside specialized sustainability, climate, and reporting software.
