Sector: Small and Medium-Sized Enterprises (SMEs) Position Type: Part-Time Duration/Level of Effort: Short-Term Position Location: Zambia PROJECT SUMMARY The FIRST Project, a Government of Canada-funded initiative executed by Coater International, collaborates with the Democratic Republic of Congo (DRC), Mozambique, and Zambia to enhance inclusive trade, enterprise competitiveness, and regional market integration under the African Continental Free Trade Area (ACFA). In Zambia, Micro, Small and Medium-sized Enterprises (MSMEs) serve as the cornerstone of the economy, driving employment generation, household income growth, innovation, and economic expansion. These enterprises also significantly contribute to regional and cross-border trade, with women, youth, and persons with disabilities constituting a substantial share of entrepreneurs in the sector. However, MSMEs encounter persistent challenges, including restricted access to financing, business development services, markets, technology, infrastructure, formalization prospects, and regulatory assistance. These obstacles disproportionately impact enterprises owned or led by women, youth, and persons with disabilities. Zambia is in the process of establishing an advanced policy and regulatory framework aimed at bolstering small and medium-sized enterprise (SME) growth, enhancing the coordination of enterprise support services, fostering formalization and competitiveness, and cultivating an environment conducive to innovation, productivity, and engagement in regional and continental markets. The FIRST Project seeks to engage a national consultant to conduct evidence-based research and compile policy recommendations and technical guidance, thereby ensuring the Bill addresses the needs of women, youth, and persons with disabilities. This initiative will support the process and inform both the SME Bill and the mid-term review of the SME Policy. Objective of the Consultancy The consultancy aims to deliver specialized technical support to the Ministry of MSME Development, focusing on the formulation of evidence-based policy recommendations and expert inputs to guide the development of the SME Bill and the mid-term review of the SME Policy. Through this engagement, the consultancy will enhance Zambia’s policy, legal, and institutional framework for SME growth by pinpointing key reforms that foster an inclusive, competitive, and supportive ecosystem for SMEs, in line with national development objectives and the ACFA agenda. 3. Scope of Work Under the direction of the FIRST Team Leader and in coordination with the Ministry of MSME Development and other key stakeholders, the consultant will be responsible for completing the following assignments: Inception and Technical Planning involves establishing the foundational framework and strategic direction for the project. This phase includes defining objectives, scope, and key deliverables, as well as outlining technical requirements, methodologies, and timelines. Stakeholder alignment and risk assessment are conducted to ensure feasibility and alignment with business goals. Additionally, resource allocation and architectural considerations are addressed to set the stage for successful execution. The consultant will collaborate in an initial meeting with the FIRST Project and the Ministry of MSME Development to finalize the methodology, establish the work plan, define the stakeholder engagement strategy, outline deliverables, and determine the implementation timeline for the assignment.
