Do you have 4–6 years of relevant experience in finance, budgeting, operations, and financial reporting within development or humanitarian contexts? Do you have proven capability in financial systems management, operational oversight, compliance, and risk management? If the answer is yes, then we would like to hear from you. The Role: Oxfam is looking for Operations & Finance Coordinator

KEY RESPONSIBILITIES

Financial Planning, Budgeting & Expenditure Oversight (25%) The role provides strong financial planning and oversight to ensure resources are allocated, monitored, and utilised effectively. Support the development, consolidation, and review of programme, operational, and partner budgets across the hub. Monitor expenditure against approved budgets, forecasts, and strategic priorities. Provide timely financial analysis to support resource allocation, cost control, budget revisions, and strategic planning Financial Controls, Compliance & Risk Management (20%) The role strengthens financial integrity and compliance systems across all operational activities. Maintain and strengthen internal control systems to safeguard resources and reduce fiduciary risk.

Ensure compliance with donor regulations, Oxfam policies, financial procedures, and safeguarding requirements Monitor adherence to financial management standards across programmes and partners Grants Financial Management & Restricted Funding Coordination (15%) The role works closely with grant and programme systems to strengthen management of donor-funded resources. Collaborate closely with the Grant Accountant to track restricted funding budgets and expenditure. Support financial monitoring and compliance for grants and donor-funded projects. Ensure strong alignment between financial reporting, programme reporting, and budget performance Operational Oversight, Systems Strengthening & Cross-Functional Coordination (15%) The role supports operational efficiency by ensuring strong systems and coordination across multiple operational functions. Strengthen coordination between finance, procurement, logistics, programme teams, and compliance systems Ensure operational procedures and controls are consistently applied. Support continuous improvement of operational systems and workflows. Financial Reporting, Analysis & Decision Support (10%) The role provides critical financial intelligence to strengthen management and strategic decision-making. Prepare accurate and timely financial reports, dashboards, budget monitoring tools, performance analyses Support analysis of financial trends, resource utilisation, cost efficiency, and compliance performance Provide actionable financial insights to programme, operational, and leadership teams. Partner Financial Management, Capacity Strengthening & Accountability (10%) The role supports strong financial stewardship within partner-led programming. Review partner budgets, expenditure reports, and financial systems. Strengthen partner capacity in Financial management, Compliance, Budgeting, and Reporting Support partners to meet donor and organisational financial requirements Audit Support, Compliance Assurance & Continuous Improvement (5%) The role strengthens audit readiness and institutional accountability. Facilitate internal and external audit processes. Support preparation of audit documentation and compliance evidence. Coordinate implementation of audit recommendations What we are looking for: We’re looking for a candidate who cares about Oxfam's mission to end poverty and is personally aligned to our feminist principles and values of empowerment, accountability and inclusion in all you do. An ideal candidate for the role will also be / have: Essential Master’sdegree in Finance, Accounting, Business Administration or related field. Alternatively a bachelor’s degree combined with a full professional accounting qualification (ACCA, CIMA, CPA or equivalent) will be considered. 4–6 years of relevant experience in finance, budgeting, operations, and financial reporting within development or humanitarian contexts. Proven capability in financial systems management, operational oversight, compliance, and risk management.

Strong communication, analytical, and decision-making skills. Ability to build strong, credible relationships with internal and external individuals and organisations Excellent personal communication skills, in written and verbal English, with strong influencing and persuasive skills A high level of self-awareness, personal energy, stamina and flexibility.
