Responsibilities include developing and implementing security policies, conducting vulnerability assessments, and ensuring compliance with industry regulations. Additionally, the advisor will collaborate with cross-functional teams to enhance security awareness and provide expert guidance on emerging threats. JOB PURPOSE The Security Advisor delivers expert leadership in security risk management, organizational resilience, duty of care, and operational safety for the Southern Africa (SAF) Cluster, integrating security considerations into program planning, operational systems, leadership decision-making, humanitarian preparedness, and partner-led delivery models. This position is tasked with establishing and sustaining a cohesive regional security framework, designed to protect Oxfam staff, partners, assets, programs, and reputation across challenging, unstable, and high-risk environments. The role prioritizes proactive security management as a key driver of safe, efficient, and resilient program implementation within Oxfam’s regional operational structure, rather than confining it to a purely reactive or compliance-driven function. Under the guidance of the Cluster Director, this position functions as the primary security advisor to senior leadership, program teams, operational systems, and partner frameworks. The role is responsible for embedding risk analysis, crisis readiness, staff safety, and duty-of-care responsibilities into all organizational activities. Additionally, it is instrumental in enhancing business continuity, emergency response strategies, safeguarding measures, and localization efforts by equipping staff and partners with the tools to address security risks effectively and sustainably. As a multifaceted position, this role spans strategic advisory, systems development, capacity strengthening, incident response, and external coordination, demanding a high degree of professional independence, advanced analytical skills, political acumen, and exceptional relationship-building abilities. As a dedicated Security Advisor, you will play a pivotal role in bolstering Oxfam’s operational resilience across Southern Africa by providing strategic guidance, implementing integrated security frameworks, and fostering robust organizational support systems. This position is instrumental in ensuring the safety and well-being of staff, partners, and communities, particularly in high-risk and evolving environments. As a key member of the Cluster Leadership Team, you will play a vital role in shaping the strategic direction, governance, and operational management of the SAF Cluster, sharing accountability for organizational success, risk oversight, and the effective execution of the Cluster Strategy. If based within a program hub, you will serve as the senior Oxfam representative in that country under delegated authority, providing leadership in organizational stewardship and representing the Cluster in high-level engagements with government bodies, partners, donors, coordination mechanisms, and both internal and external stakeholders. In this capacity, you will ensure strong alignment between regional priorities and the practical implementation of country-level initiatives. Essential Qualifications A Master’s degree in Security Management, International Relations, Risk Management, Humanitarian Security, or a closely related discipline is required. Alternatively, a Bachelor’s degree supplemented by postgraduate or professional qualifications, along with a minimum of 10 years of relevant experience, may be deemed acceptable. Experienced professionals with a minimum of six years in senior-level roles are sought, demonstrating a strong background in security risk management, humanitarian security, crisis response, and operational security spanning multiple countries. Proven expertise in evaluating risks, managing incidents, and implementing duty-of-care frameworks. Demonstrated expertise in delivering strategic security guidance, conducting comprehensive risk assessments, managing incidents effectively, and implementing robust duty of care frameworks. Effective interpersonal communication, robust leadership acumen, and technical systems proficiency are essential. Demonstrated capability to cultivate and sustain robust, trustworthy connections with internal stakeholders as well as external partners and organizations. Demonstrates outstanding written and verbal communication abilities in English, along with a capacity to effectively influence and persuade others. Highly self-aware, energetic, resilient, and adaptable professionals are sought. They must demonstrate creativity, efficiency, and innovation in their work, readily adjusting to dynamic environments while remaining committed to delivery and follow-through. Experienced in collaborating effectively within a team setting and fostering strong working relationships with colleagues from other departments. Dedication to upholding Oxfam’s safeguarding policies is essential to guarantee the safety and protection of all individuals who interact with the organization. Proven proficiency in both written and verbal English and Portuguese communication is required. Desirable Experienced in enhancing the resilience and effectiveness of security systems through strategic partnerships. Professional qualifications or certifications in security management, crisis management, or humanitarian security—such as HEAT training or an equivalent program—are required.
