JOB PURPOSE The Security Advisor delivers expert leadership in security risk management, organizational resilience, duty of care, and operational safety for the Southern Africa (SAF) Cluster, integrating security considerations into program planning, operational systems, leadership decision-making, humanitarian preparedness, and partner-led delivery models. This position is tasked with establishing and sustaining a cohesive regional security framework, designed to protect Oxfam staff, partners, assets, programs, and reputation across challenging, unstable, and high-risk environments. The role prioritizes proactive security management as a key driver of safe, efficient, and resilient program implementation within Oxfam’s regional operational structure, rather than confining it to a purely reactive or compliance-driven function. Under the guidance of the Cluster Director, this position functions as the primary security advisor to senior leadership, program teams, operational systems, and partner frameworks. If based within a program hub, you will serve as the senior Oxfam representative in that country under delegated authority, providing leadership in organizational stewardship and representing the Cluster in high-level engagements with government bodies, partners, donors, coordination mechanisms, and both internal and external stakeholders. In this capacity, you will ensure strong alignment between regional priorities and the practical implementation of country-level initiatives. Essential Qualifications A Master’s degree in Security Management, International Relations, Risk Management, Humanitarian Security, or a closely related discipline is required. Alternatively, a Bachelor’s degree supplemented by postgraduate or professional qualifications, along with a minimum of 10 years of relevant experience, may be deemed acceptable. Experienced professionals with a minimum of six years in senior-level roles are sought, demonstrating a strong background in security risk management, humanitarian security, crisis response, and operational security spanning multiple countries. Proven expertise in evaluating risks, managing incidents, and implementing duty-of-care frameworks. Demonstrated expertise in delivering strategic security guidance, conducting comprehensive risk assessments, managing incidents effectively, and implementing robust duty of care frameworks. Effective interpersonal communication, robust leadership acumen, and technical systems proficiency are essential. Demonstrated capability to cultivate and sustain robust, trustworthy connections with internal stakeholders as well as external partners and organizations. Demonstrates outstanding written and verbal communication abilities in English, along with a capacity to effectively influence and persuade others.
