Formation / Diplômes

Caritas Switzerland has supported crisis affected populations in the Middle East since 2012, with a strategic focus on Syria and Lebanon. The organization operates through country offices in Beirut and Damascus and works in strong partnership with local actors, including Caritas Lebanon and Caritas Syria, to deliver programming across cash assistance, livelihoods, education, social protection, health and protection, underpinned by embedded monitoring, evaluation, accountability and learning (MEAL) and finance support that strengthens partner capacity. The Middle East Program combines emergency relief interventions including education and child protection with livelihoods support, sector based economic development, enabling internally displaced persons, refugees, and host communities to meet immediate needs, build resilience, and pursue self-determined recovery. In Lebanon, programming includes support to the socio-economic empowerment of vulnerable Syrian refugee and Lebanese host community youth, alongside broader protection, cash, and livelihoods interventions.

Sustained funding pressure across the humanitarian and development sector has made diversification of resource mobilization strategies a priority. Caritas Switzerland has established institutional principles for private sector engagement (PSE) and has a track record of Corporate Social Responsibility (CSR) partnerships with companies such as Aldi Suisse, Sunrise, and AXA, primarily in Switzerland. These partnerships combine financial contributions, in-kind support, and technical or employee-engagement collaboration in service of shared social impact and Sustainable Development Goals (SDG) commitments. There is currently no structured, up-to-date mapping of private sector engagement (PSE) opportunities specific to the country offices. This assignment will identify and assess private sector actors, partnership models, and engagement mechanisms that can mobilize financial resources, in-kind contributions, technical expertise, innovation, and market connections to strengthen Caritas Switzerland's programming and resource mobilization efforts while fostering mutually beneficial partnerships. Purpose and Objectives The purpose of this assignment is to conduct a mapping of PSE and CSR potentials to inform Caritas Switzerland's Resource Mobilization and Acquisition Strategy for its Lebanon and Syria country programmes. Specific objectives Identify and profile private sector actors multinational, regional, Lebanese, Syrian, and Swiss-based companies with a regional footprint whose CSR agendas or business interests align with Caritas Switzerland's programme areas (livelihoods and economic recovery, education, protection, cash and basic needs, social cohesion). Assess the CSR and sustainability priorities, giving history, and preferred engagement mechanisms (financial, in-kind, technical) of identified companies. Map existing PSE and CSR initiatives led by peer INGOs, UN agencies, and local partners in Lebanon and Syria to identify gaps, complementary opportunities, and lessons learned. Analyze the legal, regulatory, reputational, and operational considerations relevant to private sector partnerships in Lebanon and Syria, including due diligence requirements, sanctions exposure, and compliance with Caritas' partner screening policies. Develop a prioritized, actionable list of potential partners with tailored engagement approaches and value propositions for each.
