Doctors with Africa CUAMM operates in Sierra Leone since 2012, its mission is to enhance access to quality primary and secondary health care with a specific attention to maternal and child health care by using the network of CHWs as well, nutrition, communicable and non-communicable diseases’ prevention, diagnostic and treatment services. Doctors with Africa CUAMM works to save lives by combating hunger and diseases that threaten the lives of vulnerable communities, through nutrition, food security, water and sanitation, health and advocacy. Job title : Technical Assistant – Data Systems, Monitoring and Evaluation Officer Duty Station : Freetown Department : Programs Reporting to : Project Manager (first responsible), Contract type : Fixed-term contract ( 8 months), with 4-months probation period, and with possibility of renewal based on performance and available funds. Purpose of the Position The Technical Staff – Hospital Systems Strengthening and M&E will provide expert technical assistance to DHAS in the planning, implementation, and evaluation of hospital systems strengthening interventions. The officer will lead hospital performance monitoring, manage data systems, conduct quality assessments, and produce evidence-based reports to strengthen accountability and drive continuous improvement across Sierra Leone’s hospital network. The role directly supports the achievement of national health targets including the Triple Zero campaign and National Hospital Strategy.

Responsabilités

Key Responsibilities and Duties Hospital Systems Strengthening Support implementation and monitoring of the National Hospital Strategy and DHAS operational priorities, with particular focus on Triple Zero campaign targets. Contribute to initiatives strengthening hospital governance, accountability mechanisms, and service delivery systems. Assist in strengthening referral systems, emergency preparedness protocols, critical care services, maternity services, and theatre functionality. Support implementation and progress-tracking of hospital performance improvement plans. Contribute to initiatives to strengthen hospital leadership capacity and operational efficiency. Monitoring and Evaluation (M&E) Lead implementation of the DHAS M&E framework, including indicator selection, data collection tools, and reporting protocols. Develop and maintain systems to monitor hospital performance indicators and track progress against national targets and DHAS priorities.

Conduct routine Data Quality Assessments (DQAs) at hospital level and support structured data quality improvement plans. Analyse hospital service delivery data and generate high-quality technical reports, presentations, and policy briefs. Produce monthly, quarterly, and annual hospital performance reports for DHAS leadership and key stakeholders. Support compilation and analysis of data on hospital mortality, service utilisation, referral volumes, theatre performance, and emergency care indicators. Track maternal and child health indicators within hospital settings in alignment with Triple Zero campaign milestones.

Localisation

Develop evidence-based recommendations to inform hospital performance improvement strategies and resource allocation decisions. Supportive Supervision and Assessments Plan and participate in regular supportive supervision visits to hospitals across all 16 districts. Develop and implement standardised hospital assessment tools aligned with DHAS performance frameworks. Conduct facility readiness assessments covering infrastructure, service delivery, equipment functionality, human resources, and emergency response capacity. Monitor and track implementation of recommendations arising from supervision and assessment exercises. Provide technical mentorship to hospital M&E officers and hospital management teams on data management and use. Coordination and Stakeholder Engagement Collaborate with the Directorate of Planning, Policy and Information (DPPI), hospital M&E officers, and other DHAS technical teams on data management and integrated reporting. Under the leadership of the Director iaise with development partners supporting hospital systems strengthening and health information systems. Assist in partner activity mapping and ensuring external M&E support is aligned with national DHAS priorities. Capacity Building and Technical Support Design and deliver training and mentorship for hospital staff on data management, routine reporting, and data use for decision-making. Support strengthening of institutional capacity for hospital performance monitoring and quality improvement at facility and district levels. Develop training materials, data management SOPs, and reference tools for hospital M&E staff. Champion a culture of data use for accountability and performance improvement across the DHAS hospital network. Research and Learning Support operational research and health systems assessments related to hospital performance and service quality. Document lessons learned, best practices, and innovations in hospital M&E and performance monitoring. Contribute to evidence generation for hospital policy, strategic planning, and resource mobilisation. Expected Deliverables The Technical Staff will be expected to produce and contribute to the following outputs: DHAS M&E framework, indicator reference sheets, and updated data collection tools. Operational hospital performance dashboards and scorecards covering all 16 districts. Monthly, quarterly, and annual hospital performance reports for DHAS. Data Quality Assessment (DQA) reports and structured data improvement plans. Supportive supervision and facility assessment reports with actionable recommendations. Hospital M&E capacity building reports, training records, and mentorship summaries. Technical briefs, analytical summaries, and presentations for DHAS leadership and stakeholders. Quarterly progress reports against DHAS activities including Triple Zero campaign M&E milestones. Operational research outputs and evidence-based policy briefs as required. Reporting Arrangements The Technical Staff will report directly to the Director, Directorate of Hospitals and Ambulance Services (DHAS). The officer will collaborate closely with the DPPI and other DHAS technical units. Monthly activity and data reports will be submitted to the Director, with contributions to quarterly DHAS performance reviews and national M&E coordination platforms.

Required Qualifications and Experience Education Master’s degree in Public Health, Epidemiology, Health Information Management, Statistics, Monitoring & Evaluation, Health Systems Management, Biostatistics, or a closely related field. (Required) Additional training or certification in data science, digital health, or health informatics is an advantage. (Desirable)

Expérience

A minimum of 5-8 years’ progressive experience in Monitoring & Evaluation, health systems strengthening, or public health programming. Demonstrated experience working with health information systems, including DHIS2, at national or sub-national level. Proven experience in hospital performance monitoring, supportive supervision, and facility-level M&E. Strong track record in data analysis, data visualisation, and evidence-based report writing. Experience designing and using dashboards, scorecards, and analytical tools for performance management. Experience working with government institutions and international development partners. (Desirable) Familiarity with Sierra Leone’s health information systems and hospital reporting structures. (Desirable) Required Competencies Technical Competencies Strong knowledge of M&E principles, results-based management frameworks, and indicator development. Proficiency in DHIS2, Microsoft Excel (advanced), Power BI, SPSS, STATA, or equivalent data analysis platforms. Knowledge of hospital systems, healthcare service delivery standards, and clinical performance indicators.

Strong analytical and report writing skills, with the ability to synthesise complex data into clear, actionable insights. Knowledge of quality improvement methodologies, IPC standards, and hospital accreditation frameworks. Expertise in data quality management, DQA methodologies, and data auditing. Core Competencies Excellent written and oral communication skills in English, with the ability to present complex data to non-technical audiences. Strong organisational and coordination skills, with the ability to manage multiple priorities under pressure. Ability to work independently and as part of a multidisciplinary team in a demanding environment. High attention to detail, accuracy, and quality in all technical outputs.
