Assignment Summary: Curriculum Development and Training Specialist – Mafia The incumbent will design, develop, and implement comprehensive training programs and curricula tailored to the needs of Mafia. Background Mafia Community Transformation Trust Limited, a Zambian non-profit organization founded in 2018, currently operates in Rwanda and its surrounding districts. Through its initiatives, Mafia enhances climate-smart, productive pastoralist livelihoods, particularly in Zambia’s most impoverished and climate-vulnerable regions. The organization’s approach empowers local traditional cattle-raising communities by enhancing herd health, promoting regenerative rangeland management practices, and facilitating access to equitable market opportunities, ultimately enabling these communities to achieve larger, more sustainable incomes. Additionally, Mafia extends its support to other sustainable livelihood initiatives within the same communities. Since 2023, Mafia has been scaling its initiatives through carbon financing—a groundbreaking approach previously untested in Zambia. This initiative marks a period of rapid advancement for the organization, which remains relatively young, as well as a substantial expansion of its programming within the livestock sector. The Mafia team is dedicated to developing a program that delivers meaningful impact while earning recognition for its excellence. The objective of this assignment is to outline the specific goals and outcomes expected from this role. This position is designed to support the organization’s strategic objectives by fulfilling key responsibilities and meeting critical requirements. The incumbent will be tasked with executing duties that contribute directly to the achievement of departmental and organizational targets, ensuring alignment with broader business goals and operational standards. Mafia Community Transformation Trust Limited is actively seeking to bolster the technical capabilities of its frontline community-based service providers, including Community Agents and Rangeland Field Monitors, to ensure they can deliver high-quality support to rural communities in the areas of animal health, sustainable rangeland management, and fire prevention. To further enhance their proficiency, Mafia is recruiting experienced trainer(s) to develop and/or revise the curricula for animal health, rangeland management, and fire management, as well as to conduct focused training initiatives aimed at equipping these agents with advanced technical expertise and hands-on practical skills in these critical domains. Animal Health encompasses a broad spectrum of critical functions, including disease prevention, treatment protocols, vaccination programs, and livestock husbandry practices. Additionally, the assignment aims to foster collaboration among stakeholders, optimize resource allocation, and achieve measurable outcomes aligned with organizational objectives. The purpose of this role is to accomplish the following objectives: We are seeking to design a thorough educational program that encompasses key areas such as animal health, rangeland management, and fire management strategies. We will provide structured training programs for Community Agents and Rangeland Field Monitors, ensuring they acquire essential technical competencies and practical skills in fundamental veterinary practices, rangeland conservation strategies, and effective fire management techniques. 3. Scope of Work The consultant will be responsible for performing the following duties and responsibilities. 3.1. Curriculum Development: The consultant will collaborate with Mafia to create an all-encompassing training program, drawing on the organization’s operational expertise, field execution model, field teams, community structures, and strategic priorities. The resulting curriculum, training modules, and supplementary resources will be customized to align with the local environment and the distinct roles, responsibilities, and skill requirements of Community Agents and Rangeland Field Monitors. This initiative will provide Mafia with a well-organized, practical, and standardized training framework suitable for both current and future educational needs. The curriculum must be developed in direct alignment with Mafia’s field execution model, integrating technical expertise with hands-on, field-oriented competencies. It should define clear learning outcomes and incorporate structured session plans, facilitator guides, participant handouts, practical exercises, field demonstration instructions, evaluation tools, and monitoring frameworks. The materials must be straightforward, intuitive, and adaptable for delivery in both classroom and community settings, using concise messaging to enhance both theoretical understanding and practical application. A robust animal health component must be designed and seamlessly incorporated into the curriculum. This module should encompass essential livestock health topics pertinent to Mafia’s operations, such as fundamental disease identification, strategies for disease prevention, vaccination assistance, management of dipping and spray races, deworming procedures, proper livestock handling techniques, protocols for reporting disease outbreaks, established referral pathways, as well as the specific contributions of Community Agents and Rangeland Field Monitors in facilitating animal health services at the community level. Additionally, the consultant will evaluate Mafia’s present rangeland and fire management training curriculum to determine its applicability, feasibility, and alignment with contemporary field conditions. Necessary revisions should incorporate insights from implementation experiences, community input, seasonal grazing trends, fire prevention strategies, monitoring protocols, and Mafia’s advancing rangeland management methodology. The revised curriculum must enhance practical competencies in grazing planning, rangeland condition assessment, firebreak maintenance, community engagement, data collection, and the organization of community-driven rangeland management initiatives. 3.2. Training Delivery: The training will be delivered through a blended and participatory methodology, incorporating classroom instruction, field demonstrations, group discussions, role-playing exercises, hands-on practical sessions, community-based learning initiatives, and peer-to-peer knowledge sharing. This method ensures participants gain both theoretical understanding and practical application, enabling them to address real-world challenges such as grazing planning, rangeland condition monitoring, community engagement, field data collection, farmer discussion facilitation, and the promotion of enhanced rangeland management practices. The training must be customized to align with the local environment, considering the unique dynamics of pastoral communities, traditional leadership frameworks, seasonal migration patterns, local ecological factors, and the current expertise of Community Agents and Rangeland Field Monitors. Special focus should be given to hands-on learning, critical thinking, interpersonal communication, and community engagement strategies, ensuring participants develop the competencies needed to act as proficient intermediaries between Mafia, local groups, and external partners. The curriculum must acknowledge the distinct yet complementary functions of Community Agents and Rangeland Field Monitors, fostering a unified comprehension of Mafia’s methodology while enabling mutual collaboration in field operations as needed. This alignment will enhance coordination, promote uniform implementation, and guarantee adequate field-level capability to deliver effective community support. Additionally, the training aims to bolster the agents’ proficiency in acting as community-based extension workers and facilitating connections between farmers, communities, and essential government, veterinary, and technical services. 4. Methodology The consultant must undertake travel to Rwanda to deliver on-site training sessions for Community Agents and Rangeland Field Monitors. The training program must equip participants with essential theoretical knowledge and hands-on competencies to enhance their ability to assist communities effectively. It should incorporate participatory learning techniques such as collaborative discussions, simulated scenarios, on-site demonstrations, applied tasks, knowledge-sharing among peers, and community-centered exercises. These methodologies will ensure that Community Agents and Rangeland Field Monitors can implement the training in practical field settings and offer consistent, actionable support to communities. Additionally, the Consultant will evaluate learning progress through tailored tools, including preliminary and follow-up assessments, practical tasks, real-time field activity observations, and structured feedback sessions with participants. The Consultant is also responsible for providing ongoing guidance and mentorship during the training to bolster trainees’ self-assurance, solidify learning outcomes, and facilitate the practical application of newly acquired skills and knowledge. Mafia will arrange and cover the costs of transportation, lodging, and logistical arrangements for the training session in Rwanda. Moreover, it will deliver comprehensive administrative assistance, including access to essential documents, coordination with staff and community members, as well as provision of stationery and material printing. 5. Key Deliverables By the conclusion of the engagement, the consultant will develop a comprehensive training curriculum along with supporting training materials that are contextually appropriate, practical, and immediately applicable to the daily responsibilities of Community Agents and Rangeland Field Monitors. The final deliverable will facilitate the harmonization of training standards across Mafia’s program areas and establish a robust framework for ongoing in-house training initiatives, refresher programs, and potential accreditation pathways. Work will be conducted primarily at our headquarters in San Francisco, California, with occasional travel to client sites or industry conferences as needed. The project is scheduled for completion within a six-week timeframe. The assignment is scheduled to begin on August 17, 2026, and conclude on September 25, 2026. Location: The positions are based in Lusaka and Rwanda, within the Western Province. The consultant must provide a detailed consultancy fee proposal that clearly outlines their rate along with all applicable taxes, such as withholding tax where relevant. Required/Desirable Experience The ideal candidate must possess the following qualifications and professional experience: A Master’s Degree or postgraduate qualification in Veterinary Science, Animal Health, Rangeland Management, Natural Resource Management, or an equivalent discipline is required. We require a minimum of ten years of professional experience in training, extension services, and animal health. Proven expertise in facilitating engaging and interactive training sessions with a participatory approach. Demonstrated expertise in creating instructional content and conducting hands-on, field-oriented training sessions. Proficiency in understanding rural community dynamics is essential.
