With a current focus on Rwanda and its surrounding districts, Mafia is dedicated to enhancing climate-smart, productive pastoralist livelihoods in Zambia’s most impoverished and climate-vulnerable regions. The Mafia model empowers local traditional cattle-keeping communities to bolster herd health, embrace regenerative rangeland management practices, and secure equitable market access, thereby enabling larger, more sustainable incomes. Additionally, Mafia provides support for other sustainable livelihood initiatives within these communities. Since 2023, Mafia has been scaling its operations through carbon financing initiatives. This innovative program represents a groundbreaking methodology that has not previously been implemented in Zambia, driving rapid growth for a young Zambian non-profit while significantly expanding programming within the livestock sector. The Mafia team is dedicated to developing a program of impact and distinction. The objective of this assignment is to provide expert guidance and support in achieving the specified goals. Mafia Community Transformation Trust Limited is actively seeking to bolster the technical capabilities of its frontline community-based service providers, specifically Community Agents and Rangeland Field Monitors, to ensure they deliver high-impact support to rural communities in animal health, sustainable rangeland management, and fire prevention. In pursuit of this goal, Mafia intends to hire seasoned trainer(s) tasked with developing and/or refining the curricula for animal health, rangeland management, and fire prevention, alongside delivering specialized training programs designed to equip these agents with essential technical knowledge and hands-on skills. Purpose of the Assignment The primary aim of this engagement is to define and deliver specific outcomes that align with the project’s strategic goals. This includes conducting thorough research, analyzing data, and developing actionable recommendations to address key challenges. The assignment requires close collaboration with stakeholders to ensure alignment with organizational objectives and to facilitate seamless implementation of proposed solutions. Additionally, the role involves preparing comprehensive reports, presenting findings to leadership, and ensuring adherence to established timelines and quality standards. The purpose of this role is to accomplish the following objectives: Develop a robust and detailed curriculum focusing on animal health, rangeland management, and fire management strategies. Facilitate the provision of training programs for Community Agents and Rangeland Field Monitors, designed to enhance their technical proficiency and practical skills in essential veterinary practices, rangeland management, and fire control methodologies. 3. Scope of Work The consultant is responsible for performing the following duties: 3.1. Curriculum Development: The consultant will design a robust training curriculum in close collaboration with Mafia, drawing on their operational expertise, field implementation framework, field teams, community frameworks, and technical priorities. Tailored to the local context and the distinct roles, responsibilities, and capacity requirements of Community Agents and Rangeland Field Monitors, the curriculum, training modules, and supplementary materials will ensure Mafia maintains a consistent, practical, and standardized training solution for both current and future needs. The curriculum must align directly with Mafia’s field implementation model, integrating technical expertise with applicable field-based competencies. It should include well-defined learning objectives and encompass structured session plans, facilitator guides, participant handouts, hands-on exercises, field demonstration instructions, evaluation tools, and monitoring frameworks. The materials should be intuitive, accessible, and suitable for delivery in classroom and community environments, using clear and concise messaging to reinforce both knowledge retention and practical application. A robust animal health curriculum component must be designed and seamlessly incorporated into the existing structure. This module will address critical livestock health topics central to Mafia’s operations, such as fundamental disease identification, preventive measures, vaccination assistance, management of dipping and spray race systems, deworming protocols, proper livestock handling techniques, disease outbreak reporting mechanisms, established referral pathways, and the designated responsibilities of Community Agents and Rangeland Field Monitors in facilitating animal health services at the community level. The consultant will evaluate Mafia’s current rangeland and fire management curriculum to determine its relevance, practicality, and alignment with current field conditions. Necessary updates must incorporate insights gained from implementation experiences, community input, seasonal grazing trends, fire prevention strategies, monitoring protocols, and Mafia’s progressive rangeland management practices. The revised curriculum should enhance hands-on competencies in grazing planning, rangeland condition assessment, firebreak maintenance, community engagement, data gathering, and the facilitation of community-led rangeland management initiatives. 3.2. Training Delivery: Training will be delivered through a blended and participatory methodology, incorporating classroom instruction, hands-on field demonstrations, collaborative group discussions, interactive role-playing exercises, practical skill-building sessions, community-based learning initiatives, and peer-to-peer knowledge sharing. This diverse approach guarantees that participants gain both theoretical understanding and practical application, enabling them to address real-world challenges such as grazing planning, rangeland condition monitoring, community engagement facilitation, field data collection, farmer discussion leadership, and the promotion of advanced rangeland management techniques. The training must be customized to align with the local environment, considering the unique dynamics of pastoral communities, traditional governance systems, seasonal migration patterns, local ecological factors, and the prior expertise of Community Agents and Rangeland Field Monitors. A strong focus will be placed on hands-on learning, critical thinking, interpersonal communication, and community engagement to ensure participants can effectively bridge the gap between Mafia, local groups, and relevant stakeholders. The curriculum must acknowledge the interdependent functions of Community Agents and Rangeland Field Monitors, fostering a unified comprehension of Mafia’s methodology. Additionally, it should cultivate mutual support mechanisms between these groups during field operations to enhance coordination, uphold implementation uniformity, and guarantee robust on-the-ground capacity for community assistance. The training is designed to bolster agents’ proficiency as community-based extension workers while facilitating connections between farmers, communities, and essential government, veterinary, and technical service providers. 4. Methodology The consultant must undertake travel to Rwanda to deliver face-to-face training sessions for Community Agents and Rangeland Field Monitors. The training program must facilitate participants’ comprehension of essential concepts while equipping them with the practical competencies necessary to effectively support communities. To achieve this, the training should incorporate participatory learning techniques such as collaborative discussions, simulated role-playing exercises, on-site demonstrations, hands-on tasks, peer-led instruction, and community-driven activities. These methods will ensure that Community Agents and Rangeland Field Monitors can translate their training into real-world field applications, enabling them to assist communities in a practical and consistent manner. The Consultant will evaluate training effectiveness using a range of assessment tools, including preliminary and follow-up evaluations, practical exercises, field-based performance observations, and structured participant feedback sessions. Additionally, the Consultant will offer personalized coaching and mentorship throughout the training duration to bolster trainees’ self-assurance, reinforce learning outcomes, and facilitate the practical application of newly acquired skills and knowledge. Mafia will arrange and cover all transportation, accommodation, and logistical arrangements necessary for the training scheduled in Rwanda. Furthermore, it will deliver comprehensive administrative support, including provision of key documents, staff and community coordination, as well as supply of stationery and printing of training materials. 5. Key Deliverables By the conclusion of the assignment, the consultant is expected to develop a comprehensive training curriculum and supplementary training materials that are contextually appropriate, practical, and immediately applicable to the daily responsibilities of Community Agents and Rangeland Field Monitors. The final deliverable should facilitate the harmonization of training standards across Mafia’s program areas while establishing a robust framework for ongoing in-house training initiatives, refresher programs, and potential accreditation pathways. Expected Deliverables The position involves developing and designing all training materials, including comprehensive manuals, informative handouts, and compelling visual aids to support effective learning and knowledge retention. Deliver training sessions Conduct pre- and post-training assessments, analyzing findings to generate actionable recommendations for improvement. Ongoing support is provided through a structured mentorship program designed to facilitate continuous professional development and guidance.
