Role Context SEED Global Health is in search of a proactive and meticulous Monitoring and Evaluation (M&E) Officer to enhance our team in Uganda. The successful candidate will assume a pivotal role in guaranteeing the seamless execution and measurable success of our initiatives by developing and sustaining comprehensive M&E frameworks. Proficiency in M&E methodologies, data analytics, and reporting is essential for this position. Oversee and execute a comprehensive range of tasks and obligations, ensuring alignment with organizational objectives and operational standards. Handle diverse responsibilities encompassing strategic planning, team coordination, and performance evaluation to drive efficiency and productivity.   • Collaborate with both the Seed country team and the Global MEL team to develop, refine, and maintain Measurement, Evaluation, and Learning Plans. Our team is responsible for overseeing the nation’s measurement systems, guaranteeing the generation of rigorous, timely, and relevant data to accurately assess Seed’s worldwide influence. Collaborate with the country team and external partners to develop and execute essential partnership measurement initiatives. Develop and implement robust frameworks for data collection, ensuring accuracy and consistency, while establishing rigorous quality assurance protocols to validate findings. Design and execute comprehensive analyses to interpret program results, then compile and present these insights through detailed, actionable reports to stakeholders.
  • Ensure data collection and reporting systems are coordinated with institutional data requirements as well as national Health Management Information System (HIS) data and tools. To ensure transparency and accountability, you will present indicator outcomes to Seed Global, donors, partners, and stakeholders, enabling them to monitor progress in alignment with the MEL plan. Support the preparation of donor reports and other communication materials, maintaining meticulous accuracy in program data and progress reporting. Ensure country program data is reported punctually within Seed’s organization-wide performance management system. Oversee the implementation of daily Monitoring, Evaluation, and Learning (MEL) tasks as specified in the Seed country’s partnership work plans, collaborating closely with Seed staff and in-country partners. Responsible for overseeing the collection, organization, and maintenance of digital and physical data assets to ensure accuracy, accessibility, and security. Develops and implements data governance policies, standardizes data entry procedures, and establishes protocols for data retention and archival. Ensures compliance with regulatory requirements and industry standards while safeguarding sensitive information. Collaborates with cross-functional teams to optimize data utilization, enhance decision-making processes, and support organizational objectives through reliable data insights and analytics. Collaborate effectively with the Seed team, the Ministry of Health, and Seed partners to design and refine data collection tools and templates, encompassing survey development and the tailored adaptation of validated instruments. Spearhead data collection initiatives while establishing robust quality assurance and validation protocols to ensure data integrity and reliability. Ensure that all Monitoring, Evaluation, and Learning (MEL) practices adhere to and exceed Good Clinical Practice (GCP) guidelines and ethical standards, specifically by securing and maintaining current GCP certification in human subject ethics.

Safeguard participant data and maintain confidentiality throughout the Institutional Review Board (IRB) process and the duration of study implementation. Collaborate effectively with the Global MEL team to develop and oversee training data management systems, ensuring accurate tracking and monitoring of trainers and students across training institutions and facilities while leveraging data for program evaluation, continuous learning, and adaptive improvements. Adaptive management involves applying structured, iterative processes to enhance decision-making and resource utilization in dynamic environments. This approach emphasizes ongoing monitoring, evaluation, and adjustment of strategies based on real-time feedback and emerging data. It requires collaboration across multidisciplinary teams to integrate diverse perspectives and expertise, ensuring responses are both flexible and evidence-based. Key responsibilities include identifying performance metrics, analyzing outcomes, and refining interventions to optimize effectiveness and sustainability. To foster a culture of continuous learning, this role involves enabling educational initiatives at both partnership and international levels. Work collaboratively with the Monitoring, Evaluation, and Learning (MEL), Development, and Communications teams to facilitate the timely and accurate compilation and reporting of program data and progress. Coordinate the national Community of Practice and actively participate in the Global MEL Community of Practice. Represent the organization at both local and international forums to deliver updates on Monitoring, Evaluation, and Learning (MEL) activities. Document and consolidate knowledge management outputs, including success stories, best practices, lessons learned, blogs, and abstracts, among other materials. Monitor and assess Quality Improvement (QI) initiatives to determine their efficacy and influence on project results and overall performance. We specialize in fostering strong partnerships and enhancing technical capabilities to drive collaborative success. Deliver technical capacity-building initiatives in Monitoring, Evaluation, and Learning (MEL) to collaborating academic and health institutions, focusing on indicator development, data collection methods, reporting tools, and Standard Operating Procedures (SOPs) for data verification and quality assurance. Collaborate with the Global MEL team to lead the design and implementation of training initiatives for Seed staff and partners, encompassing the creation of MEL training resources, presentations, workshops, and additional educational materials. Oversee the MEL team’s performance, offering guidance and support to uphold excellence in measurement, evaluation, and learning initiatives.

A master’s degree or higher in public health, epidemiology, health informatics, statistics, or a closely related discipline is required. With a minimum of five years of hands-on involvement in project monitoring, evaluation, and research within the public health sector—or comparable initiatives, ideally within international organizations—you bring a wealth of practical experience to this role.   • Proven expertise in overseeing monitoring and evaluation frameworks, encompassing data collection, processing, verification, and staff training initiatives. Demonstrated expertise in program monitoring, database design, data analytics, and the MOH Health Management Information System (DHIS2) is required, with familiarity in associated subsystems such as LUIS and Chris. Proven expertise in database management coupled with advanced proficiency in essential software tools, including Microsoft Office, Power BI, and statistical software such as SPSS and State. Skilled in developing both paper-based and mobile data collection instruments, with expertise in managing tablet-based data entry, storage, and extraction processes. Demonstrates exceptional interpersonal and communication abilities, with a strong track record of fostering productive collaboration in high-pressure settings. Working Conditions A full-time schedule entails working 40 hours each week. A professional assignment based in Kampala at the Uganda country office is required.
