Consultancy Services for the Review of Regulations and Preparation of Technical Standards for Small Dams

IUCN Mozambique Office, MozwateR Project, Project Reference No. P04620, is seeking qualified consultants to review existing regulations and prepare technical standards for small dams. This is a Request for Proposals (RfP) under reference IUCN-2026-07-P04620-7.

Context and Objectives

The consultant will be responsible for delivering a comprehensive review of current regulations and developing a unified regulatory framework for small dams, including construction and maintenance requirements. The assignment involves stakeholder consultation, field studies, and the production of a compendium report.

Key Deliverables

The following deliverables are expected, with payment linked to their completion:

  1. Deliverable 1: Initial report (20% of total amount)

  2. Deliverable 2: Report reviewing existing regulations, including an analysis of gaps that need to be addressed (10% of total amount)

  3. Deliverable 3: Stakeholder consultation report (10% of total amount)

  4. Deliverable 4: Draft compendium on the new regulatory framework – with all four sections completed (20% of total amount)

  5. Deliverable 5: Field study report (10% of total amount)

  6. Deliverable 6: Second draft of the Compendium Report (Following Validation Reports) – a final Compendium report (30% of total amount)

Submission Requirements

The deadline for submission is August 18, 2026. Proposals must be in PDF format, password-protected, and the password sent within 12 hours after the deadline. The proposal must include four separate documents: Signed Declaration of Undertaking, Pre-Qualification Information, Technical Proposal, and Financial Proposal.

Pre-Qualification Criteria

Bidders must provide:

  • 3 relevant references for similar work issued by reputable entities

  • All legal registrations required to carry out the work in the Republic of Mozambique

  • Annual turnover for each of the last 3 years

  • Number of qualified employees

  • Confirmation of relevant qualifications (e.g., ISO certification)

  • Confirmation of donor eligibility criteria (e.g., EC nationality rule)

  • Confirmation of formal policies and procedures (e.g., procurement, health and safety, code of conduct, sustainability, accounting)

Technical Proposal Evaluation Criteria

The technical proposal will be evaluated based on the following criteria and weights:

  1. Understanding the assignment (20%): General understanding (5 points), proposed consultative process (5 points), understanding of regulatory framework for small dams (10 points)

  2. Approach and methodology (30%): Understanding of tasks (10 points), quality of proposed methodology and solutions (10 points), relevance and effectiveness of methodological approach (10 points)

  3. Company capacity and previous experience (30%): Company capacity through relevant assignments (20 points), experience in drafting regulations for infrastructure development (10 points)

  4. Work program (10%): Proposed work plan (10 points)

Total: 100%

Financial Proposal

The financial proposal must be a fixed and firm price in USD, exclusive of VAT. Prices must include all costs, insurances, taxes (except VAT), fees, expenses, liabilities, obligations, risk, and other things necessary for performance. The price breakdown must follow the deliverable structure above.

Evaluation and Award

Proposals will be evaluated based on completeness, pre-qualification criteria, technical score (70% weight), and financial score (30% weight). The contract will be awarded to the bidder with the highest total score. IUCN reserves the right to cancel the procurement.

Conditions for Participation

Bidders must be free of conflicts of interest, registered in their country of establishment, compliant with social security and tax obligations, not convicted of environmental or legal violations, not bankrupt, not guilty of professional misconduct, and not involved in illegal activities. A signed Declaration of Undertaking is required. Joint ventures and sub-contractors are allowed with separate declarations.

Confidentiality and Data Protection

IUCN follows GDPR. Information submitted will be treated as confidential and retained for 10 years for audit purposes. Bidders must obtain written permission from individuals whose personal data (e.g., CVs) is included.
