Call for Expressions of Interest: Study on the implementation of a community-based Cervical Cancer project in Pakistan
Background
Médecins du Monde France (MdM-F) is an independent organisation of active militants providing care, bearing witness and supporting social change, both in France and internationally. For the past 40 years, we have been committed to working with the most vulnerable individuals and their communities to break down the barriers preventing them from having access to healthcare.
Brief Presentation of the Project
MdM has been active in Pakistan since 2009, responding to emergencies and supporting health facilities providing primary healthcare services to vulnerable communities. MdM France in Pakistan has been implementing a strategic focus centred on Sexual and Reproductive Health and Rights (SRHR), aiming to strengthen access to quality, integrated, and rights-based SRHR services, particularly for women and adolescent girls in underserved and marginalized communities. The programme focuses on key areas including family planning (FP), safe abortion and post-abortion care (PAC), cervical cancer (CC) awareness and screening, Gender Based Violence (GBV) response, and quality antenatal and postnatal care.
MdM will continue developing this strategy in Khyber Pakhtunkhwa (KP) and Punjab through collaboration with public health authorities, health facilities, and community-based actors. The approach combines service delivery, health system strengthening, community engagement, and advocacy to address barriers to care and improve continuity of services.
In the context of Pakistan’s evolving mixed public–private health system, including increasing reliance on public–private partnerships (PPPs), social health protection models and healthcare outsourcing, MdM aims to conduct a consultancy to identify strategic and operational opportunities to strengthen access to healthcare. The study will analyse health system governance, financing mechanisms, PPP arrangements, and existing service delivery models, with a focus on their implications for vulnerable populations and SRHR service provision in KP and Punjab.
Definition of the Consultancy Mission
Objective
In the context of this project, MdM-F is looking for a consultancy team to carry out an assessment mission, the objective of which is to identify practical and strategic opportunities for MdM to strengthen equitable access to healthcare within Pakistan’s evolving mixed public–private health system, and to provide evidence-based and operational recommendations to guide MdM’s future programming, engagement with public and private actors, and strategic positioning within Pakistan’s health system.
The specific objectives are to:
Map Pakistan’s health system governance, financing arrangements, PPPs and outsourced service delivery models;
Identify service delivery gaps and unmet needs that are insufficiently addressed through existing PPP and insurance mechanisms with a specific focus on SRHR including FP, PAC and CC;
Assess gaps in access, equity, and service delivery, particularly for vulnerable populations and with a specific focus on SRHR including FP, PAC and CC;
Identify opportunities for MdM to engage with public and private actors and strengthen community-based healthcare;
Develop actionable, evidence-based recommendations for future programming, partnerships, and advocacy.
Budget
The total budget available for this mission is 8400 Euros (including VAT) maximum, inclusive of all costs including contingency costs (maximum 5%).

Required Skills
The skills required for the mission are:
Degree in Public Health, Health Economics, Health Policy, Health systems
Experience
Proven professional experience in health systems analysis and strategic recommendations
Strong technical expertise in health systems, governance, health financing, PPPs, and health policy
Proven knowledge and understanding of Pakistan's health sector
Direct experience supporting the design, implementation or evaluation of PPP models in KP and Punjab
Strong understanding of Pakistani’ SRHR landscape and technical expertise in Family Planning and cervical cancer prevention and screening is a strong asset
Previous experience conducting health system assessments
Previous and proven experience working with or supporting INGO
Strong analytical, report writing, and communication skills, with the ability to produce clear and actionable recommendations
Fluency in English and Urdu and Penjabi and/or Pashto
