Call for Expression of Interest (EOI) – Consultancy Services for a Comprehensive Stakeholder Mapping and Strategic Framework for Post-Mining Land Rehabilitation in Liberia’s Artisanal and Small-Scale Mining Sector
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, under its Regional Resource Governance Project (REGO) programme, invites qualified consulting firms, consulting consortia, and individual consultants to submit an Expression of Interest (EOI) for the above-mentioned consultancy services.
Key Tasks: Conduct stakeholder mapping and institutional analysis; assess legal, policy, and environmental frameworks; identify rehabilitation challenges and opportunities; develop technical recommendations, stakeholder engagement framework, and a five-year Strategic Land Rehabilitation Roadmap; and facilitate stakeholder consultation and validation workshops.
Location: Monrovia and selected artisanal mining communities in Liberia
Duration: From August 1, 2026, until April 31, 2027.
The EOI is the first stage of a multi-stage tender process. The objective of the EOI process is to identify and pre-qualify qualified consultants with the technical expertise and experience required to undertake the assignment. Only shortlisted candidates, fulfilling the requirements below, will receive the full terms of reference (ToR) and will be asked to submit a full proposal.

- A cover letter expressing interest in the consultancy assignment.
- A brief organizational profile (or consultant profile for individual consultant), including relevant experience in natural resource governance, mining, environmental management, land rehabilitation, or related fields.
