ORGANIZATION CONTEXT The Center for Democratic Governance (CDG) is a pro-democracy, advocacy, research and organizational capacity development think tank institution that is legally registered with the Government of Liberia since 2015. Vision The vision of the CDG is a Liberia where policies and laws are responsive to the needs of citizens. Mission CDG, in pursuit of our vision, subscribes to transform democratic and governance policies from a top-down approach to one that is reflective of citizens’ voices, views and perspectives. BACKGROUND OF THE PROJECT The government and people of Ireland through its Embassy in Liberia funds a three-year Strengthening Political Governance and Accountability in Liberia project. The project is implemented by a consortium of three civil society organizations – the Center for Democratic Governance (CDG), Center for Transparency and Accountability in Liberia (CENTAL), and Naymote Partners for Democratic Development (NAYMOTE), in Grand Bassa, Bong, and Margibi Counties. The overall objective is to strengthen political accountability, transparency, and democratic governance in Liberia. Outcome of the Project Specific outcomes for the project are: 1) Citizens are well informed and engaged about corruption issues and to hold those in power to account; 2) Citizens have an increased say in how local government’s development policies and programs are selected, designed, and implemented; 3) Citizens benefit from resources generated at the county level. The Mid-term evaluation will allow the Consortium to assess progress toward the project’s intended outcomes, identify lessons learned, evaluate implementation approaches, and recommend adjustments for the remaining implementation period. The evaluation will cover two years of the project implementation, providing evidence to the Embassy of Ireland and the consortium partners regarding project performance, effectiveness, efficiency, sustainability, and prospects for achieving the intended outcomes by the project completion. Request of Expression of Interest The CDG through the Governance Civil Society Consortium seeking of an individual or entity to conduct a mid-term evaluation of their Strengthening Political Governance and Accountability in Liberia project. OBJECTIVES OF THE MID-TERM EVALUATION The evaluation will: Assess progress against project indicators and targets. Determine whether planned activities have contributed to expected outcomes. Evaluate beneficiary satisfaction with project interventions. Examine the quality of stakeholder engagement. Assess value for money and efficient utilization of resources. Review monitoring, learning, and reporting systems. Identify unintended positive or negative outcomes. Recommend strategic improvements for Year Three SCOPE Evaluation Scope and Criteria The evaluation will cover all project activities implemented from project inception to August 2026 by all three implementing partners in the target counties (Bong, Margibi, and Grand Bassa). The evaluation will be based on internationally recognized evaluation criteria (OECD) and other areas of relevance to the project: Relevance Coherence Effectiveness Efficiency Impact Sustainability Coordination and Partnership Gender Equality and Social Inclusion Learning and Adaptation Deliverables The mid-term evaluation will produce the following: Inception Report Data Collection Tools Field Debrief Presentation Draft Mid-Term Evaluation Report Final Mid-Term Evaluation Report Executive Summary Lessons Learned Brief Presentation of Findings to the Embassy and Consortium Expected Outputs The Mid-Term Evaluation is expected to: Measure progress toward project outcomes. Identify implementation strengths and weaknesses. Provide evidence-based recommendations for the final implementation period. Improve strategic planning for Year Three Enhance accountability to the Embassy of Ireland and other stakeholders. Capture lessons that can inform future governance programming in Liberia. GENERAL The External Evaluator should be given access to all legal documents, correspondence, and any other information associated with the project and deemed necessary by the Evaluator.
