The Kenya Leather Development Council (KLDC) is recruiting a Deputy Director, Legal Services. This position is to be filled on a full-time contract basis.
Academic Qualifications:
Bachelor of Laws Degree from a recognized institution. Master of Laws Degree or equivalent qualifications from a recognized institution. Postgraduate Diploma in Law from the Kenya School of Law.
Affiliations:
Member in good standing of the Law Society of Kenya. Member in good standing of the Institute of Certified Secretaries of Kenya (ICS)(K).
Professional Requirements:
Admission as an Advocate of the High Court of Kenya with a valid Advocate's Practicing Certificate.
Short Courses:
Management training of at least four (4) weeks at a recognized institution.
Responsibilities:
Coordinate the formulation, implementation, and review of legal strategies, guidelines, and the development of relevant legislation, regulations, and policies to safeguard the interests of the Council. Oversee the development of the Council's legal and regulatory framework to ensure the achievement of its mandate. Provide secretariat services to the Board of Directors and Board committees. Coordinate the representation of the Council before courts or other judicial authorities. Provide technical support for the development and implementation of the governance framework to facilitate the achievement of the Council's objectives and compliance with corporate governance, applicable laws, and policies. Coordinate litigation and review the progress of ongoing cases, and provide advice to protect the Council's interests. Coordinate the development of dispute management strategies, oversee dispute resolution, and litigation management. Oversee the formulation and review of Council policies to ensure compliance with relevant government laws and circulars. Oversee the management of litigation in liaison with the Office of the Attorney General to ensure adequate representation of the Council. Oversee legal audits to measure the Council's level of compliance with various legal requirements. Oversee the drafting and review of leases, contracts, licensing frameworks, service level agreements, memoranda of understanding, and other legal documents to ensure compliance with legal requirements. Oversee the legal audit within the Council for compliance with national, regional, and international legal requirements. Oversee the formulation, review, revision, and negotiation of contracts, leases, agreements, and memoranda of understanding. Provide leadership to ensure the Council's compliance with laws, regulations, and procedures. Coordinate the formulation, drafting, and facilitation of the publication in the Kenya Gazette of legal notices for the Council. Coordinate functional areas relating to various legal requirements to be met and legal obstacles to be overcome to achieve the Council's targeted results. Oversee the implementation of risk management policy and strategies to ensure the department has a robust system of accountability, risk management, internal controls, business continuity, and security. Oversee the formulation, implementation, and review of plans.
