Project Description

ICAP at Columbia University's Targeted Programmatic Support Across Countries under the Global Fund to Fight HIV/AIDS, Tuberculosis, and Malaria Under PEFAR (hereinafter, PSA), will provide technical assistance (TA) and capacity-building support, in collaboration with key stakeholders and local partners, to improve HIV services in 74 health facilities located in three regions of Cameroon: Adamawa, North, and Far North. The overall goal of the project is to build targeted health facilities' capacity to develop, support and sustain progress towards achieving United Nations' 95-95-95 targets. [1]

Position Summary

Responsible for one or more of seventy-four of ICAP-supported health facilities in the Northern regions of Cameroon, the Site Support Coordinator will manage the execution of PSA project activities at the site and in the community, working closely with ICAP-supported health facility staff and others implicated in HIV care and treatment. Reporting to Site Mentors who accompany 5-7 sites periodically, the Site Support Coordinator will conduct daily follow-up to ensure that planned interventions intended to achieve the three 95 targets are enacted with fidelity and in a timely manner.

Major responsibilities

Ensure the ICAP-supported facilities achieve the three 95 targets by overseeing the following:

HIV Testing and Treatment

Oversee implementation of targeted testing and index case testing in the facility. Promote linkage to treatment and retention by ensuring implementation of the CamLink model with fidelity, retention strategies, as well as searching for patients lost-to-follow up. Promote viral load testing by ensuring the site has adequate systems to identify eligible patients for testing and to handle and/or ship samples for testing. Additionally, the site support coordinator is to ensure that results are returned in a timely manner and used for decision making by the HIV clinic physician. Oversee optimization of pediatric HIV care and treatment and TLD transition.

M&E and Quality Improvement

Supervise the health care staff to implement and report on quality improvement activities necessary to address recommendations from SIMS/GSM evaluations. In collaboration with M&E Officers, supervise and reinforce the capacity of data clerks to ensure triangulation of data from data collection stools (registers, DAMA, DHIS etc), data quality, and that data is submitted in adherence with reporting deadlines.

Personnel

Supervise and reinforce the capacity of APS to ensure data is correctly and completely entered into registers. Support the planning and execution of on-site trainings for HIV testing, HIV treatment, viral load management, and quality improvement.

Commodities

Ensure the site is stocked with necessary data collection tools and supplies, and oversee the implementation of appropriate supply chain management systems at site level.

Community Linkage

Work in conjunction with community organizations to improve multi-month dispensation of treatment to stable patients and promote programs for Orphans and Vulnerable Children (OVC). Reinforce HIV care and treatment for key populations.

Service Integration

Oversee the effective integration of the TB program into HIV care and treatment services.

Other

Prepare daily reports to submit to Site Mentors. Actively participate in weekly and monthly data review meetings. All other interventions aimed to achieve the three 95 targets.

Education and Experience

Doctorate degree in Medicine with at least 1 to 2 years of experience in care and treatment of patients in a health facility setting; experience in HIV service delivery is desired but not required; Nursing License or State Diploma for Nursing with at least 4 years experience in care and treatment of patients in a health facility setting, and at least 2 years of experience in HIV care and treatment required; Nurse's aid with at least 5 years experience in care and treatment of patients in a health facility setting and with 2 years experience in HIV care and treatment required; Masters of Public Health, social sciences, with at least 1 to 2 years experience in HIV care and treatment required. Work experience in a health district with active participation in supervision and assessment of health programs will be an asset. Previous experience in a donor-funded HIV and/or TB program will be an asset.

Required Competencies and Qualifications

Experience in training and coaching healthcare staff, training on strengthening the HIV care cascade an asset. Ability to manage teams and coordinate multiple activities simultaneously, making quick progress in the outcomes of both. Strong leadership skills, with ability to be self-motivated and proactive. Ability to work under pressure and respect deadlines. Basic computer skills and knowledge of Microsoft Word, Excel, and Powerpoint. Excellent French speaking and writing skills.

[1] That, by 2030, 95% of people living with HIV know their HIV status; 95% of people who know their HIV status are on treatment; and 95% of people on treatment have suppressed viral loads.
