Background The Carry-on Youth programme in Mocimboa da Praia is supporting marginalised and conflict-affected youth in accessing educational, livelihoods and social engagement pathways. The project provides vocational, soft skills and digital training to youth, centred in the NRC-established Youth Hub in Mocimboa da Praia. The youth project will provide continuous support, guiding and mentoring to project beneficiaries, ensuring they have the capacities, knowledges and opportunities to access desired pathways. NRC will support the youth project beneficiaries after the trainings to find internships and provide legal support for self-employment pathways. The Youth hub in Mocimboa da Praia is at the centre of all the activities, as a community centre and a safe space for youth where they can access digital resources and mentorship to access their desired pathway.
Roles and responsibilities
The youth officer will be working in the youth project in Mocimboa da Praia. He/She will work in close coordination with the youth team and the activities in the youth hub in Mocimboa da Praia. The youth hub will offer training programmes to youth in Mocimboa da Praia. The youth officer will be the one in charge of the day-today management and operationalisation of the Hub and its digital assets. He/she will contribute with specific technical competences to project implementation. The youth Officer will be responsible for the daily management of the Youth Hub in Mocimboa da Praia and will work in the youth team under the youth team leader. For developing the digital offer and portfolio of the youth hub, he / she will be in close coordination with the Digital innovation and information systems manager. The youth officer will as well support the youth team with digital tools and operational support in activities, in coordination with the youth PDM.
Generic Responsibilities
1. Adhere to NRC policies, guidance and procedures 2. Provide regular progress reports to the line manager and related senior management 3. Promote and share ideas for improvement and necessary changes in the activities 4. Technical responsibility for implementation of digital activities of Youth project 5. Technical responsibility for the quality control and monitoring of digital activities in youth projec 6. Technical responsibility for project documentation of technical activities of digital activities in youth project 7. Provide specific technical support and capacity building towards project staff 8. Provide specific technical analysis and feedback to NRC representatives in coordination forums 9. Assess, promote and document ideas for technical improvement and further program development options 10. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist 11. Promote the rights of IDPs/returnees in line with the advocacy strategy
Specific responsibilities:
Responsible for the daily Management of the Youth hub in Mocimboa da Praia, the activities and material present, as well as for adequate maintenance of the premises.
Development of digital training offer and digital support of the Youth Hub in close collaboration with the Digital innovation and information systems manager
Responsible for the access of the youth project beneficiaries in accessing digital resources in the youth Hub and facilitating their understanding and use of digital tools
Support on the training of youth in digital-related areas and identify trainers and facilitators among the project beneficiaries that will support in the Youth Hub activities
Oversee the Youth hub resources and material and monitor material needs for the Youth
Contribute to the operational model of the Youth Hub and formulate recommendations for the daily operational management of the Youth Hub
Direct and indirect follow-up of the training results and pathways, and formulating recommendations to the youth team for the evaluation and development youth pathways
Timely reporting of any incident or needs for the hub
Set up feedback mechanisms on digital offer from youth hub
Develop digital tools for monitoring and evaluation of the youth project activities, and formulate recommendations for the youth hub activities together with youth ream
Set up innovative digital approaches to enhance youth in Mocimboa their soft and digital skills.

Minimum 3 years’ experience working in a technical and/or operational digital program
Previous experience from working in complex and volatile contexts
Documented results related to the position's responsibilities
Prior experience in technical capacity development
Fluency in spoken and written Portuguese, knowledge of English is an asset.
Knowledge of local languages spoken in Cabo Delgado, especially in Mocimboa da Praia district
Ability to multi-task and work with short deadlines
Ability to work independently and proactively with limited daily support and supervision
